RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO MAKING
APPLICATION FOR APPROVAL OF PROPOSAL TO 1NITSATJ THE
ANNEXATION OF 'TERRITORY DESIGNATED THE OLIVE-ELlMENTH
NO 3 ANNEXATION'
WHEREAS, pursuant to the Municipal Organization Act of 1977, beginning
with Section 35000 of the Government Code, the Council desires to annex the
hereinafter described territory to the City of Fresno in order to promote
the logical formation and determination of City boundaries and to encourage
orderly 5rowth and development which are essential to the social:.,. fiscal, and
economic well-being of the City; and
WHEREAS, the territory herein proposed to be annexed is designated the
Olive -Eleventh No. 3 annexation and consists of that real property situated
in the County of Fresno, State of California, the boundaries of which are spe-
cifically described in Exhibit "A" attached hereto and incorporated herein by
this reference and more particularly depicted upon a map marked Exhibit "`B"
attached hereto and incorporated herein by this reference; and
WHEREAS, pursuant to the requirements set forth in Government Code Section
35102, a service plan for the subject territory has been prepared and said ser-
vice plan is attached: hereto as Exhibit "C" and, by this reference, is made.a part
of this resolution; and
WHEREAS, review of the environmental assessment related to said annexation
project resulted in a CategoricalExemption by the Evaluation Section of the
Department of Planning and Inspection. of the City of Fresno; and
WHEREAS, an informational letter explaining the ramifications of annexation
will be mailed to all property owners within the subject territory at the time
of 'filing with the Fresno :.Local Agency Formation Commission and
WHEREAS, the Council :Finds that the territory contained in the proposal<
a. Does not exceed 100 acres in area and such territory constitutes
the substantially surrounded unincorporated island of territory;
b. is substantially surrounded by the City of Fresno which is proposing
theannexation;
c. Is substantially developed;
d. is not prime agricultural land as defined in Section 35046 and
e. Will benefit from ;such annexation and is receiving certain bene-
fits from the City of Fresno.

WHEREAS, the Fresno County Assessor's roll will be used for the purpose
of levying any assessments or taxes on the subject territory.
NOW, THEREFORE, BE IT RESOLVED that the Council hereby makes application
to the.: Fresno Local Agency Formation Commission for approval to initiate pro-
ceedings to annex to the City of Fresno the inhabited territory herein described.

SUMMARY` SERVICE PLAN FOR THE
OLIVE -ELEVENTH NO. 3 ANNEXATION
The purpose of this document is to provide a summary of information .regarding
how municipal services. will be provided to the subject territory should annexa-
tion to the City occur, when such municipal services would be available, any
modifications to be made to existing facilities and -how such facilities will
be financed.
The service plan has been prepared in accordance with the requirements of
Government Code Section 35102. It consists of responses from the following
City departments: Planning and Inspection, Public Works, Finance, Parks and
Recreation, Police and Fire Protection, from the Fresno Metropolitan Flood
Control. District. Copies of the original responses from.the above mentioned
sources are available for inspection with the City's Urban Unification Section.
Requests to examine the original responses should be directed to Mr. Ed Bielicki.,
488-1567.. The information provides an enumeration and description of the ser-
vices to be extended to the affected territory and the level and range of such
services.
The proposed Olive -Eleventh No. 3 Annexation consists of the annexation of
30.35 acres consisting of 11.6 parcels to the City of Fresno.The project area
is exempt from theUGM process. The subject territory ids an entirely surrounded
County island and is proposed to be annexed: to the City of Fresno as inhabited
territory by virtue of Government Code Sections 35150(f) and 35013
The subject territory is well within the City's'Sphere of Influence and consists
of an area located southwest of East Olive Avenue and North. Eleventh Avenue
Existing land use included 99 single family dwellings, 3.17 acres of vacant
residential lots a church, and portions of the rights -of -way for State Freeway

The adopted 1974 FCMA General Plan and Roosevelt Community Plan indicate the
subject property appropriate for medium high density residential uses.
Sewer Services
The following maps and information were provided, by the City of Presno, Depart-
ment of Public Works and Finance
The subject territory is presently served by the City of Fresno sewer system.
No modifications will be required to continue to provide the present level of
service. See attached map, Exhibit A--1, for location and size of sewer mains.
Sewer lines are available and approximately 80 percent of the properties are
connected. Should this area annex all parcels billed on a flat rate basis for
sewer would reduce 33 1/3 percent, respectively. Those properties billed on a
metered basis will reduce; approximately 33 1/3'percent for sevaer service.

