RESOLUTION NO. 82-50
A RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO,
CALIFORNIA, AUTHORIZING REPAIR OF HANGAR DOORS AT
FRESNO CHANDLER DOWNTOWN AIRPORT WITHOUT ADVERTISED
COMPETITIVE BIDDING AND DECLARING THE URGENCY THEREFOR.
WHEREAS, the Council has received and considered the report
and recommendations of staff,and upon such report and recommendations
the Council finds as follows:
1. The City owns Building No. FBO-5 at the Fresno Chandler
Downtown Airport.
2. Through age and wear, the hangar doors of said building
have deteriorated to the point where structural repair is required.
3. Without such structural repairs, the doors are so unuse-
able as to preclude the City's tenant from the utilization of the building
he is entitled to under his lease with the City.
q, Failure to carry out the necessary structural repairs
could result in further damage to City property.
5. In their present condition, the doors pose a safety hazard
with respect to risk of personal injury and damage to aircraft and other
personal property.
6. The Purchasing Agent has canvassed potential vendors and
through informal competitive bidding procedures has received a written price
quotation of $8,987.00 from R & S Erection of Fresno, Inc.
7. Time is of the essence in that delay in carrying out the
necessary repairs poses risks of personal injury, damage to aircraft and
other personal property of the building tenant, and further damage to City
property.
8. Any attempt at advertised competitive bidding would
materially delay the necessary repairs, would not affect the final result,
and would produce no advantage to the City.
NOW, THEREFORE, IT IS RESOLVED by the Council of the City of
Fresno, as follows:

Resolution No. 824 •
1. That advertised competitive bidding for the repair of
hangar doors at Fresno Chandler Downtown Airport is dispensed with and
that the Purchasing Agent is authorized to execute a contract on behalf
of the City for such repair with R & S Erection of Fresno, Inc., in the
amount of $8,987.00.
2. The Council deems such procurement to be of urgent
necessity for the preservation of life, health and property in that such
repair is necessary to maintain the City's rental hangar building in safe
operating condition.
