HomeMy WebLinkAboutResolution - City Council - 82-032 - 1982-01-19• • RESOLUTION 82-32 A RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO IN THE MATTER OF OHB PROPOSAL TO DISCONTINUE FUNDING FOR TITLE V PROGRAMS OF THE OLDER AMERICANS ACT, SPECIFICALLY THE SENIOR AIDES PROGRAM WHEREAS, the Older Americans Organizations of Fresno-Madera Counties has been sponsoring the Senior Aides Program, funded under Title V of the Older Americans Act, and also funded by the City of Fresno, State of California since 1977; and WHEREAS, said program provides $272,959 in services value to the City of Fresno tbrough staff assistance to agencies which have no other resources to fund or provide those services; and WHEREAS, most of these agencies provide services to low income, minorities, handicapped and senior citizens groups for basis needs; and WHEREAS, the net spendable income from the funding for wages of Senior Aides adds $284,622 to the economy of Fresno County, and the net value to the County is in excess of $583,000; and WHEREAS, discontinuance of funding will place most of the Senior Aides (who are low income and over 55 years of age) in a highly competitive over­ crowded job market with a current unemployment rate in excess of 12% in Fresno County; and WHEREAS, most of the Senior Aides will be economically forced to draw unemployment benefits, food stamps and general welfare, NOT THEREFORE, The Council of the City of Fresno hereby adopts this resolution urging the President of the United States and Congress to support the Congressional plan as approved by the House of Representatives in December 1981, based on the fact that the loss of Title V programs, most especially the Senior Aides Program would have an extremely negative impact on services and the economy of the City of Fresno. • * * * • CLERK'S CERTIFICATION STATE OF CALIFORNIA COUNTY OF FRESNO ss.
