RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO SUPPORTING
THE APPLICANT'S APPLICATION TO THE FRESNO LOCAL, AGENCY FOR
14ATION COMMISSION IN THE MATTER, OF THE PROPOSED PAL} ALTO-
FORKNER NO 2 DISTRICT REORGANIZATION, INCLUDING THE DETACH-
NJBNT OF CERTAIN TERRITORY CONSISTING OF 17.16 ACRES FROM THE
FORTH CENTRAL FIRE PROTECTION DISTRICT AND THE AN=9ATION OF
SAID TERRITORY TO THE CITY OF FRESNO
WHEREAS, this proposal is made pursuant to the District Reorganization Act
of 1965 contained in Division l of Title 6 (commencing with Section 56000) of
the California Government Code; and
WHEREAS, the nature of the proposed change is a reorganization consisting
of the detachment of certain territory consisting of 17.16 acres and herein-
after called the "subject territory" from. the North Central Fire Protection Dis-
trict and the annexation of the subject territory to the City of Fresno; and
WHEREAS', no other counties, cities, or districts are affected; and
WHEREAS:, the subject territory proposed to be detached from the North Cen-
tral Fire Protection District and annexed to the City of Fresno is uninhabited,
is described in Exhibit "A", and graphically depicted upon the map marked Ex-
hibit "B.", and by these references made a part of this resolution, and
WHEREAS, the property owner has submitted an application for environmental
assessment related to the subject territory to the Fresno County Planning Depart-
ment for review and final determination; and
WHEREAS, pursuant to the requirements set forth in Government Code Section
35102, a service plan for the subject territory has been prepared and said: ser-
vice plan is attached hereto as Exhibit "C", and by this reference made part of
this resolution; and
WHEREAS, all information and findings regarding the subject proposal, in-
cluding the service plan, Was provided by the applicant and was amended by Pub-
lic Works Department memorandum of June 7, 1979; and
WHEREAS, no new districts are proposed to be formed by this reorganization;
and
WHEREAS, The Fresno County Assessor's roll will be used for the purpose of
levying any assessments or taxes on the subject territory and
WHEREAS, the subject territory proposed to be annexed to the City of Fresno
will be exempted from taxation for the payment of principal or interest, or any
other amounts which shall become due on account of any outstanding bonded indebted-
ness incurred by the City prior to the effective date of such annexation., and upon
completion of this reorganization proposal, the subject territory Will be included

in Municipal Bond Area "D" and will not be taxed for any existing bonded indebted-
ness or contractual obligations; and
WHEREAS, the reasons for this proposal are stated as follows
1. Annexation of the subject territory to the City of Fresno will
result in improved land use planning. All private development con-
trols of the City will apply, following reorganization.
2. The subject territory is within the City of Fresno's Sphere o
Influence
3. The applicant has filed an application requesting annexation to
the City of Fresno with the Fresno Local Agency Formation Commission,
and the City encourages annexation of the subject territory.
4. The consolidation of the subject area into one detachment annexation
project is beneficial to the affected governmental processes and the re-
sultant City and district boundaries
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Fresno approves
of the proposal to annex said territory to the City and hereby requests that pro-
ceedings be taken by the Fresno Local Agency Formation Commission for the herein
proposed Palo Alto--Forkner No.. 2 District reorganization, including the detachment
of the subject territory, consisting of '17.16 acres from the North Central Fire
Protection District and the annexation of the same territory to the City of Fresno.'

PALO ALTO -- FORKNER NO. 2 DISTRICT REORGANIZATION

This service plan.°is prepared in accordance with the requirements
of Government Code Section 35102. Each major service subject is
discussed based on existing conditions and adopted City plans and
policies. The purpose of this document is to provide information
regarding the availability of City municipal services and how they
will be provided to the subject territory should annexation to the
City occur. Any required modification, expansion or extension to
existing facilities in order to serve the subject territory will
be discussed based on applicable City ordinances. Where appropri-
ate, the financing and placement of such services and facilities
will be discussed
SUMMARY
The proposed Palo Alto-Forkner No. 2 District Reorganization con-
sists of the annexation of 11.58 acres to the City of .Fresno and
the dtachment of the same 11.58 acres from the 'North 'Central Fire
Protection District, The subject territory is generally located
on the east side of North Forkner Avenue between West Sierra and
West Herndon Avenues. The land use within the suhject.territor3r
consists of four single-family dwellings, and vacant and pasture-
land. The project area is presently zoned R-A and R-l-EH.
1. WATER SERVICE
Domestic water service to the subject property is currently
supplied by means of individual., private wells. Upon annexa-
tion', that portion. of the property within the sphere of in-
fluence of Fresno County Waterworks District No. 25 (8,28
acres) will be served by the District. This can be accom-
plished by an existing 8-inch water main adjacent to the prop-
erty in ,test Palo Alto Avenue, or by the extension of an ex-
isting 8-inch water main in North Forkner Avenue, approximately
320 feet South of the subject property.

