SUBJECT: Service Delivery Plan and Cost/Revenue Analysis for Urban Growth Mariogement Permit Application No. 130
COST/REVENUE ANALYSIS
A cost/revenue analysis has been prepared for the proposed project which estimated $1,217 in revenues $49,835 in operating maintenance and capital costs, and a $48,618 deficit over bhe five-year period of analysis.

PROJECT CHARACTERISTICS
Description: Church Facility 27,000 square foot building area, 4.35 acre site
Location: Southwest corner of East Teague and North Maple Avenues
Zoning: AE-5/UGM
Jurisdiction: C�ty of Fresno
FIRE SERVICE
The projec·t site is currently within the city li11Jits of Fresno .. The closest fire station to this project is Fresno City Fire Station No. 13 located on Nees and Millbrook, approximately l.6 miles to the nearest and 1.7 miles to the farthest points of the subject territory. ,The next closest station is Mid Valley Station No. 5, located at Sunnyside and Nees, approximately 4.l_miles to the nearest point of the project area.
Paramedic response presently comes from Mid Valley Station No. 5. Paramedic response will continue from this station, through a Paramedic Emergency Response Agreement entered into between the City of Fresno and the Mid Valley Fire Station District on April 1, 1976.
Requirements
This development would be subject to the payment of a fire station fee.
POLICE PROTECTION
The project site is located within the Northwest Fresno Community Police District boundaries. It is anticipated that this project, because of its intended use will not generate a sign�ficant level of police officer workload and thus not impact response times to 'high emergency (priority OJ calls for service in this police district.

Development within the rlE-5/UGM Zone District is not presently subject to the UGM parks fee.
TRAFFIC CIRCULATION
The nearest existing developed major street which complies geometrically with the Master Plan of Streets and Highways ·is Herndon Avenue;, at North Millbrook Avenue. Requirementsof previous developments have provided extension of North Millbrook Avenue to East Teague Avenue, which would presently place a requirement to extend East Teague Avenue from North Millbrook Avenue to the project site by this developer. However, it has been determined that in a-ccordance with Section 4.0 of the adopted Urban Growth Management Policy, the existing size and quality of East Teag ueAvenue from North Millbrook to the west boundary of the proposed project is sufficient to support the traffic demandexpected of this development· as well as providing for accessby City service and emergency vehicles.
Traffic Circulation Requirements
In accordance-with the adopted Urban Growth ManagementPolicy, the following special requirements are applicable:
East Teague Avenue
The Devel,'.oper will be required to construct the center twotwelve-foot lanes from Maple Avenue to the west boundary of the project, a distance of approximately 640 feet, plus anadditional six feet of paving for a left-turn lane eastboundat Maple and transition paving east and west of the project(lengths to be determined by-the City Traffic Engineer).

North Maple Avenue'The developer will be required to construct the center twotwelve-foot lanes from Teague Avenue to the south boundaryof the project, a distance of approximately 330 feet, plusan additional six feet of paving for a left-turn lane north�bound at Teague and transition paving north and south of the project (lengths to be determined by the City Traffic Engineer).
The above-mention ed work along Teague and Maple Avenues willbe credited to applicable UGM Major Street Charges and reimbursements.
SEl·/ER ANO WATER REQUIREMENTS
The site is in the service area of the City of Fresno forwater an·d sewer service.
Sanitary Sewer
The nearest sanitary sewer to serve the site is located inEast Herndon Avenue at North Maple Avenue� A sanitary sewerextension in North Maple from East Herndon· Avenue to thesite is required.

• • 2.Provide sufficient flow to supply a building firesprinkler system capable of delivering 0.15 gpmper sq. ft. over a 500 sq. ft. area for a durationof 30 minutes while simultaneously meeting domestic demand.
The foregoing requirement for the well can be supplemented by installing a pressure tank or a ponding basin with approved fire pump.
The CUP for the development will also establish other requirements such as building size, fire sprinklers, early warning devices, wharf-type hydrants, etc. as set forth in the attached memorandum dated August 7, 1981 from the Fire Department to the Public Works Department.
Furthermore, the developer must covenant to connect to the public water system prior to any additional construction and as a minimum install a "dry" water main, including appurtenances, along both his Maple and Teague Avenue frontages.
INSTALLATION OF REQUIRED IMPROVEMENTS
The developer will be responsible for the relocation or reconstruction of any exi sting improvements or facilities necessary to construct any of the above-required improvements.
The developer will be responsible for the acquisition of any necessary right of way to construct any of the p»eceding improvements.
�ights-of-way acquisition shall include any rights of way necessary for proper drainage, signing, pole relocation , and shoulder grading. In general, this will require right of way to be provi,J.ed approximately'l0 feet outside the travel lane. The exact requirement must be determined at the project design stage based on the existing conditions and detailed dJsign information.
In the event an acquisition of an easement or right of way is necessitated by the subject development, said acquisition will be accomplished prior to issuance of a special permit or final map approval. The developer shall contact the Real Estate Division of the Housing and·Community Development Department, at 485-6200, to receive procedural guidance in such acquisitions.
Should such acquisition not be accomplished prior to issuance of a special permit or final map approval, the City will have full authority to attempt acquisition either through negotiation or through its power of eminent domain. The developer/owner shall submit adequate security in the form of a cash deposit to guarantee payment of all costs associated with the acquisition, including staff time, attorney's fees, appraisal fees, court costs and all related expenditures and costs necessary to effect the acquisition of such easements or rights of way.
MAJOR STREET CHARGE -------
The developer will be required to pay a Major Street Charge in accordance with Article 2, Section 11 of the Fresno Muni�ipal Code, or any modifications thereto, with appropriate credit given for major street construction r�quired.

INFORMATION
The installatio n of imp rovements under any of the precedingrequirements becomes assured through Council approval of afinal subdivision map or a developer's exercise f rights under the special permit process. Any of the above-listedimprovements which are guaranteed prior to final map approval by another Urban Growth Management Agreement would nolonger be a requirement of Urban Growth Management Application No. 130.
