The purpose of the meeting is to consider the following: A. RESOLUTION - Expressing disapproval of the California High-Speed Rail Authority's activities to acquire real property without having secured funding to build the entire project. Action Taken: Members of the public shall have an opportunity to address the City Council concerning this matter. DATED this 81" day, of April, 2014 STEVE B A DAU, COUNCIL PRESIDENT RESOLUTION NO. A RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO, CALIFORNIA, EXPRESSING DISAPPROVAL OF THE CALIFORNIA HIGH-SPEED RAIL AUTHORITY'S ACTIVITIES TO ACQUIRE REAL PROPERTY AND COMMENCE CONSTRUCTION WITHOUT HAVING SECURED FUNDING TO BUILD THE ENTIRE PROJECT. WHEREAS, funding for the entire $68 billion California High-Speed Rail project is uncertain at this point in time; WHEREAS, the California Third District Court of Appeal will shortly review the rulings by a Sacramento County Superior Court Judge regarding $10 billion in state bonds for the California High-Speed Rail project; WHEREAS, some local businesses within the City of Fresno have been notified by the California High-Speed Rail Authority that they will need to relocate to accommodate the construction of the high-speed rail line; WHEREAS, the Council of the City of Fresno desires to express support for Fresno businesses and would like the businesses to remain uninterrupted until such a time as funding for the entire California High-Speed Rail project is secured and the project is certain to be constructed; WHEREAS, construction activities will include many street and sidewalk closures for street and utility demolition, relocation, and replacement, which will result in traffic delays, pedestrian inconvenience, and impairment of access to homes, businesses, schools and government services; and WHEREAS, the City of Fresno recognizes that businesses and our citizens might be unnecessarily disrupted for the planned state-wide project that might not even come 1 of 2 Date Adopted: Date Approved: Effective Date: City Attorney Approval: Mb Resolution No. to fruition if funding is not available.