Water Service
The following information was provided b the City of Fresno Finance Department.
The City of Fresno presently provides water service to the project area. See
attached. map (Exhibit B-l) for the location and size of a�f l existing water
Mains within the boundaries of the project area. There will be no change in
water service and no current plans for main extensions have been: made.
There are approximately 99 services .in this proposed annexation area all served
,water by the City. Should this area annex all parcels billed on a flat rate
basis for water would be reduced 60 percent, respectively. Those ,properties
billed on a metered basis will reduce approximately 33 1/3 percent for water
service All charges for fire hydrant protection would be deleted as well.

Fire Protection
` The following information was provided by the City of Fresno Fire Department,
The proposed annexation area is now being protected by the Mid Valley Fire
Protection District.
Upon annexation to the City, the area would be served by Fresno Fire Department
Station No. 4 located at Iowa and First Street, which is approximately 1.4 miles
from the nearest point of the proposed annexation area and approximately 1.7-
miles from the farthest point.
This station is equipped with a pumper and ladder truck. All ladder trucks
have paramedics as part of the crew.
Backup response is provided by Station No. 8 located at South Cedar and Butler,
which is approximately 1.9 miles to the nearest point and 2.3 miles to the
farthest points
This station is equipped. with a pumper.
The area is presently within the City of Fresno Water District, and upon annexa-
tion would require wells, pumps, mains and fire hydrants to meek: the requirements
of the Fire Department as to municipal fire fighting purposes.
As development occurs, fire hydrants will be installed by the developer at a
spacing not to exceed 600 feet in residential areas and 450 feet in commercial
and industrial areas on these developments served by the City water system.
No change in the number or location of fire hydrants will occur as a result of
this annexation.

Analysis
This annexation would be advantageous to the residents of the area due to the
following reasons:
1. The running distance of Station No. 4 is well within the requirements of
three miles for -a residential area.
2. The initial response from Station No. 4 provides for ladder truck service
which includes paramedics.
Police Protection
The following information was 'provided by the City of Fresno Police Department.
This island territory presently receives police and traff;Lc enforcement services
from the Fresno Sheriff's Department and California Highway Patrol.
An evaluation of the anticipated impact of this territory upon the Fresno Police
Department reveals a moderate impact on the capability of the Department to
deliver police service. Evaluation of call--for-service data received from the
Sheriff's Department reveals that the equivalent call load from this proposal
is equal to two -tenths of one man --year in field services. This requirement,
coupled with the similar requirements of annexations in the general area, will
result in the need for additional manpower to extend, current service delivery
levels to the area upon annexation
The geographic Location and proximity of the territory to areas presently
receiving police service do not constitute a response problem The Police
Department will be able to provide a level of service to this and other areas
in the vicinity as they are annexed., consistent with the addition of personnel
to Meet identified call load requirements

Streets
The following information was provided by the City of Fre,-E>no Public Works
Department.
In accordance with the major streets and highways plan, the projected status
(including street ,name, width, number of lanes, and type) of all streets
within or adjacent to the project area.
See attached map, Exhibit`C-2, City standards provide the following with
regard to street development:
1. Arterial street, 100' to 106 of right-of-way, 4-lane divided roadway;
2. Collector street, 80' to 84' of right-of-way, 4--lane undivided roadway;
3.. Local industrial street, 64' of right--of-way, 2-lane iandivided roadway;
4. Local residential street, 60' of right--of--way, 2- 1ane undivided roadway.
All streets not shown on the attached map (Exhibit C-2) are to be considered
local streets.
All streets in the projectarea are classified l.coal, streets. There are no
currently planned street projects for this area.
Any curls, gutters, additional right--of-way, permanent pavement, sidewalks,
etc., the property owners,/developers would be required to .install/provide
(including the measurements and locati.o-a for right-of-way) , as well as time-
table, and the financial responsibilities for any of the above.
It is the property owner's responsibility upon development of the property to
install at their expense the adjacent curb, gutter, sidewalk, and 18` of paving
in addition to dedicating right-of-way necessary for widening the street from
the current to -the ultimate width,
Street Lighting/Traffic Signalization
City will prepare master street lighting plans for the new City areas in coopera-
tion with PG&E to facilitate the scheduling of installation of temporary (wood
pole mounted) lighting by the utility company.. However, no lighting of this
type will be allowed where the new areas are served by underground electrical
equipment or where the area is situated in a designated Underground Utility
District".
Existing street lighting energy and maintenance costs will become the City's
responsibility, including special districts for street lighting,
Street Marking
City will become responsible for maintenance of all existing pavement marks on
public streets union completion of the annexation, New boarder streets will be
maintained in accordance with existing multi -agency agreements for these services.
Street Signing
City will became responsible for maintenance of all 'existing public street
signing. Street name sign replacement to conform to City standards` would be
pro -rammed within" a five --bear (5) program,
Traffic Signals
City will become responsible for programming the installation of new traffic

