LOC1Ui AGENCY FORMATION COMMISSION IN THE MATTER OF THE PROPOSED CALIFORNil~-CEDAR NO,. 4 DIS~rRICT REORGANIZATION, INCLUDING THE DETACHMENT OF CERTAIN TERRITORY CONSISTING OF 5.90 ACRES FROM THE MID VALLEY FIRE PROTECT- ION DISTRICT AND THE KINGS RIVER CONSERVA- TION DISTRICT, AND ANNEXATION OF SAID TER- RITORY TO THE CITY OF FRESNO. Ed B.fcelicki WHEREAS, this proposal is made pursuant to the District Reorganization Act of 1965 contained in Division 1 of Title 6 (co:mmencing with Section 56000) of the California Govern- ment Code;; and WHEREAS, the nature of the proposed change is a reorgan· ... ization consisting of the detachment of certain territory consisting of 5. 90 acres and hereinafter called the '' subje1::;t territory" from the Mid Valley Fire Protection District and the Kings River Conservation District, and annexation of the same territory to the City of Fresno; and WHEREAS, no oth(er counties r cities, or districts are affected; and WHEREl~S, the proposed reorganization is uninhabited, is describe~d in Exhibit 11 A" and graphically depicted in Exhibit 11 B 11 ; and WHEREAS, the Master Service Delivery Plan, adopted by the Council on November 13, 1979, prepared in accordance with Government Code Section 35102, provides information for the City of Fresno's pla.ns: and policies for the pro- vision of services in the metropolitan area; and WHEREAS, pursuant to Resolution No. 80-172, the Council has approved the implementation of the Master Service Delivery Plan; and WHEREAS, the Master Service Delivery Plan specifies City plans and policies for the provision of services to the sub- ject territory; and Page 1 of 3 " • • WHEREAS, review and analysis o.f Environmental Assess- ; J ment No .. 3174, relating to the Master Service Delivery Plan has resulted in t1,1e filing of a Negative Declaration by the Director of the.Development Department; and WHEREAS, no new d:~stricts are proposed to be formed by this reorgani~~ation/; and WHEREAS, the FreSflO County Assessor's roll will be used for the purpose of levying any assessments or taxes on the subject territory; and WHEREAS, the subj;ect territory proposed to be annexed to the City of Fresno will be exempted from taxation for payment of principal or interest, or any other amounts which shall become due on account of any outstanding bonded indebt- edness incurred by the City prior to the ,effective date of such annexation, and. upon completion of this reorganization proposal, the subject territory will be included in Municipal Bond Area "Dn and will not be taxed for any existing bonded indebtedness: /:or contra:·i·ctual obligations; and t"7HEREAS 1 the reasons for this proposal are stated as ' . follows: 1.. I the Fresno Local Agrncy Formati1on Commission for the herein proposed CaliforniaJ-cedar No. 4 District Reorganization, I including the detabhment of the subject territory, consist- ! ing of 5. 90 acres f:Fom the Mid Valley Fire Protection \ Distric:t and the Ki1\1gs River Conservation District, and !
