Any agenda related public documents received and distributed to a majority of the City Council after the
Agenda Packet is printed are included in Supplemental Packets. Supplemental Packets are produced as
needed. The Supplemental Packet is available for public inspection in the City Clerk's Office, 2600
Fresno Street, during normal business hours(main location pursuant to the Brown Act, G.C. 54957.5(2).

During negotiations with the property owners J&M Avila, the attorney representing the Avila's
asked about renting back from the City. If the Avila's could get permission from an adjoining
private owner, they could obtain access and the second leg of the project is four to five years
off. Public Works and High Speed Rail have offered to accommodate the property owners
provided they obtain access in the proper location from the adjoining private property owners.
Exhibit "A" shows an Aerial view of the Veteran's Boulevard project. The J&M Avila property
is outlined in "Red." At present, the property gets its access from Bullard Avenue which runs
east-west from Golden State Boulevard and terminating at Freeway 99. The first phase of the
project which is outlined in "gray" will effectively terminate Bullard Avenue by constructing the
Veteran's Boulevard crossing over the top of it.
The shark finned "gray" area will become a ponding basin. The Avila Property becomes
landlocked, unless a private owner was to grant a temporary easement. It is out of the
jurisdiction for the City of Fresno to compel a private owner to grant access to another private
owner.
Public Works feels if an adjoining owner granted permission, the area between the Veteran's
Boulevard crossing and the ponding basin would be too dangerous. With all the construction of
Veteran's Boulevard, the installation of underground infrastructure to the ponding basin and
later High Speed Rail reconfiguring Golden State Boulevard, there is too much activity to allow
a driveway for the Avila property.
Avila would have to proceed north or south just inside the fence of Freeway 99 and then head
east to Golden State clearing the gray "jughandle" of Veteran's Boulevard to the south, or the
ponding basin to the north.
Exhibit "B" is what the project will look like when it is connected to the Freeway 99
interchange and Veteran's Boulevard will head in a southwesterly direction all the way to Shaw
Avenue. This construction is scheduled to begin by 2019. The Avila property is highlighted in
"Green." The entire property is completely swallowed up by the interchange.
