RESOLUTION OF THE COUNCIL OF THE CITY OF F'RESNO APPLYING
TO THE FRESNO LOCAL AGENCY FORMATION COMMISSION IN THE
.MATTER OF THE PROPOSED TEAGUE-CEDAR NO. 4-A DISTRICT RE-
ORGANIZATION, INCLUDING THE DETACHMENT OF CERTAIN TERRI-
TORY CONSISTING OF 113.88 ACRES FROM THE MID VALLEY FIRE
PROTECTION DISTRICT AND THE ANNEXATIO14 OF SAID TERRITORY
To THE CITY OF FRESNU
WHEREAS, this proposal is made pursuant to the District Reorganization Act
of 1965 contained in Division 1 of Title 6 (commencing with Section 56008) of the
California Government Code; and
WHEREAS, the nature of the proposed change is a reorganization consisting of
the detachment of certain territory consisting of 11.3.88 acres and hereinafter
called the "subject territory" from the Mid Valley Fire Protection District and
the annexation of the subject territory to the City of Fresno; and
WHEREAS, no other counties, cities, or districts are: affected; and
WHEREAS, the subject territory proposed to be detached from the Mid Valley
Fire Protection District and annexed to the Catty of Fresno is uninhabited, is de-
scribed in Exhibit "A", and graphically depicted upon the map marked Exhibit "B".
and by these references made a part of this resolution; and
WHEREAS, review and analysis of Environmental Assessment No. 2827 related to
said district reorganization project, has resulted in a Negative Declaration by
the Director of Planning and Inspection; and
WHEREAS, pursuant to the requirements set forth in Government Code Section
35102, a service plan for the subject territory has been prepared and said service
plan is attached hereto, as Exhibit "C", and by this reference made part of this
resolution; and
WHEREAS, no new districts are proposed to be formed by this reorganization
and
WHEREAS, the Fresno County Assessor's roll will be used for the purpose of
levying any assessments or taxes on the subject territory; and
WHEREAS, the exemption of all the subject territory proposed to be annexed to
the City of Fresno from taxation for the payment of principal or interest, or any
other amounts which shall become due on account of any outstanding bonded indebted-
ness incurred by the City prior to the effective date of such annexation, and
?upon completion of this reorganization proposal, the subject territory will be
included in. Municipal Bond Area "D" and will not be taxed for any existing bonded
indebtedness or contractual obligations; and

WHEREAS, the reasons for this proposed reorganization are stated as follows;
1. Annexation of .the subject territory to the Cityof Fresno will
result in improved land use planning. All private development con-
trols of the City will apply following annexation.
2. The subject territory is within the City of Fresno's Sphere of
Influence
3. The consolidation of the subject area into one detachment annexation
project is beneficial to the affected governmental processes and the result-
ant City and district boundaries
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Fresno hereby
request that proceedings be taken by the Fresno Local Agency Formation Commission
for the herein proposed Teague -Cedar No.. 4-A District Reorganization, including
the detachment of the subject territory, consisting of 113.88 acres from the Mid
Valley Fire Protection District and the annexation; of the same territory to the
City of Fresno.

This service plan, is pre parect in aacorddn,;e with the requirements
of Government �,cde Section 35102 each major service subject is
discussed based on existing conditions and adopted amity plans and
policies The purpose of this document is to provide information
regarding the availability of municipal services and how they
will be provided to the subject territory si oula annexation to the
vty occur. Any required modification, expansion or extension of
existing facilities in order to serve the subject territory will
be discussed based on applicable tAty ordinances. t'here appropr ate,
the financing and placement of services and facilities will also
be discussed.
The subject territory c, gtains 14 parcels, consisting of 11.3.88
acres, and is located primarily northwest of the intersection of
Teague and vedar Avenues, with a rectangular piece extending to
the east of ,cedar Avenue, its easternmost boundary mid -way between
,edar and iviaple Avenues ( see Aap and Legal description, enclosure
No. 5 ).
This proposal involves detaching subject property from the Xid-Valley
Fire rrotection Listrict, and annexing it to the Vity of Fresno.
The Fresno-t,lov s Area wetropolitan General rian currently shows
a zoning; designation of interim A-2 for this entire area, which
Lies within the Woodward lark �;ommunity .flan, and is part of an
Urban Growth Management area. :Lesignated densities for this area
include both idedium-Low Residential (2.0-3.9 units per acre), and
Rural (.7 units per acre) Any future developments would be in
conformity with designated city densities for this area, and
would occur in accordance with applicable U.G.ivio regu rments. A
formal plans have been submitted as of this date
The subject territory is contiguous on 3 sides to the existing
city limits, i.e., South, West, and Aorth., and is located within
the %ity's Sphere of Influence Boundaries.

