WHEREAS, proceedings for a propcised reorganization werE~
commenced by the City of Fresno pursuant to its Resolutic:>n No.
82-20, adopted o:n J'anuary 5, 1982; and

WHEREAS, the Fresno Local Agency Formation Commission Ctn

the 4th day of .August, 19 8 2, met at t:he 1toticed time and pla.ce
to consider all matters relevant to the proposed reorgc1nization
' and heard all persons interested therein; and adopted at the
time and in the form and manner p.xesc'ribed by law its Resolu-
tion No. R0-82-23, 0 Making Determination and Approving the
Proposed Ashlar1·-Cornelia No. 3 Distrii:::t Reorganization", a ccipy
of which is attached. hereto and identified as Exhibit nA''; at1d
WHEREAS, the Fresno County Assestsor 11 s roll will be used :Eor
the purpose of levying any as.sessmenb; 01~ taxes on the subject
property; and
WHEREAS, the subject territory pl:opc>sed to be annexed tc, the
City of Fresnei shall be exempt from taxation for the payment of
principal or interest, or any other amounts which shall becon:1e due
on account of any outstanding bonded :i.ndebtedness incurred by· the
City prior to the effective date of sttch annexation; upon completion
of the reorganization proceedings for this proposal the subject
territory will be included in Municipal Bond Area "D" and will not
be taxed for any existing bonded indebtedness or contractual
obligation.
NOW, THEREFORE,. BE IT RESOLVED, D:B'I'ERMINED ANP ORDERED by the
Council of thie City of Fresno, as follows:.
1. P:r;-oceedings are hereby ini ti<~ted for the proposed

de\scribed in Exhibit "B" and graphically de-
' pibted in Exhibit °C" wherein the City of Fresno,

the No,rth Central Fire Protec~1;i(:,n District and
the Kings River Conservation District are all
subject to a change of organ.i2at.ion.
2. All of the subject territory affected is within
the County of Fresno.
3. J?or the purpose of the proposet:i reorganization,
the subject territory i.s found t,o be uninhabited.
4 • The reasons for this proposed :r::-ec1rganization are
as follows:
a. The subject territory is w,it.hin the City
of Fresno• s Sphere of J[nfluence.
b. The subject territory has been processed
at the request of the property owners of
two parcels within the project area.
c. It is advantageous for the territory within
the Ashlan-Cornelia No. 3 District :Reorganizatio:n
to be a part of the City of Fresno ..

5.. The conditions imposed by LAE'CO, stipulates that:
"Prior to completion of the annex·ation all land-
owners or developers of parcels which are undeveloped

shall enter into an agreement with the Central Unified
School District for the provision of school facilities,. 0
City staff is investigating and pursuing methods for
compliance of this condition.
6. October 26, 1982, at the h<:,ur of 3:00 p.m., in the
Council Chamber, City Hall,, 2326 1!1::-esno :1treet,
Fresno, California, which date is not less than
f if tee,n days nor more than sixty datys after the
date of adoption of this resolution is hereby, es-
tablished ats the time, date and place of hearing on
the proposed reorganization .. ~\t this time and place
any interested person desiring to pxotest said re-
organization shall do so by written communication
filed with the Clerk of the City of Fresno not later
than the hour set for hearing. Written protests shall
be signed and submitted after the actoption of this
resolution and shall contain the date of signature.

A written protest by a landow.n!i~r shall contain a
description sufficient to identify the land owned
by him.
7.. The Clerk of the City of Fresno shall give notice
of such hearing once in a newspaper of general
circulation at least fifteen days prior to the
d.ate specified herein for hearit1g ..
8 .. The C,lerk shall further cause a . copy of this
resolution to be posted on or :ne~ar the door of
the meeting place of the Council, said posting
'
to be commenced at least fifteE~n days prior to
the date specified herein for hearing and continue
to the time of said hearing.
9. The Clerk shall further crause notice to be mailed
to each person who owns land within the subject
territory and to a.11 other affected cities or dis-
tricts, and any other person who'has·a written re-
quest for special notice. Such maili.ngs shall be by
first class mail, postage prepaid, at least fifteen
days prior to the day specified 11~erein for hearing ..
10. The Clerk is hereby instructed t(> forward a copy of
this resolution to the Executiv1e Officer of the
Fresno Local Agency Formation Conunission ..
