R' `00LUTION OF THE COUNCIL OF THE CITY OF FRESNO APPLYING
TO THE FRESNO LOCAL AGENCY FORMATION COMMISSION IN THE
MATTER OF THE PROPOSED NORTH- GRANTT,AN 7 NO. 4 DISTRICT RE-
ORGANIZATION, INCLUDING THE DETACHMENT OF CERTAIN TERRI-
TORY CONSISTING OF 788.0 ; ACRES FROM THE MITT VALLEY AND
NORTH CENTRAL FIRE PROTECTION DISTRICTS .AND THE ANNEX-
ATION OF SAID TERRITORY TO THE CITY OF FRESNO
WHEREAS, this proposal is made pursuant to the District Reorganization Act
of 1955 contained in: Division 1 of Title 6 (commencing with Section 56000)= of
the California Government Code; and
WHEREAS, the nature of the proposed change is a reorganization consisting
of the detachment of certain territory consisting of 788.0 acres and hereinafter
called the "subject territory" from the Mid Valley and North Central Fire Pro-
tection Districts and the annexation of the subject territory to the City of
Fresno. - and

l WHEREAS, no other counties cities, or districts are affected; and
WHEREAS, the subject territory proposed to be detached from the Mid Valley
and North Central. Fire Protection Districts and annexed to the City of Fresno is
uninhabited, is described in .Exhibit "A", and graphically depicted upon the map
marked ,Exhibit 11B*', and by these 'references made a part of this resolution.; and
WHEREAS, review and analysis of Environmental. Assessment No. 2900 related
to said district~ reorganization project, has resulted in a Finding of No Possi-
bil ity of Significant .Adverse Effects in accordance with Section 15060 of the
a
State EIR Guidelines, by the Director of Planning and Inspection; and
WHEREAS, pursuant to the requirements set forth in Government Code Section
35102, a service plan for the stb jest territory has been prepared and said ser-
vice vice plan is attached hereto as Exhibit C , and by this reference made part of
this resolution; and
WHEREAS, no new districts are proposed to be formed by this .reorganization;
and
WHEREAS. the Fresno ,County Assessor's roll will be used for the purpose of
levying any assessments or takes on the subject territory; and
WHEREAS, the exemption of all the subject territory proposed to be annexed to
the City of Fresno from taxation tar the payment of principal or interest, or any
other amounts which shall become due on account of any outstanding banded indebted-
ness incurred by the City prior to the effective date of such annexation, and upon
completion, of this reorganization proposal., the subject territory will be included
in Municipal Bond .Area TTD" and will, not be taxed for any existing bedded indebted-
ness or contractual obligations; and'

WHEREAS, the reasons for this proposed reorganization are stated as follows:
1. Annexation of the subject territory to the City of Fresno will
result in improved land use planning. All private development con-
trols of the City will apply following annexation,
2. The subjectterritory is within the City of Fresno°s Sphere of
Influence.
3. The consolidation of the subject area into one detachment annex-
ation project is beneficial to the affected governmental processes
and the resultant City and district boundaries.
NOW 1, 'I'HEREFOR.E, BE IT RESOLVED that the Council of tie City of Fresno hereby
requests that proceedings be taken by the Fresno Local Agency 'Formation Commission
for the herein proposed North-Grantland No,. 4 b1,,5tr.ict Reorganization, including
the detachment of the subject territory, consisting of 788.0 acres from the :did
Valley and North Central Fire Protection districts and the annexation of the same:
territory to the City of Fresno.

