A RESOLUTION OF THE COUN[CIL OF THE CITY
OF FRESNO, CALIFORNIA, IN THE MATTER OF
THE KINGS CANYON -CLOVIS NO. 1-A DIS1J.lRICT
REORGANIZATION ORDERING A REORGl~IZA-
TION OF THE CITY OF FRESNO, THE MID VALLEY
FIRE PROTECTION DISTRICT AND THE KINGS
RIVER CONSERVATION DISTRICT ..
WHEREAS, the Council of the City of Fresno, pursuant
to its Resolution of Application No,. 82-209 adopted on
May 18, 1982, requested the :l?resni:> Loca.1 Agency For-·
mation Commission to take appropriate proceedings for the
annexation of the subject territory to the Ci-t.y of Fresno;
and

WHEREAS, the proposed reorganization known as Kings C.anyon-
Clovis No. 1-A District Reorganization is described in
Exhibit 0 A" and graphically depicted in Exhibit 1'B"; and
WHEREAS, with notice given a.ccording to law, LAFCO met
on September 22, 1982 tc:> hear interested persons and consider
the proposed reorganization; and adopted Resolution No .. RO-82-49
"Making Determination and Approving Proposed Kings Canyon-Clovis
No .. 1-A District Reorganization"1 of the City of Fresno, the
Mid Valley Fire Protection District and the Kings River
Conservation District; and
WHEREAS, at said September 22, 1982 :LAFCO hearing, the
Commission's approval included a revision of the original
project boundaries to delete the area west of Clovis Avenue
and include three parcels east of Phillip Avenue (APN's
313-240-41, 54, and 55); and
WHEREAS, LAFCO Resolution No. R0-82-49 authorized the
Council to conduct the proceedings for the reorganization in
the manner provided by law; and
WHEREAS, on November 9, 1982 the Council initiated
proceedings for the proposed reorganization by adopting Re-
solution No. 82-523, "Resolution initiating proceedings for
the reorganization of the City of Fresno, the Mid Valley
Fire Protection District and the Kings River Conservation Dis-
trict'~, and set a hearing on the proposed reorganization for
December 14, 1982 at 3:00 p.m .. , in the Council Chambers; and

WHERJ.~AS, the Council gave the required noti.ce of the time
and place for hearing objections to the proposed ,reorganiza-
tion; and
WHEREAS, the Council conducted a hearing, at which
time all persons who wished to objec~t to the proposed
reorganization were heard; and
WHll!REAS, written protests or objections to the pro~-
posed reorganization, delivered to t:he Clerk of the City
of Fresno before the hour set for hearing, were considered
,and are on file in the office of the Clerk of the City of
Fresno, County of Fresno,. State of California; and
WHERE.AS, at said hearing and pt·ior to consideration
of protests, LAFCO 1 s resolution making determination and
a.pproval was presented to the Council and summarized; and
WHEREAS, the Council considered all factors requi.red
by law for a reorganization; and

l'VHEREAS, the Council determined that the territory
to be reorganized is uninhabited and that written protests
f.iled and not withdrawn represented less than fifty per-
cent (50%) of the assessed valtte of land therein; and
WHEREAS, the Fresno County Assessor's roll will be
used for the purpose of levying any assessments or ta;,~es
on the subject territory; and
WHEREAS, the territory proposed to be annexed to the
City of Fresno wi.11 be exempt from taxation for the payment
of principal or interest, or any other amounts which shall
become du,a on account of any outstanding bonded indebtedness
incurred by the City prior to the effective date of such
annexation, and upon completion of this reorganization proposa.1,
the subject territory will be included in Municipal Bond Area
11 D" and will not be taxed for any existing bonded indebtedness
or c-ontra.ctual obligations; and
WHEREAS, pursuant to Fresno Municipal Code Section 2-208,
the subject territory is allocated to Council District No. 5.

NOW, THEREFORE , B:8 IT RESOLVED by the Council of the City
of Fresno as follows:
1. The Council hereby orders that the territory
referred to ais Kings Canyon-Clovis No. 1-A District
Reorganization and described in Exh:tbits "A 0 and nB 1',
attached hereto, be annexed to the City of Fresno,
and the same territory be detached from the Kings
River Conservation D:Lstrict and the Mid Valley
Fire Protection District of Fresno County.
2. This reorganization is in the best interest of the
territory of Kings Canyon-Clovis No. 1-A District Re-
organization, and lands have not been improperly
omitted from or included within this reorganization~
3.. The reasons for this reorganization are:
a.. The subject territory is within the City of
Fresno's Sphere of Influence.
b. Property owners within the project area have
petitioned for annexation to the City of Fresno.
c. It is advantageous fox: the territory within
the Kings Canyon-Clovis No .. 1-A District Reorganiza-
tion to be a part of the City of Fresno.
IT IS FURTHER RESOLVED by the Council of the City of Fresno
that the Kings Canyon-Clovis No. 1-A District Reorganization he and
is hereby allocated to Council District No. 5.

29 Officer's Report duly prepared and filed by the City of Fresno. The
30 Commission has also reviewed and considered the changes in the
31 project made by the exclusion of property and the changes do not

4 Commission of the County of Fresnc, doe~i HEREBY RESOLVE, DETERMINE,
5 AND ORDER as f o.llows::
6 Section 1. Said proposal is approved with revised boundaries
7 to delete the a1~ea west of Clovis Avenu1e (l?art I} and include three
8 p.arce.ls east of Phillip )~venue (APN 313--240-41, 54, 55), and a
9 revised map and legal description ~ihall be submitted to the
lO Executive Officer, subject to appro~val by the County Assessor.,
ll Any resolution of the conducting agency ordering this reorganiza-