signal, using existing warrants, priority, and echeduling processes. All
annexed traffic signals now existing will be maintained and operated by the-
"4R City in conformance with existing multi -agency agreements where equipment is
shared with mother agency.
Solid Waste Di.Sposal
The subject territory is now being served by a private taste d-isposal company.
Upon annexation the City, of Fresno will provide this service in accordance
with Section 35005 of the Government Code, Part 2, DIvIsion 5, Chapter 2.7
Section 4272 of the Health and: Safety Code,
Following annexation, government code applies, contractor to be notified that
area is annexed into the City.
Street Sweeping
There are no street sweeping services provided to the area at this time., There
are. 2,100 feet of existing curb miles. City of Fresno will provide future street
sweeping. ; There are no provisions to govern any transition period
Transit
See Exhibit SP -1 and attached Fresno Transit magi, provided by the City of
Fresno Transportation Department.
Parks and Recreation
The following information was provided by the City of Fresno Parks and Recreation
Department.
The following information is in regards to the Olive -Eleventh No. 3 Annexation
area and the City of Fresno Parks and. Recreation facilities and ' services. for
the project area:
1. The day-to-day neighbourhood park and recreation needs of the project area
are currently being served by the City of Fresno Parrs and Recreation
Department: according to the Department's standards.
The Department's.standard would require the location of a neighborhood
park within a mile of each residence to serge the recrs�ation:a.l needs of
the youth, seniors, and adults in the area. The nearest facility to
meet future needs is Romain Neighborhood Park, located at East Harvey
and First Streets. Romain Playground is within 'one mile of the proposed
annexation area.
2. R.oeding Park will provide regional: park needs for the project area
3. No additional land acquisition and facility development will be required
to meet current department standards.
4. At present, no problems are anticipated in providing parks and recreation.
services (as per the Department's standards) for the proposed anenxa,taon area.
Flood Control
See Exhibit SP-2, letter from Fresno Metropolitan Flood Control .District.
Animal Control
There are no difference in the level of animal control services provided by the

The subject proposed annexation is presently X inside
outside -the boundary of the Fresno Metropolitan Flood
Control District,, the agency responsible for the provision of
urban drainage and flood: control, for the Fresno metropolitan
area.

Permanent storm drain facilities which serve; the area of
annexation do X do not exist: at this time. Their

The District's storm drain collection system is designed to
provide the ,ability to drain away the runoff from any rainfall
whose intensity has a two-year frequency, ` or as fifty percent:
chance of occurring in any one year, without flooding. The
ponding basins are generally designed to store a quantity of
runoff resulting from the amount of rainfall occurring in a
ten-day period with a one hundred year frequency (a one percent
chance of occurring in any year) .

During the period of absence of the Master Plan storm drain
facilities, new development will be required to install interim
facilities to provide drainage to the new development.
The -area of proposed annexation, or portion thereof, is
X is not within an area designated o1a HUD maps as flood
prone. The District recommends to the City that a flood hazard
study be prepared for any new development occurring in such
areas.
The financing of the construction of the urban storm drain
system is provided by fees charged to new development, or
through assessment proceedings in areas already predominantly
developed

Storm Drainage Master Plan.