SUMMARY SERVICE PLAN FOR THE
NORTH4-GRANTLAND NO. 4 DISTRICT REORGANIZATION
JUNE 12, 1979
The purpose of this document is to provide a summary of information regarding
how municipal services will be provided to the subject territory should annexa-
tion to the City 'occur, when such municipal services would be available, any
modifications to be made to existing facilities and how such facilities will
r be financed
The service plan has been prepared in accordance with the requirements of
Government Code Section 35102. It consists of ` responses from the following
City departments:,Planning and Inspection, Public Works, Finance, Parks and
Recreation, Police and Fire Protection, from the Fresno Metropolitan Flood
Control. Districts and from the Mid Valley and North Central Fire Protection
Districts. Copies of the original responses from the above -mentioned sources
are available for inspection with the City's Urban Unification. Team. Requests
to examine the original responses should be directed to Mr. Ed Bielicki, 488=-1567.
The information provides an enumeration ,and description of the sere 4;ces to be
extended to the affected territory and the level and range of such services.
The proposed North--Grantland No. 4 District Reorganization consists of the
annexation of 788.0 acres consisting of four parcels to the City of,Fresno.
The project area is exempt from the UGM process. The subject territory is
beyond the City's Sphere of Influence Boundary and consists of an area which
is part of the City of Fresno's Waste Water Treatment Plant. The project area
is generally located souti of rest aensen Avenue between south Chateau Fresno
and South Polk Avenues. The existing land: use consists exclusively of aeration
ponds .for the treatment plant.
The adopted 1974 FCMA General Plan indicates the subject territory is most
appropriate for public` facilities uses.
Sewer Service
The following maps and information were provided by the City of Fresno Department
of Public Works and Finance.
The subject territory is part of the City of Fresno's Waste eater Treatment
Plant. See the attached map, Exhibit A-1, for the location and size of sewer
mains.
Water Service
The following information was provided by the City of Fresno Departments of
Finance and Public Works
Water service to the area proposed for annexation is provided by on -site water
wells developed as part of the City Waste: -Water Treatment Facility. There will
be no change in water service as a result of annexation
Fire Protection
The following information: was provided by the City of Fresno FireDepartment.
The proposed annexation is currently receiving fire protection from the Mid
Valley and North Central Fire Protection Districts (see Fire District Map)
Upon annexation to the City, the first response to this .area would be from Fire
Station No. 7;located at East Church and South Holly Avenues, which is approxi-
mately 6.8 miles from the closest point to 8.4 miles from the farthest point

of the proposed annexation. This station responds with ;a pumper truck.
The backup response would be from Fire Station No. 3 located at Fresno and
"E" Streets, which is approximately 7.7 miles from the nearest paint and
8.6 miles from the farthest point of the proposed annexation. This station
responds with a pumper and a ladder truck which has as part of its crew two
paramedics.
The proposed annexation is currently within, the City Water Division's juris-
diction and has five City hydrants at the northeast area of the City Waste
Water Treatment plant
Analysis
As this area is now served as .rural fire protection'Ly North Central Fire
Distr-,-ct, there would be improvement in service due to closer proximity
.of Fresno Fire Department Station No. 7, plus the backup response of Station
No. 3..
If in the future any new structures were constructed in the proposed annexation,
additional fire hydrants may be needed.
Police Protection
The following information was provided by the City of Fresno Police Department.
The Police Department anticipated no immediate problem in providing protective
services to this proposed annexation. The primary consideration in reaching
this conclusion is the minimal work load .anticipated from the area. As the
work load increases, however, the.area may experience an inflated response time
due to its extreme distance from populated: service areas
As now proposed, the annexation can be serviced under existing manpower deploy-
ment patterns with minimal cost impact,
STREETS
The following information was provided by the City of Fresno Public works
Department.
In accordance with the major Streets and Highways Plan, the projected. status
(including street name, width, number of lanes, and type) of all streets within
or adjacent to the project area is illustrated on the attached map, Exhibit C-l/
C-2.
City standards provide the following with regard to street development (see
attached map, Exhibit C--1/Cy-2)
1. Arterial Street, 100' to 106' of right--of-way, 4-lane divided roadway:
2. Collector Street, 80' to 84' of right-of-way, 4--lane undivided roadway;
3. Local Industrial. Street, 64' of right-of-way, 2-lane undivided;
4. Local Residential Street, 60' of right--of-way, 2-lane undivided.
.All streets not shown; an attached map, ExhibitC-l/C-2 . are to be considered
local streets.
West Jensen Avenue is classified as an arterial street, and the remaining are
all two lane county roads There are no currently planned street projects for
this area. Neither west Annadale nor South Crantl,.and Avenues exist within the
project area.

It is the property owner's responsibility upon development of the property to
install at his expense the adjacent curb, gutter, sidewalk and lgr of paving
in addition to dedicating right-of-way necessary for widening the street from
the current to the ultimate width
Street Lighting/Traffic Sig alization
The following information was provided by the City of Fresno Public works
Department.
The City will prepare master street lighting plans for the, new City areas in
coopera-Lion with PG&E to facilitate the scheduling of installation of temporary
(wood pole mounted) lighting by the utility company.However,- no lighting of
this type where the new areas are served by underground electrical, equipment
or where the area: is situated in a designated "Underground. Utility District"
Existing street lighting energy and maintenance cosh will become the City:s
responsibility, including special districts for street lighting.
Street marking
The following information was provided by the City of Fresno Public Works
Department. -
The City will become responsible for maintenance of all existing pavement marks
on public streets upon completion of the annexation. New boarder streets will
be maintained in accordance with existing multi -agency agreements for these
services.
Street Signing
The following information was provided by the City of Fresno Public works
Department
The City will become responsible for maintenance of all existing public street
signing.. Street name sign replacement to conform. to City standards would be
programmed within a five year (5) program.
Traffic Signals
The following information was provided by the City of Fresno Public works
Department
The City will become responsible for programming the installation of new traffic
signal, using existing warrants, priority, and scheduling processes. All annexed:
traffic signals now existing will be maintained and operated by the City in con-
formance with existing multi -agency agreements where equipment is shared with
another agency.;
Solid waste Disposal
The fallowing information was provided by the City of Fresno Public Works
Department.
The subject territory is nov being, served by a private waste disposal. company.
Upon annexation the City of Fresno will provide this service in accordance with
Section 35005`of the Government Code, Part 2, Division 5, Chapter 2.7, Section
4272 of the Health and Safety Coder
Following the annexation, notice will be sent to private company that the area

