Exhibit "B►► and graphically depicted in exhibit "C" wherein the City of Fresno, the North Central Fire Protection District, the Mid Valley Fire Protection District, and the zings River Conservatoh District are each subject to :a, change of organization.` 2. All of the territory affected is within the County of Fresno. 3. For the purpose of the proposed reorganization,- the subject territory is found to be inhabited. 4. The reasons for this proposed. reor�ganiza:tion are as follows; a. The subject territory is within` the City of Fresno`s.Sphere of influence. b. The City of Fresno has initiated this proposal to comply with.a LAFCa condition of approval applied to the Herndon -Ingram No.. 4 District Reorganization wherein recordation of said Herndonw- Ingram No. 4 District. Reorganization was held in abeyance pending receipt of a City of Fresno ; application for annexation of the subject territory. C. it is advantageous for the territory within the Herndon -Harrison No 4-2 District Reorga.n- ization to be a part; of the City of Fresno. 5. The condition imposed by LAFCO, namely that.the City Service Plan shall be 'revised to provide for the improve- went of all streets within the subject territory where there are curbs and gutters, such improvements shall be in conformance with established City policies and shall be done at the soonest possible time, is adequately met through the existing provisions of the City's Master Service Delivery Flan. The time table for the required improvements will be determined by available fundingand project priorities. Page 2 of 4 y w, September 28, 1982, at the hour of 3. Written protests shall be signed and submitted after the adoption of this resolution and shall contain the date of signature, A written protest by s landown.er ' shall contain a description suf, ficent to identify the land owned by him. written protest by a resident --voter ' shal contain the residential address of such voter. 7. The Clerk of the City _ of Fresno shall give notice of such hearing once in a newspaper of general circulation at lest fifteen days prior to the date specified herein ` for hearing 8. The Clerk shall further cause a copy of this re- solution to be, posted on or near. the door of the seating place of the Council, said posting to be commenced at least fifteen days prior to the date specified herein fox hearing and continue to the time of said hearing. 9 The Clerk shall further cause notice to be mailed .to each person who owns land within the subject territory and to all other affected cities' or dis-.: trios, , and. any other person who` has a written re- quest for special notice.
