A RESOLUTION OF THE COUNCIL 1DF THE CITY
OF FRESNO, CALIFORNIA" IN TH& MATTER OF
THg BULLARD-PALM NO. 3 DISTRl:CT
REORGANIZATION ORDERING A RE.ORGANIZA-
TION OF THE CITY OF FRESNO, THE: NORTH
CENTRAL FIRE PROTECTION DISTRICT, THE
KINGS RIVER CONSERVATION DISTRICT 11..ND
FRESNO COUNTY WATERWORKS DISTRICT NO .. 25.
WHEREAS, the Council of the City of Fr,es110, pursuant
to its Resolution of Application No. 82-82 adopted on
February 23, 1982 ., requested the Fresno Local llgency For-
mation Commission to take appropriate proceedings for the
annexation of the subject territory ta the City of Fresno;
and
WHEREAS, the proposed reorganization known as J3ullard-
Palm No. 3 District Reorganization is described. in
Ed Bieuicki
Exhibits "A" and 11 B" and graphically depicted in Exhibit nc"; and
WHEREAS, with notice given according to law, LAFCO met
on May 26, 1982, to hear interested pe1rso11s and consider
the proposed reorganization; a.nd adopt~ed Res<:JlUtion No.. RO-H2-26,
"Making Determination and 1\pproving Px·oposed Bullard-Palm
No. 3, District Reorganization" of the~ City o-f Pres.no, the
North Central Fire Protection District, the lCings River
Conservation District, and Fresno Courtty Waterworks District
No. 25; and
WHEREAS, L.AFCO Resolution No. RQ ... ,82-2'6 authorized the
Council to conduct the proceedings fo1:-the reorganization i1n
the manner provided by law; and
WHEREAS, on August 17, 1982, the Coun,cil initiated
proceedings for the proposed. reo:rgani~;ation by adopting Re-
solution No. 82-363, naesolution initiating pr,oceedings for
the reorganization of the City of Fre8no, the North Central
Fire Protection District and the King;:; Ri-r1-er Conservation
District, and Fresno County Wate.:cworkEJ District No .. 25, and
set a hearing ,on the proposed reorganizationi for September 21,
1982 at 3: 00 p.m., in the Councill Ch,;unbers; and
WHEREAS, the Council gave the re~ocuired notice of the i: ime
and place for hearing obj f3!ctions to the proposE~d .r:eorganiza-
tion; and

• WHEREAS, the Council conducted a hearing, at which
all persons who wished to object to tb.e proposEpd reorgan-
ization weire heard; and
WHERE:AS, written protests or -obj,ections tC:) the pre,;...
posed reorganization, delivered to th1e Clerk o:f: the City
of Fresn<:::> before the hour set for hea:cing, werEt considered
and are on file in the office of the (~lerk of the City of
Fre~sno, County of Fresno, State of Ca:Liforn:i.a; and
WHEREAS, at said hearing and pric>r to consideraticin
of protests, LAFCO' s resolution makintr dete:.r.mination and
approval was presented to the Coun<::il and summarized; and
WHERE~l\.S, the Council considered a.11 factors required
by law for a reorganization; and
WHEREAS, the Council determined that the barritory
to be reor~ianized is uninhabited and that wr.ittl~n prote:sts .
filed and not withdrawn represented less than fifty per·--
cent (50%) of the assessed value of land therein; and
WHEREAS, the Fresno County Assessor•s roll will be
used for the purpose of levying any as~;essments or taxes
on the subject territory; and
WHEREAS, the territory proposed te> be anne¼ed to the
City of Fresno will be exempt from ta.xa.tion fo:r the payment
of principal or interest, or any other amounts which shall
become due on account of any outstanding bonded indebtedness
incurred by the City prior to the effec·tive date of such
annexation, and upon completion of this :reorganization prc:>-
posal, the subject territory will be in~,luded in Municipal
Bond Area "rr11 and will not be 1:axed fox· any existing bondE~d
indebtedness or contractual obligations; and
WHEREAS, pursuant to Fresno Municip,al Code Section 2-·
208, the subject territory ;Ls allocated to Council District
No. 2 ..
NOW, THEREFORE, BE IT RESOLVED by the Council of the
Citv of Fresno as follows: ...
1.. The Council hereby orders that the terl~itory
referred to as Bullard-Palm No. 3 Dist:eict

"C", attached hereto, be annexed to the City of Fresno .
and a 25 .15 acres portion be aruiexed to Jrresno County
Waterwork:s District No. 25, and the entire territory
be detached from the Kings Rivei· Conser,.ration District
and the North Centl:al Fire Proteicticm. District of
Fresno County~
2. This reorganization is in the be:st intelcest of
the territory of Bullard-Palm Nc:1. 3 Distri<::t Reorgan·-
ization, and 1, nds have not been, improperly omitted
from or included within this rec1rganizati,::,n ..
3. The reas,~ns for this reorganizat.ion are::
a.. The subject territory . is within the~ City of
Fresno's Sphere of Influence.

pursuant to the Council's policy t<> unify the
metropolitan area ..
