RESOLUTION No. 7 9 ~ 1 1
WHEREAS, the Council is desirous of strengthening the bonds of Cooperation
established by the Fresno County Board of Supervisors through their adoption of
Interim General Plan policy I--2 regarding the referral of ?properties to incorpo-
rated cities for possible annexation; and
WHEREAS, the Council is also desirous of processing annexation referrals in
a timely and efficient manner, thereby protecting the interests of affected appli-
cants and property owners.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Fresno hereby
authorizes the Director of the Department of Planning and Inspection, on behalf
of the Council, to release back to the County of Fresno for processing all
annexation referrals that satisfy the following criteria:
1. The property in question does not fall within the. City's adapted
Urban Growth Management Area
2. ;No contiguous connection to the City can be made at this time.
3. The legal property owner has filed with the City documents con-
senting to the annexation of the property in question at the
future convenience of the City,
4. The property in question does not fall within an area designated
as urban reserve on`a community plan adopted by the Fresno County
Board of Supervisors
5.. The property will be developed in a manner compatible and consis-
tent with adopted plans and policies of the City of Fresno,
BE IT FURTHER RESOLVED that when, in the opinion of the Director of Planning
and Inspection, an annexation referral, regardless of whether it satisfies the
above criteria establishing eligibility for Director action, raises questions
requiring a clarification: or interpretation of City Policy, the 'matter shall be
presented to the Council for its direction.
