File No. 2142 Drawing No. 6-A-1172 Contains: 34.40 Acres MW/v July 7, 1981 December 3, 1981 Page 2 of 2 • SUMMARY SERVICE PLAN for the FLORENCE-MAPLE NO, 4-B DISTRICT REORGANIZATION • The purpose of this document is to provide a summary of information regarding how municipal services will be provided to the subject territory should annex­ation to the City occur, when such municipal services would be available, any modifications to be made to existing facilities and how such facilities will be financed. The service plan has been prepared in accordance with the requirements of Government Code Section 35102. It consists of responses from the following City Departments: Planning and Inspection, Public Works, Finance, Parks and Recreation, Police and Fire Protection and from the Fresno Metropolitan F],,ood Control District, Copies of the original responses from the above-mentioned sources are available for inspection with the City's Urban Unification Team. Requests to examine the original responses should be directed to Mr. Ed Bielicki, (209) 488-1567. The information provides an enumeration and description of the services to be extended to the affected territory and the level and range of such services. The proposed Florence-Maple No. 4-B District Reorganization consists of the annexation of 34,40 acres containing 12 parcels to the City of Fresno and the detachment of the same territory from Kings River Conservation District and the Mid Valley Fire Protection District. That portion of the project area south of E, California Avenue is located within the City's adopted Urban Growth Management Area, and future development proposals within this area will be subject to the U.G.M. process. The subject territory falls within the City's Sphere of Influence Boundary, and is generally located northwest of the intersection of E. Florence and S. Maple Avenues. The adopted 1974 FCMA General Plan and the adopted Roosevelt Community Plan designates this territory for light industrial, medium-high density residential uses, and a ponding basin site. The existing land use consists of scattered single family residences, an orchard and vacant land. The subject territory is zoned R-1, R-2 and AL-20. Upon annexation, the AL-20 zoning will automatically be changed to the City's AE-5 zoning, all in accord­ance with Section 12-203, A.1, of the Fresno Municipal Code. Sewer Service The subject territory is served by the City of Fresno sewer system. There are no current plans for main extensions. See the attached map, Exhibit A-1, for the location and size of existing sewer mains. For those properties not cur­ rently being served, sewer main extensions are to be made as developments oc­cur or are requested by property owners. Sewer extension costs must be borne by the developer or property owner. For the properties currently served, no change in service. Section 9-502 of the Fresno Municipal Code will apply. This requires connec­tion to the City sewer system wherever a sewer line i� available as defined by the code. These connection requirements are generally the same whether a prop­erty is inside or outside the City. (County exempts some lots in excess of 36,000 sq. ft,), Therefore, connection to the sewer system is not a requirement of annexation. Water Service The subject territory is served by the City of Fresno, north of E. California Avenue. The area south of E. California Avenue is served by the Calwa County Water District. (See attached map, Exhibit "B-1" for the location and size of all existing water mains in the area.) There are no current plans for main extensions. For those properties not currently served, water main extension to be made as development occurs or is requested by property owners. Water extension costs must be borne by the developer or property owner. For the properties currently served, no change in service. 1 of 5 EXHIBIT "C" // • • Route No. 29 operates thirty minute service on weekdays and Saturdays; forty minute service on Sundays and holidays. Service is adequate. No service improvements are contemplated in the subject area at this time. Handy Ride currently serves this area. No special improvements. Parks and Recreation Recreation services for the affected area are currently being met at the Calwa Park which is located to the south of the parcels to be annexed. The recrea­tion center is operated by the Calwa Recreation District. Inasmuch as the park is adjacent to the area to be annexed, it would be a duplication of services for the City to consider a new park development in the area. Additional recrea­tion facilities within a one mile radius of the area to be annexed include: 1. Mosqueda Community Center approximately½ mile away. 2.East Fresno Boys Club located approximately� mile away. 3. After school programs are currently provided for nine months a year at Aynesworth Elementary School, Calwa Elementary School and Lane Elementary School. 4.Roeding Park will provide for the regional park needs of the subject area. 5. No new facilities would be necessary to meet the Park and Recreation needs of the area. Flood Control The service delivery system of the Fresno Metropolitan Flood Control District is generally divided into three basic types of services. First, and foremost, is flood control protection of lands within the District. lbis responsibility entails the protection of District lands from the intrusion of flood waters from the foothill region. Secondly, the District is responsible for the pro­vision of urban storm drainage services as certain lands are converted to urban uses. Finally, the District's service system entails the conservation of flood and storm waters for recharge to the groundwater reservoir. The timing of construction of the urban storm drainage system is heavily depend­ent on the rate of development within a particular watershed and the availability of capitol improvement funds. Generally, these facilities are constructed through one of two funding methods: Either at the time of development through the Drain­ age Fee Ordinances of the City or County, or through the formation of an assess­ment district. Because drainage fees and assessments are determined on the basis of land use and area, such fees or assessments represent a one-time contribution to the construction cost of the system serving the watershed in which the parcel being charged is located. It is noted the subject reorganization proposal is located in drainage zones "GG". The basin site serving said zone is located north of Florence Avenue be­tween Cedar and Maple Avenues. The entire project area is within an area designated on HUD maps as flood prone. The District recommends to Lhe City that a flood hazard study be prepared for any new development occurring in flood-prone areas. Environmental Assessment No. 3957 addres ed any environmental concerns pertinent to annexing this area and. resulted in a Negative Declaration filed on April 14, 1981. The��fclre, no further environmental assessment will be necessary for Florence-Maple No. 4-B.
