RESOLUTION NO 713-13 2
A RESOLUTION OF THE COUNCIL OF THE CITE OF FRESNO,
CALIFORNIA, ,AUTHORIZING THE PURCHASE OF THIR.Ty-SIX
POLICE PkfR.OL VEHICLES FOR POLICE DEPARTMENT USE
WITHOUT ADVERTISED COWETITIVE BIDDING,
WHEREAS, the Council has received and considered the
report and recommendations of the Chief Administrative Officer,
and upon such report and recommendations, the Council finds as
follows
1 For mechanical and safety reasons, City police
patrol vehicles are replaced every 24 months or 72,000 ales,
whichever comes first. Retention beyond this point endangers health
and safety of officers and reduces the level of police protection to
the public due to frequent repairs According to this standard:,
Thirty-five police patrol: vehicles presently in use are scheduled
for replacement in April, 1979
2. In addition one new police patrol vehicle is needed to
increase patrol capabilities to a safe level to ensure effective law
enforcement in this community.
I 3. Through the competitive bidding process, the City has
attempted but has been unable to purchase the thirty-six new replace-
ment vehicles for delivery this calendar. year.
4 The Department of General Services of the State of California
("Department) has contracted with Swift Dodge of Sacramento, California.,
for the purchase of a number of police patrol vehicles which -meet City
spec if icat ions ,
5. The :department has offered to act as buying agent of the
City in the acquisition of thirty-six police patrol vehicles through
contract with Swift Dodge pursuant to Government Cade Section 14814.
To facilitate this purchase, the 'City must submit a purchase request to
the Department for processing the necessary purchase order. Swift
Dodge will bill the City directly and. the City will make payment to
Swift Dodge directly. The cost of each vehicle purchased in this man-
ner including options is' �,6.646: 57 base price -plus sales tax less - $100

per vehicle if invoice is paid within twenty days. There is also a
Departmental service charge of 1.2% of the purchase price, which the
Department bills separately. Swift Dodge will deliver the vehicles
within ninety days after receipt of the City's order.
6. Time is of the essence in acquiring the thirty --six police
vehicles and is necessary for the public safety. Swift Dodge is the
sole source for acquiring said vehicles this calendar year. Pmy
attempt at advertised competitive bidding would be _a useless act and
would produce no advantage to the City.
IT IS THEREFORE RESOLVED by the Council of the City of Fresno,,,,
California, that advertised competitive bidding for the purchase of
thirty-six (36) police patrol vehicles for Police Department use is
dispensed with.
IT IS THEREFORE RESOLVED that the State of California through
the Department of General Services is authorized to act as the agent
of the City of Fresno :in purchasing thirty-six (36) police patrol
vehicles.
IT IS FURTHER. RESOLVED that the Purchasing Agent is authorized
to submit a purchase request to the Department of General Services of
the State of California and to otherwise assist the Department in the
purchase of said vehicles from Swift Dodge of Sacramento, California.,
the total cost thereof, including taxes, not to,exceed $254, OOt3
IT IS FURTHER RESOLVED that the Purchasing Agent is authorized
to direct payment to the State of California in an amount of 1.2% of the
purchase price of said vehicles before taxes.
