RESOLUTION NO. 79-108
A RESOLUTION OF THE COUNCIL OF THE CITY
OF FRESNO FIXING FEES AND ' CHARGES FOR NON-
RESIDENT ACTIVITY CARDS FOR PARKS AND
RECREATION DEPARTMENT PROGRAMS.
WHEREAS, the Parks and Recreation Department of the City
offers a wide variety of specializes, recreational programs and
services for the benefit of residents; and
WHEREAS, it has been determined that part of the cost
associated with providing specialized programsshould be
borne by the participants; and
WHEREAS, the burden of financing these specialized
recreation programs falls upon City residents through General
Funds; and
WHEREAS, many non. -,city residents participate in Parks and
Recreation Department programs while not paying a proportionate
share of the cost to provide such programs- and

WHEREAS, it has been determined that non-residents be
allowed to participate in programs on an equitable basis with
city residents;
NOW, THEREFORE, BE IT RESOLVED THAT the Council of the City
of Fresno establishes a non --resident activity card, fee of $22 , 4Ci
to be charged families residing outside the jurisdictional
limits of the City of Fresno who participate iri Parks and
Recreation Department programs. All members of the family are
holders of the: non-resident activity card The holder of a
non. -resident activity card referred to as a "non-resident
cardholder"" may participate in any Parks and Recreation Depart-
ment program on the same basis as a city resident For purposes
of this Resolution only, a "family" consists of one or more
adults living together and who are related
BE IT FURTHER RESOLVED THAT the handicapped, persons
sixty --two years or older and persons eighteen years of age and
under may participate in any Parks and Recreation Department
program on the same basis as a city resident without having to
purchase a non-resident activity card., unless otherwise specified
by ordinance, resolution or regulations and
