RESOLUTION NO. 79~232
RESOLUTION OF THE FRESNO CITY COUNCIL OPPOSING
CHANGES IN ELIGIBILITY CRITERIA. TO THE NATIONAL
PUBLIC WORKS AND ECONOMIC DEVELOPMENT ACT OF 1979
WHEREAS, the City of Fresno has suffered from chronic
unemployment for a number of years; and
WHEREAS, Fresno' s unemployment for the past five (5 )
years has been substantially above the national average rate
of unemployment, and seasonal unemployment has persisted at
even higher levels; and
WHEREAS, the percent of persons with poverty incomes in
Fresno continues to be higher than the national average and
WHEREAS, Fresno has participated in the Economic Develop-
ment's Overall Economic Development Program process, and
that participation has resulted in significant private
investment as well as public investment which in a joint
partnership have created and saved many jobs in Fresno; and
WHEREAS, the City supports the Economic Development
Administration efforts to deal effectively with unemployment
through the stimulation of private investment; and
WHEREAS the Council of the City of :Fresno believes
that the Federal Economic Development Administration should
be reauthorized, refunded, and streamlined, in the manner
specified in the proposed National Public Works and: Economic
Development Act of 1979.
f NOW THEREFORE BE IT RESOLVED, that the Fresno City
Council opposes any modifications to Senate Bill 912 which
change the primary purpose of the proposed legislation from
the historical concern for chronic unemployment by the
addition of arbitrary eligibility criteria relating to
It economic growth" and targeting
