HomeMy WebLinkAboutResolution - City Council - 79-337 - 1979-08-21Finance M, S D Trans 1 t RESOLUTION NG o 79 ^ 3 3 7 A RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO r CALIFORNIA, FIXING FEES FOR FRESNO TRANSIT AND .HANDY RIDE SERVICE WHEREAS, the Council established fees for Fresno Transit and Randy Ride service -through a number of resolutions: and WHEREAS, it would be desirable to consolidate all previous Council actions into a,single document, NOW, THEREFORE, HE IT RESOLVED, by the Council of the City of Fresno, California, as follows SECTION 1. DEFINITIONS AND GENERAL PROVISIONS (a) "Cash fare" shall mean the fare for one trip paid in exact change with no zone or transfer charge. (b) "Certified attendant" shall mean an individual who assists a certified handicapped person as required by a physician. (c) "Children" shall - mean passengers under six years of age who are accompanied by a paid member of their family and excluding groups of five or more. (d) "Eligible passenger for Handy Ride" shall mean all, residents within the geographical area generally bounded by Alluvialr Fowler, North, and Valentine Avenues who cannot use conventional public transportation due .to physical disability and/orage are eligible to use the Handy Ride service. Eligibility 'shall be determined in accordance With guidelines adopted by the Council. (e)"Fixed route system" shall mean the mass transportation. I system which operates on fixed transit routes within the transit service area. (f) "General public" shall mean all passengers except senior citizens, handicapped, students, or children as defined herein, (g) "Handicapped" shall mean any individual who, by reason of illness, injury, age, congenital malfunction, or other permanent or temporary incapacity or disability, is unable without special facilities or•special#planning or design to utilize mass transporta- tion facilities and services as effectively as persons who are not W+ so affected. An individual may be asked at the time of pass purchase or when boarding to verify their handicap. Certification for both the cash fare and the monthly pass may be accomplished by submission of certification by a physician or designated state or federal, agency, or by the issuance of a Fresno Transit Identification ,Card. (h) "Monthly pass" shalt mean a pass allowing the holder un- limited riding for a full calendar month. ,A. monthly pass for Handy Ride shall also serve as a monthly pass for the fixed route system. (i) "One trip pass" shall mean a free pass for one trip and may take the form of a bus token or transfer. The Transit manager, or his designee, may issue a one --trip pass to any.passenger who has experienced an extensive delay or other inconvenience at no fault of his own, (i) "Pass" shall mean a permit or ticket allowing the holder free transportation, excluding the cost, if any, of the pass itself. Passes include monthly passes, one -trip passes,, student passes, transfers, and Transit employee passes (k) "Prepaid fares" shall mean fares paid in advance in exchange for tokens, tickets, or other representation of the value. (1) "Promotional fares" shall mean fare reductions or the elimination of fares for the purpose of increasing Transit .ridership. Promotional fares may be authorized by the Chief Administrative Officer. Such authorization shall be in conjunction with an approved marketing promotional. program. (m) "Senior citizen" shall mean any person fit years of age or older. An individual may be asked to verify their ageat time of pass purchase or when boarding. Any of the following types of identification are acceptable: Medicare Card, Drivers License,. Department of Motor vehicles Identification Card, or Transit Identi-- ficaton Card. (n) "Space -available passenger" shall mean those individuals who are permitted to accompany an eligible passenger for Handy Ride but are not themselves eligible to use the;systemy subject to the availability of space (o) "Student" shall mean an individual who iscurrently enrolled in a full time course of study, primary grades through college • (p) "Transfer" shall mean a pass issued to paying passengers in order to complete a continuous passage Transfers must' be re- quested it the time of f are payment. The use of transfers for backrding is not permitted. (q) "'Transit employee pass" shall mean a pass issued to an employee of the City' of Fresno, Transportation Department, Transit Division, in accordance with any existing memorandum of understand- ing providing for same. (r) "Transit identification card" shall mean a. photo identifi-. cation card which: may be purchased by any indiv dua who is able to verify he/she is at least 62 years of age or handicapped. The card may be used as certification of eligibility for both the cash fare and monthly pass for senior citizens or handicapped. SECTION 2 FIXED ROUTE SYSTEM. (2) Terms and Conditions (a) Hourly rates computed from departure time from garage ` to time of return to garage. (b) For a chartE.r cancelled less than three (3) hours i prior to scheduled departure time. there shall be assessed a charge of $60.00. SECTION 3. HANDY RIDE.