im.Ynediate expansion of the transit lines. expansion may occur as

The actual cost of such tax can be estimated by relating this

TEAGUE--CEDAR NO. 4--A DISTRICT REORGANIZATION
DRAINAGE ZONES "DI " AND "CX"
The Teague -Cedar No. 4--A District Reorganization Lies within
storm drainage stuffy areas "DK" and "CV. The subject area
is outside the Fresno Metropolitan Flood Control District.
The District does not currently have service available within
either of these drainage zones
Drainage. Zane "DK" is presently being master planned for storm
drainage facilities. The northwesterly portion of the subject
reorganization lies within Drainage Zane "DX". If this area
were developed in the near future, temporary are --site drainage
facilities would be required. The ultimate storm drainage
plan for this area most likely will be to convey storm drain-
age to poading basin sites located north of Shepherd Avenue
or possibly to an outfall in the San Joaquin River.
Drainage Zone "rCX" is a. Fresno Metropolitan Flood Control
District Master Plan study area. The District has not cur-
rently installed any pipeline facilities or purchased a basin
site for this drainage zone. As a result any development
occurring in the near future within Drainage Zone ""CX " will
require temporary on -site drainage f'acl.i.ta.es:
We would recommend annexation of the Teague -Cedar No. 4-A
District Reorganization prior to further development of the area.

Subject: Sanitary Sewer Service. for Area 'Generally Bounded by
Millbrook, Shepherd, Maple and Teague Avenue.
An existing 21-inch sanitary sewer is located in N. Millbrook
Avenue between E. Teague Avenue and E. Shepherd .avenue and an
existing 14--inch sanitary sewer is located in E. Teague Avenue
on the west side of the. Enterprize Canal.. These sewers were
designed to serve the area northwest of the Enterprize Canal.
The area southeast of the Enterprize Canal shall be served by
sanitary sewer extended in N. Cedar Avenue from E. Herndon Avenue.
The determination of sewer service availability does not imply
that a given development is in conformance with current planning
policy. The provisions of the City Code for sanitary sewer ex-
tensions shall apply.

STREET IMPROVEMENTS-- TEAGUE--CEDAR NO. 4-A DISTRICT REORGANIZATION
Commencing a quarter mile north of Teague Avenue on Millbrook at the
N. P. L. clovis West High School and continuing north to Shepherd: Ave-
nue, the road surface is dirt with no concrete improvements on either
side. A subdivision being built on the west side of Millbrook will take
case of the improvements on this side. There is a temporary drainage
pond being constructed on the southwest corner of Millbrook and Shepherd.
Also it appears the sewer main runs to a point approximately twenty --five
feet south of center line Shepherd.;
Going east on Shepherd the road surface is an A. C. Cap roadway approxi-
mately twenty-one .feet wide with no concrete improvements on either side.
a railroad track runs sixty + feet north of the section line of Shepherd
Avenue. Rolling terrain on the property and: roadway will present special
drainage design problems.
Going south on Cedar a quarter of a,mile, the eighteen foot wide road
has an oil surface with no concrete improvements and a ditch runs along
the west side, the south 660 feet. ( Cedar Avenue is eighteen feet wide
and has a oil surface to the Enterprise Canal) going, east one forth mile
from this point no roadway or improvements exist; thence south an 1/8
aqwwathes of a mile still no roadway or improvements, thence west a quarter
fof a mile to Cedar Avenue no roadway or improvements exist; thence north
along the eighteen foot wide oil surface of Cedar to the Enterprise Canal
thence southwesterly along the canal which has no adjacent improvements
I to Teague Avenue; thence north along the E. P. L of Clovis West High
School for a quarter of a mile with no improvements and thence west along
the N. P. L. of Clovis west where no roadway or improvements exist to
Millbrook the point of beginning.

Existing facilities are located adjacent to the parcel, and electric under-