is annexed to City and that the above -mentioned Government Code applies

The following information was provided by the City of Fresno Public Works
Department.
There are no street sweeping services provided to the area at this time.
City of Fresno will provide future street sweeping, 'Where are no provisions
to govern, any transition period.
Transit
See Exhibit SF-1 provided by the City of Fresno Transportation Element,
Parks and Recreation
The following information was provided by the City of Fresno, Parks and
Recreation Department. -
The proposed Forth-Grantland No. 4 District Reorganization area is presently
served by the following Parks and Recreation facility and. services;
1. The day-to-day neighborhood park and recreation needs
of the project area are not currently being served by
the City of Fresno Parks and Recreation Department accord-
ing to the Department's standards.
The Department's Standard would require the location of a
neighborhood park within a mile of each residence to serve
the recreational needs of the youth, seniors and adults in
the area. The nearest facility to meet that need is approxi-
mately two (2) miles from the area (Ivy Community Center,
1350 East Annadale Avenue)•
2. Roeding Park will provide regional park needs for the project
area.
3. Additional land acquisition and facility development will be
required, to meet current Department standards
4. At present, problems are anticipated in providing parks
and recreation services (as per the Department's standards
for the proposed annexation area during the near future.
Flood Control
See Exhibit SP-2, letter from Fresno Metropolitan Flood Control District,
Animal Control
There are no differences in the level of animal control services provided by
the Society for the Prevention of Cruelty to Animals throughout the Fresno
Metropolitan Area.
Utility Tax
The City's 4.6 percent utility tax will be applicable to all natural gas,
electric and: telephone bills. The actual cost of such tax Can be estimated
by relating this tax rate to the current utility bills.

AND BULLARD/BLAGKSTONE NO.. 1 ANNEXATION
North Grantland No. 4 District Reorganization
In response to the information requested in 'conjunction with
the City''s proposed North Grantland No. 4 District Rteorgan zation:
it should be noted that all of the, included area is outside of
the current District boundaries and sphere of influence. Because
of the proximity of the proposed North Grantland No. 4 District
Reorganization in relation to the Flood. Control <District's
current boundary, sphere of influence, and planning area, `here
is very little that may be commented on.. It should be noted,
however, that a portion of the subject proposalis within an area
designated by HUD as a special flood hazard area,
Harvey/Cedar No. l District Reorganization
The subject reorganization proposal is partially located within
Drainage Zone "I1-4B." Although the area is master planned for
urban storm drainage facilities, said facilities have been only
partially constructed. The construction of .such facilities is
heavily dependent on the rate of development w:Ithin that watershed.,
as well as the availability of capital improvement funds.
Generally, these facilities are constructed through one of two
funding methods. Participation is effected either at the time of
development through the draa-nage fee ordinances of the City or
County, or through drainage assessment. districts. These fees are
collected on all. metropolitan area development, whether inside or
outside of the District. Because the drainage fees and assessments

finance the urban drainage system, said fees and assessments
are determined on the basis of land use and area. Such a fee or
assessment represents a one-time contribution to the construction
cast of the urban drainage system serving the watershed"in which
the parcel being charged is located.
The property within the subject proposal shall be served,by a
pipeline collector system carrying the water to a basin facility
located along the north side of Harvey Avenue between Eighth
Street and Millbrook Avenue The basin facility is currently
available for storm drain storage capacity, which shall be
provided as required.
Proposed Bullard/Blackston:e No. 1 Annexation
The subject proposal ` is within ,the Flood Control District boundary
and study area.. The northern portion of the proposal is located
within Drainage Zone 'IN." These properties receive master planned
services through the collection system constructed in Clark Avenue
which transfers the water to the basin facility located north of
Escalon and west of Fresno Street. The southern portion of the
subject proposal is located; within Drainage zone "L."_ These
properties currently have master plan levels of urban storm
drainage services available to them
The method of financing and time table associated with the grovi_
lion of services are generally the same as d.escribed�'herein
associated with. the Harvey/Cedar No. I District Reorganization.
