Participation in the design and construction of a new over - crossing of the Southern Pacific traction line at McKinley Avenue. 9. Construct Cornelia Avenue to collector design standards from Shields Avenue on the north to the Olive Avenue alignment on the south. 10. Construct two additional travel lanes on Blythe Avenue from the Ashlan Avenue alignment on the north to Olive Avenue on the south. 11. Construct Blythe Avenue to arterial design and -standards from Shields Avenue on the north to Olive Avenue on the south. 12. Construct Shields and McKinley Avenues to arterial status from Cornelia Avenue on the west to West Avenue on the east. 13. Construct Brawley and Valentine Avenues to collector status from Shields Avenue on the north to Olive Avenue on the south. 14. Designate and acquire appropriate water recharge sites for the project area. 15. Establish a special UGM service category for the continuation of police services. 16. Continue ongoing efforts by the City to cooperate with Fresno County towards the establishment of a metropolitan police department. 17. Construct a new fire station to be located in the vicinity of the intersection of Shields and Blythe Avenues. 18. Continue to pursue an instant aid agreement with the North Central Fire Protection District wherein the closest units respond with total automatic aid for fire rescue services regardless of jurisdiction. - 2'- 19. Planned park sites should be purchased and developed through the UGM funding process. 20. Parks and Recreation Department standards for park location should be amended to reflect density criteria as well as the current distance from residences standards. 21. Working agreements for joint sharing of City park sites and planned or existing school playgrounds should be negotiated. 22. Development entitlements within the project area should not be granted unless adequate school facilities can be provided either through SB201, AB8, other means of funding, or an agreement between the affected school districts and the developer. 23. Additional growth in the project area should be required to be contiguous to existing development. 24. The City of Fresno should amend its land use policies to include specific development performance standards, wherein the transition between urban and rural uses could be accommodated. Entitlements within the project area would be withheld pending the adoption of this policy by the City. BE IT FURTHER RESOLVED that the Council finds that the growth - inducing impacts of the project and the impacts of the project on adjacent agricultural lands and air quality have been found to be unavoidable impact of urbanization and cannot be feasibly mitigated. BE IT FURTHER RESOLVED that mitigation measures 4, 6, and 7 are subject to the control of another agency. BE IT FURTHER RESOLVED that the Council finds that impacts identified with regards to flooding and stormwater drainage are within the responsibility and jurisdiction of the Fresno Metropolitan Flood Control District and that, except as mitigated herein, impacts associated with school overcrowding are within the responsibility and jurisdiction of the McKinley Roosevelt Elementary School District and the Central Union High School District. NOW, THEREFORE, BE IT RESOLVED that the Council finds that the project has been modified and altered to mitigate the signifi- cant environment impacts as identified in the Draft EIR and that the above noted mitigation measures shall not be construed such as -3- to halt the development of any currently serviceable parcel located along the eastern periphery of the project area, but shall be applied prior to substantial development of the project area. BE IT FURTHER RESOLVED that specific development proposals in the project area, as entitlements are requested, shall be separately and additionally evaluated in accordance with California Environmental Quality Act in a manner corresponding to the degree Of specificity implied in the project as requested. RYLE City Clerk 1 �r BY �Y -4- • FRESNO CITY PLANNING COMMISSION RESOLUTION NO. 7660 The Fresno City Planning Commission at its regular meeting on December 16, 1981, adopted the following resolution recommending certification of Final Environmental Impact Report No. 10080 and containing findings regarding significant adverse effects identi- fied in Final Environmental Impact No. 10080, relating to the Clinton/Blythe and Shields/Valentine Amendments to the Fresno High- Roeding Community Plan and incumbent annexations. WHEREAS, Final Environmental Impact Report No. 10080 relating to the Shields/Valentine Amendment and the Clinton/Blythe Amendment to the Fresno High-Roeding Community Plan and incumbent annexations has been prepared in compliance with the Quality Act; and California Environmental WHEREAS, Final Environmental Impact Report No. 10080 has been presented to the Fresno City Planning Commission for review and consideration. NOW, THEREFORE, BE IT RESOLVED that the Fresno City Planning Commission certifies that Final Environmental Impact Report No. 10080 has been completed in compliance with the California Environ- mental Quality Act, the State EIR Guidelines and the City's Environmental Quality Ordinance, and that the Commission has reviewed and considered the information contained therein. BE IT FURTHER RESOLVED the Commission finds that the adoption of the following mitigation measures will mitigate or avoid several of the significant environmental effects as identified in the Final EIR: 1.