2. SANITARY SEWER SERVICE
Sewage disposal is presently accomplished by individual septic
systems.` Upon annexation, that portion of the subject property
within thesphere of influence of the Pinedale Public Utility
District (8.28 acres) will be served by the District. This can
t be, accomplished by an existing; 8-inch sewer main in nest Palo
Alto Avenue, adjacent to the property.
That portion of the subject property outside the sphere of in-
fluence of the'Pinedale Public Utility District will be served
b the City of Fresno. Y y firi2s can be accomplished by an 8-inch
sewer main proposed to be constructed by the developers of
Tract No. 3124 in North" Forkner Avenue, adjacent to the property,

8. SOLID WASTE DISPOSAL
At the present time, solid waste collection is handled by a
private firm. Upon annexation, residents/Property owners within
the project area have five years to convert to the City System
as per State Legislation,
4. FIRE PROTECTION SERVICES
The subject property is currently within the North Central
Fire Protection District, Initial response to the property
is from Station No, 7, located at North Channi.ng and West
Bullard Avenues_, approximately 3/4 of a mile from the property.
Upon annexation, the property 'rill be detached from the North
Central ';ire Protection District and, come under the jurisdic-
tion of the Fresno, Fire Department. initial response to the
property would be provided from Station No. 12, located. at
North Marks and West Acacia Avenues, approximately 2-3/4 miles
from the property,. Backup support would be provided from
Station No. 11, located at North Fresno Street and East Wren -
wood Lane, approximately 4 miles from the property. In addi-
tion, there is a new station proposed to be constructed in the
vicinity of West Herndon and North West A -venues. Fire hydrant
requirements shall be met in accordance with plans and policy
of the City Public Works and Fire Department.

6. POLICE PROTECTION CERVICES
Policy: protection for the subject property is currently pro-
vided by the Fresno County Sberiff's Department and the Calif-
ornia Highway Patrol.
Upon annexation, the Fresno Police Department would provide
Police protection to the property.
7. STREET IMPROVEMENT
Currently, there is approximately 25 feet Of pavement in North
Forkner Avenue, adjacent to the property.

10. PUBLIC TRANSIT
Public transit will not be affected by the proposed re -organization.
Bus Route No. 22 presently serves the area
11. PARKS AND RECREATION
The nearest neghborhhod park to the subject property is Logan
Park, located at West Barstow .and North Feland Avenues. The
regional needs of the area can be met through the use of the
Woodward Park facilities.
12. ANIMAL CONTROL
The subject area is now served through a contract `between the
County of Fresno and the S.. P C.A. Upon reorganization, the
S.P.C.A. will continue to provide services through a similar
arrangement with the City of Fresno.
13, CITY UTILITY TAB
The City Utility Tax of 4. 6% shall go, into effect upon annexation

This Department has reviewed the attached proposed
Palo Alto-Forkner No 2 District Reorganization Service
Plan. The information contained therein is complete .and
accurate, with the following exceptions;
1. Water Service
The City of Fresno will serve the 5.58 gross acres:'
within its service area adjacent to North Forknerr,
Avenue. A 12" main is proposed for construction in
North Forkner Avenue, from West Herndon Avenue to the
site, by the developer of Tract No. 3124

2. Sanitary Sewer Service
The City of Fresno will serve the 5.58 gross acres
within its service area adjacent to North Forkner
Avenue.. An 81' sewer is proposed for construction in
North Forkner Avenue, from West Herndon Avenue to the
site, by the developer of Tract No 3124.
The area of West Sierra .Avenue and North Forkner
Avenue .can also be sewered by an existing 8" sewer
located in West Sierra avenue approximately 450 feet
west of Van Ness Boulevard or by an existing 1011 sewer
in west Bullard Avenue approximately 645 feet west of
North West Avenue
