A RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO, CALIF'ORNIA, MAKING FINDINGS RELAT!NG TO THE SELECT!ON OF A CONSfJLTANT FOR THE DESIGN OF AIRPORT IMPROVEMENT PROJECT NO.. .l AT FRESNO AIR TERMINAL. Airport WHERE.AS, the 1982-83 Capital Improvement Program includes a project to design and construct airport improvements at the Fresno Air Terminal (AIJ? NO .. l): and WHEREAS, on December 7, 1982, the council declined to retain the consulting firm recommended by staff to perform the design work (Tartaglia-Hu.ghes Engineer i.ng) : and WHEREAS, the council has heard evidence concerning tne qualifications of the two consultants receiving the highest ratings from the~ selection int.erview panels (Tartaglia-1Iughes Engineering and 1rre.d N. Rabe Engineering, Inc.}; and WHEREAS, the Council has reviewed such e·vidence in accordance with the "Policy on Selection of Technical Consultants n approved by the City Coun,~il on June 30, 1966 (hereinafter called the "Policy"); and WHEREAS, criteria number J.7 of the Policy provities: All oth'e1: tl'lings being egJ.tal., local consultants are preferred over non-local consultants. NOW,r THEREFORE, THE COUNCIL OF THE CITY OF FRESNO, CALIFORNIA DOES RESOLVE AS FOLLOWS: 1. Based on its evaluation of tbe first sixteen criteria listed in the Policy, the Council finds th.at Fred ti. Rabe Engineering, Inc., and Tartaglia-Hughes Engineering are equally qualified to perform Airport rmpro,;;rement Project No. l. 2. In making tlie above finding, tbe Council considered, among other factors, the Rabe firmlfs extensive airport experienc,e, its reputation in the civil engineering field, its performance of similar work, and the fact that its communications consliltant has experience in tb.e field .. 3. :tn considering c1:iter ia number 17 of the Policy, the Council finds that the T,a.rtaglia-Hughes firm is n«::>n•--1.ocal., while the Rabe firm is l~::>cal, and is therefore entitled to a • • 4.
