RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO, CALYFORNIA,
APPROVING THE FINAL SUBDIVISION MAP OF TRACT NO. 2774 � -
„Riverview Phase I" AND ACCEPTING DEDICATED PUBLIC
USES THEREIN 1 AND `APPROVING ACID AUTHORIZING EXECUTION OF THE
UBDIVISION AGREEMENT,
WHEREAS, Riverview Estates, A partnership
has offered for approval a final subdivision map designated as Tract
No. 2770 , "Riverview - Phase'I'�
and,,
WHEREAS, all the certificates which appear on the final map
(except the approval certificate of the Council of the City of
Fresno and the recording certificate of the Recorder of the County
k of Fresno) have been signed and acknowledged and said final map
has been filed for approval; and,

WE'EREAS, said subdivision lies within the boundaries of the
Cityof Fresno; and,
WHEREAS, said map conforms to all of the requirements of the
Subdivision Map Act of the State of California, and. City ordinances,
4 resolutions and, standards,; and,
WHEREAS, the Council finds that the proposed subdivision,
together with the provisions for its design and improvement, is
consistent with all applicable genera, and specific plans of the
City.
WHEREAS, said subdivider and the owners, whose signatures
appear on said map, and others have offered for dedication certain
streets, public utility easements, access rights and ether public
properties and uses as shown and delineated upon said nark and,
WHEREAS, the Planning Commission of the City of Fresno, by
formal resolution has approved the tentative map, and the final`
subdivision map is in substantial compliance therewith, any
deviations therefrom being deemed to be approved by this Council. -

SUBJECT: CONSISTENCY OF SUBDIVISION MAP WITH
APPLICABLE PLANS TRACT NO, 2770 (Phase I Final Map)
The State Subdivision Map .Act (Sec. 66410 et. seq., California Government Code) requires that a local
agency find that a subdivision map is consistent with adopted general and specifig plans before the map
can be approved. The Director of Planning and Inspection has reviewed this subdivision map with respect
to applicable City plans, and herewith submits his determination,
FRESNO-CLOVIS METROPOLITAN AREA GENERAL PLAN
Land Use Element (1974) designates the proposed general location and extent of residential, commercial,
industrial, public, open spdce agricultural and other land uses,
Circulation Element (19721 consists of the general ',ocation and extent of existing and proposed major
streets, transportation routes, terminals and facilities, all correlated with the band Use Element.
Housing Element (1975) consists of policies and standards for the improvement of Dousing, and for the
provision of adequate housing sites for all segments of the community.
Environmental: Resources Management Element (1974) provides for the conservation, development, and utiliza
Lion of recreation and open space areas, scenic highways and natural resources.
Economic Element (1974) contains direction and policy intended to assure a stable, secure local economy,
and fro maximize ecanomic opportunity within the Fresno metropolitan area.
Urban Growth and Development Element (194) comprises policies promoting cooperative intergovernmental'

relations, equitable allocation of public resources, and orderly fringe area land use development.
f Transgortation Element (1974) contains policies promoting a balanced community transportation system that
includes automobile, public transit, air, rail, and non -motorized movement.
Seismic Safety Element (1975) identifies and appraises seismic hazards such as susceptibility to surface
ruptsrres from faulting, ground shaking, and ground failures.
Safety Element (1976) is intended to assure that community planning takes into account safety considerations
relating to fire, flooding, earthquakes, and other dangerous geologic occurrences.
Historic Preservation Element (1977) identifies major community historic sites and districts and contains
guidelines for the preservation of historic sites in Fresno.
Noise Element (1975) identifies noise sources and establishes guidelines and standards for a comprehensive
community noise control program.
FCMA Bikeways Plan (1975) establishes design guidelines and principal routes for the metropolitan bikeway
system.
Storm Drainage Master Plan.(1975) establishes existing and proposed metropolitan area storm drainage
facilities. ,
Fresno Airports Master Plan (1976) represents the long-range plan forFresnoAir Terminal intended to accom-
modate air traf is demand trxough 1993.
APPLICABLE COMMUNITY PLAN (FCMA General Plan refinement) AND/OR SPECIFIC PLAN
Woodward Park Community Plan (1:976)
The proposed subdivision is located within the plan area of the 1976
Woodward Dark Community Plan, This plan designates the following land
uses as appropriate for the project site: (1) medium --low density
residential uses (2.0 to 3.5 units per acre) are.designated for the
northerlyportion of the project site; (2) medium --density residential
uses (3.5 to 6.0 units per acre) are designated for the central portion
of the project site; (3) medium --high density residential uses (6.0 to
11.0 units per acre) are designated for the southernmost portion of
the project site; (4) neighborhood commercial uses are designated in
the southwest portion of the project site. In addition, an open space
buffer is indicated along the west side of North Blackstone Avenue/
Freeway 41.
The areas proposed for single and multiple readdenti,al development conform to
the land use designations recommended by the community plan. The pro-
posed oommer^cial lot conforms to the neighborhood commercial land use,
designation of the community plan. Design treatment along the Blackstone
Avenue/Freeway 41 alignment reflects the plan requirement for an open
space buffer in this area.
The proposed subdivision is not located within the plan area of any
adopted specific plan. The San Joaquin Bluffs Environs Specific Plan,
currently before the City Council, contains land'use provisionsconsistent
with the proposed subdivision map.
