FIRE INDUSTRY BULLETIN 2016-004
SCOPE
2016 California Building Standards Code (CBSC) adoption within the City of Fresno,
effective January 1, 2017.
PURPOSE
The purpose of this industry bulletin is to notify applicable stakeholders of the upcoming
adoption of the 2016 California Building Standards Code, including the 2016 California
Fire Code (CFC) with certain City of Fresno amendments.
INFORMATION
On January 20, 2016, the California Building Standards Commission adopted the state
amendment packages to the 2015 International Code Council model codes, which
included the 2015 International Fire Code.
Additionally, the existing 2013 California Building Standards Code, which contained the
2012 International Code Council model codes, will expire December 31, 2016.
The newly adopted 2016 California Building Standards Code, which includes the 2016
California Fire Code (and the City of Fresno adopted amendments to it), will become
effective January 1, 2017. No extensions of the plan review period or period to issue a
permit will be granted by the Fire Chief (or designee).
Permits for all projects approved under the current 2013 California Building Standards
Code must be issued before December 31, 2016 or prior to the expiration of the plan
review. All City of Fresno Standard Plans must be updated to the new 2016 California
Building Standards Code prior to the effective date of January 1, 2017.
Permits shall not be issued until such time plans are in conformance to the new code
provisions.

EXISTING RESIDENTIAL STANDARD PLANS APPROVED UNDER THE 2013
CALIFORNIA BUILDING STANDARDS CODE
Per the City of Fresno Building and Safety Services Division, residential fire
sprinkler construction permits may be issued for existing standard plans of
established tracts. Permits issued no later than December 31, 2016, will be
based on current standard plans on file and current code standards of the 2013
CBSC. Issued permits will remain in effect for 180 days from the date of
issuance. If permits expire past the 180 days and no construction has
commenced, they will become null and void and be subject to the 2016 California
Building Standards Code.

EXISTING RESIDENTIAL STANDARD SRINKLER PLANS PREVIOUSLY
APPROVED UNDER THE 2013 CALIFORNIA BUILDING STANDARDS CODE
All city residential standard sprinkler plans must be updated to the new 2016
California Building Standards Code prior to the effective date of January 1, 2017.
After January 1, 2017 new construction permits will not be issued by the City of
Fresno Building and Safety Services Division until such time as the sprinkler
plans are in conformance to the new code provisions.
If the applicant intends to submit updated residential standard sprinkler plans, the
applicant must submit them to the Fire Department (for purposes of timely
processing) no later than November 10, 2016 to meet the deadline set by the
City of Fresno Building and Safety Services Division.
ALL OTHER PLANS SUBMITTED DIRECTLY TO THE FIRE DEPARTMENT
All fire sprinkler, fire alarm, etc. plans for specific buildings or structures
including, but not limited to, commercial, industrial, multi family and custom
single-family dwellings which are intended to be reviewed and approved by the
Fire Department under the 2013 California Building Standards Code must be
submitted for plan review no later than November 23, 2016. The proposed plan
must be approved by close of business on December 26, 2016.
No extensions of the plan review will be granted by the Fire Marshal due to the
effective changes in the state codes and adopted, referenced standards.
Deferred fire sprinkler and fire alarm submittals to building plans approved by the
City of Fresno Building and Safety Services Division prior to December 31, 2016
will be required to have the City of Fresno building permit number affixed to them

prior to acceptance by the Fire Department to ensure they are evaluated under
the correct CBSC.
This notice is effective August 1, 2016 and will expire on January 1, 2017.
