A RESOLUTION OF THE COUNCIL OF THE CITY OF
FRESNO, AUTHORIZING THE PURCHASE OF A FRONT
LOADING, DUMP B:ODYr TILT CAB TRUCK WITHOUT
ADVERTISED COMPETITIVE BIDDING,
WHEREAS, the Council has received and considered the
report and recommendations of the General Services Director,
and upon such report and recommendations, the Council finds
as follows.
1.. Through the competitive bidding process, the City
attempted to purchase one (1) current production model, front
loading, dump body, tilt cab truck with tandem rear axles,
52,000 GVW rating,
2. The City has been unable to purchase the specified
tilt cab truck for deliverer within the time stated in the
bid specifications Only one bid was received, and it took
exception: to the delivery date. The other manufacturers
contacted indicated that vehicles meeting the City specifications
could not be made available prior to January 1 1980, due to
the change over to a new mode. year.
3. The only bid received, from International Harvester,
proposed a delivery date of 240 days, rather than the 120 days
stated on the bid specifications, and met all other bid
specifications.
4. The older vehicle to be replaced by the one specified
above would require expensive repairs if not replaced until
January 1, 1980. Additional costs would include a higher
purchase price at that time due to inflation.
5. International Harvester .is the sole source for
acquiring the specified vehicle this calendar year. Any
further attempt at advertised competitive bidding would be a
useless act and would produce no advantage to the City.

IT IS THEREFORE RESOLVED by the Council of the City of
Fresno, California, that advertised competitive bidding for
the purchase of the specified vehicle is dispensed with.
IT IS FURTHER RESOLVED that the Department of General
Services is authorized to purchase the specified vehicle.from
International Harvester for $69.,573.49
