PERTAINING TO THH RELEASE OF COUNTY REFERRALS LOCATED WITHIN AN ISLAND ANNEXATION PROJECT IN PROGRESS WHEREAS, a significant number of County referrals fall within areas which are completely or substantially surrounded County islands and WHEREAS, said County referrals are referred to the City of Fresno in accordance with the Fresno County Board of- Supervisor's adoption of their Interim General. Plan Policy I--2 regarding the referral: of properties to incorporated cities for possible annexation; and WHEREAS, annexation proceedings for the fifty-five (551 County islands or sub- stantially surrounded County islands have been, or soon will be, commenced by staff; and WHEREAS, the Council is desirous of avoiding needless duplication of 'staff work on multiple annexations in an area that can be processed under one application and to refrain from inflicting a questionable delay on property owners who Irish to pursue their development proposals; and WHEREAS, the Director of the Department of Planning and Inspection, upon receipt and recordation of a signed covenant from the legal property owner committing the prop- erty to annexation, has been authorized to release the annexation referral for proces- sing in the County. NOW, THEREFORE, BE IT RESOLVED, =the Council of the City of Fresno hereby orders that upon receipt and recordation of a signed covenant for annexation, the Director of the Department of Planning and Inspection is authorized to release back to the County of Fresno all of the annexation referrals located within a County island or a substantially surrounded island which are in the process of annexation BE IT FURTHER' RESOLVED, that when, in the opinion, of the Director of Planning and Inspection, any annexation referral raises questions requiring a clarification or interpretation of City policy, the matter shall be presented to the Council for their direction.
