RESOLUTION OF THE COUNCIL OF THE CITY OF
FRESNO APPLYING TO THE FRESNO LOCA'.L AGENCY
FoRivL.'l\.TION COMMISSION IN THE! MATTER OF THE
PROPOSED NIELSEN-HUGHES NO. 3 DISTRICT REORGAN-
IZATION, INCLUDING THE DETACHMENT OF CERTAIN
TERRITORY CONSISTING OF 16.34 ACRES FROM
THE NORTH CENTRAL FIRE PROTECTION DJ:STRICT
AND FROM 'I1HE KINGS RJ:VER CONSERVATION DIS-
TRICT AND ANNEXATION OF THE SAME TJ~RRITORY
TO THE CITY OF FRESNO.

WHEREAS, this proposal , is made pursuant to the Distric:~t
Reorganization Act of 1965 eontained in Di"ffision l of TitlE~
6 (coltk111encing with Section 56000} of the California Govern-·
ment Code; and
WHEREAS, the nature of the proposed change is a reorga.n-
ization consisting of the detachment of certain territory
consisting of 16 .. 34 acres and hereinafter called the
"subject territory" from the North Central Fire Protection
District and from the Kings River Conservation District,
and annexation of the same territory to the City of Fresno;
and
WHEREAS, no other counties, cities, or districts axe
affected; and
WHEREAS, the proposed reorganization is inhabited,
is described in Exhibit "A", and graphically depicted in
Exhibit "B 11
; and
WHEREAS, no new districts are proposed to be fo;r:med
by this reorganization; and
WHEREAS, the Fresno County Assessor's roll will be
used for the purpose of levying any assessmexa:ts or taxes
on the subject territory; and
WHEREAS, the subject territory proposed to be annexed
to the City of Fresno will be exempted from taxation for the
payment of principal or interest, or any other amounti::3
which shall become due on account of any outstanding bonded
indebtedness incurred by the City prior to the effective datii9:
of such anne:x:ation and upon compJ.etion of this reorganization

proposal the subject territory will be ix1cluded in Municipal
Bond Area "D" and will not be taxed for any existing bonded
indebtedness or contractual obligation£; r and
WHEREAS, the reasons for this proposal are stated as
follows:
1.. Anne:ieation of the subject territory to the
City of Fresno will result i.n improved land
use planning. All private de'velopment con-
trols of the City will apply, following
reorganization.
2. This project is in response to 1a LAFCO condition
of approval applied to Nielsen-l:Iughes No.. 3-B Dis-
trict Reorganization, whereby recordation of said
Nielsen-Hughes No.. 3-B would be held in abeyancE~
pending receipt of an annexation proposal for the
subject territory.
3.. The s1ibject territory is within the City of
Fresno•s•Sphere of Influence.
4.. It i.s \advantageous for the territory within
the Ni1elsen-Hughes No., 3 District Reorganization
to be~ part of the City.
NOW, THEREFPRE, BE IT RESOLVED that the Council of the
City of Fresno h,~re:by requests that proceedi.ngs be taken by

i the Fresn<:> Local! Agency Formation Commission for the herein
propo:sied Nielsen·\·Hughes No. 3 District Reorganization, includ-

visions\ of the California Environmental Quality

Act and:Article 5 of Chapter 12 of the Fresno
Municipa\1 Code, relating to this reorganization
proposal!-

2. staff is directed to prepare and process a ser-
vice plan 11 pursuant to Government Code Section
35102 and the rules of the Fresno County Local
Agency Format.ion commission, for the.subject
territory~
3. Staff is directed to submit and file the c 1::>m-
pleted environmental assessment, service plan,
this resolution, and all related or necessary
documents, with t.he Fresno Local Agency Forma-
4. Staff is clirected to mail an informational meeting
notice to all property owners within the subject
territory to schedule a neighborhood meeting, to
ex.plain the ramifica.tions of annexation upon the
submission and filing of this resolution with
the F:n:isnc> Local .hgencJ1 Formation Commission.

Area to be Detached from the North Central Fire Protection District., the Kings
River Conservation District., and Annexed to the City of Fresno.
Consisting of a portion ,of Lot 1 of the Subdivision of the Southwest Quarter of
Section 6, 14/20, M.D.B.&M.
BEGINNING at the center corner of Section 6, Township 14 South, Range 20 E,\3.St,
Mount Diablo Base and Meridian, as said Section is shown on the United Stal~es
Government Township Plats, being also, a point on the existing City Limits'. of
the City of Fresno; thence Southerly,, along the East line of the Southwest:
