Adopt finding of Mitigated Negative Declaration, pursuant to the provisions of Section 15164 of California Environmental Quality Act (CEQA) Guidelines 2. Award a construction contract to Lewis C. Nelson and Sons, Inc., of Selma, California in the amount of $7,819,000 for the Universally Accessible Park, Bid File — 3312 3. RESOLUTION - 41 st amendment to the Annual Appropriation Resolution (AAR) No. 2013-98 appropriating $748,800 for the construction of the Universally Accessible Park (Requires 5 affirmative votes) Supplemental Information: Any agenda related public documents received and distributed to a majority of the City Council after the Agenda Packet is printed are included in Supplemental Packets. Supplemental Packets are produced as needed. The Supplemental Packet is available for public inspection in the City Clerk's Office, 2600 Fresno Street, during normal business hours(main location pursuant to the Brown Act, G.C. 54957.5(2). In addition,Supplemental Packets are available for public review at the City Council meeting in the City Council Chambers, 2600 Fresno Street. As a disabled person myself I have a difficult time just walking anywhere in a park. It would be great to be able to take my young child to the park to play. While I do not live in the area of Inspiration Park, I have several close friends, with small children, who do live in the area. This park would be a fantastic place for play dates for us! As you can imagine, finding a place where I can let my children roam free, as well as knowing that should they get get stuck on a jungle gym, and that I will be able to roll up next to them to help them, has proven to be a bit of a challenge. The parks that I have been to provide access to the bottom of the jungle gym, where I can verbally coach my kids down, but do not have access to the gym itself. Knowing that there isn't a place that I cannot access in Inspiration Park, it hugely comforting and will also allow me to actually play with my kids! Please help me by sending this email to City Council so that they can see there are very real people,with very real issues, that this park would provide an answer for. Thank you! Resources for Independence Central Valley and the city of Fresno have worked for many years to make this park a reality. Inspiration Park will be the first of its kind in Central California as it will be a fully accessible park for people of all ages and abilities. I am currently a newly elected board member for RICV, and have a disability of my own. I have cerebral palsy and just recently graduated from University of Phoenix, with a bachelor's degree in Accounting. All I am asking is your support in voting for the UAP. I have volunteered for Special Olympics for many years and been involved with the AmeriCorps Program, as a volunteer Coordinator. Building a universally accessible park, such as the one up for vote April 10, 2014, is a great addition to the city, not only for the disabled community but for the surrounding neighborhoods. A community center which will offer services to the community is also included in the project. As an Adapted Physical Education Specialist,I have observed on a regular basis the level of segregation,yes,segregation, and discrimination at our parks and public schools where there is an inaccessibility for children and adults who use wheelchairs for mobility to gain access onto a playstructure. This not only affects our children but also our veterans that are coming home from war disabled,utilizing wheelchairs for their mobility as well. They(veterans)like any parent, want to be alongside their children on a playstructure too.Additionally,parents of disabled children have paid their taxes too;shouldn't their children be able to play on the same playstructure as the parents of non-disabled children?And disabled veterans,well, haven't they paid their taxes 100 times over-so to speak? You have been presented some critical information and a turning point of opportunity. Take it!For it will positively and collectively affect ALL individuals;not just some.
