HomeMy WebLinkAboutResolution - City Council - 79-107 - 1979-03-20» � w RESOLUTION NO, 7-107 A RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO, CALIFORNIA, FIXING FEES FOR. THE MUNICIPAL GOLF COURSESAND ESTABLISHING A RESERVATION SYSTEM, WHEREAS the Council established the present fee structure for the municipal golf courses known as Airways Golf Course and Riverside Golf Course effective May 1, 1974, by Resolution No. 74-106 and WHEREAS, the Council established a differential fee program for persons using said golf courses., effective April 1, 1978, by Resolution No. 78--77 relating to non-resident activity cards and Resolution No 78-78 relating to fees and charges; and WHEREAS, it is the desire of the Council to discontinue the non- resident cards and differential; fee program at the golf courses, NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Fresno, California, as follows SECTION 1 DEFINITIONS. (a) "General public" shall mean any person whether, or not a resident of the City of Fresno, except golf team members, seniors, tournament participants and youth (b) t1Golf team member" shall mean any person whether or not a resident of the City of Fresno who is practicing for or participating in interscholastic or intercollegiate golf competition as a member of a school golf team under the direct supervision of an instructor and who is permitted to use 'a municipal golf course at a. student rate by the Parks and Recreation Director or his designee. (c) "Senior`' shall mean any person whether or not a resident of the City of Fresno who is sixty-two years of age or older, (d) "Tournament participant" shall mean any person whether or not a resident of the City of Fresno participating in a tournament at a municipal golf course except those persons participating in tourna- ments sponsored by the City of Fresno or those tournaments open only to persons eighteen years of age or under or sixty-two years of age or over. (e) "Youth" shall mean any person whether or not ' a resident of the City of Fresno who is eighteen years of age or under. PAM€ 4t V SECTION 2. The following rate schedule shall be effective on and after July 1, 1979, for the municipal golf courses of the Clay of Fresno known as Airways Golf Course and Riverside Golf Course: I. Golf Team Members Not Applicable 4 Tournament Participants Not Applicable SECTION 3. SPECIAL TOURNAMENTS. (a) The Parks and Recreation Director is authorized to establish tournament fees for tournaments sponsored by the City of Fresno. (b) Except as otherwise provided: pursuant to subsection (a move, the tournament fee for tournaments open only to persons eighteen years of age or under, or sixty-two y` years of age or over shall b 1.75 per day. SECTION 4. RESERVATIONS (a) Except for golf teams, any person may reserve a starting time as follows. (1) For Saturdays or holidays on the preceding Thursday; and (2) For any other day one day in advance (h) Golf team members may reserve a starting time in accordance with rules and regulations ostabl zshed by the Parks and Recreation Director. SECTION 5. For purposes of this Resolution, holidays during the calendar year shall be those enumerated in the State of' California statues governing holidays,_ except Good Friday, Holidays are presently enumerated. in; Goverhmen:t Code Sections 6700 and 6701 as follows Every Sunday New yearts Day January 1st Lincoln's Birthday February lath Washington's Birthday Third Monday .in February Memorial Day Last Monday in May Fourth of July Jury 4th Labor Day First Monday in September Admission. October Veterans Day November llth Christmas Darr December 2th Every day appointed by the President or Governor for a public fast, Thanksgiving or holiday. .. 3 , If January 1st, February 12th., July 4 h, September 9th, November, l th or December 25th: falls upon a Sunday, the Monday following is a holi- day. If November Ilth falls upon a. Saturday, the preceding Friday is a holiday. Any amendment to the applicable State of California statute(s) shall constitute an automatic amendment to this Resolution, effective on the effective date of the State law. SECTION 6 CONSTRUCTION. (a) Any reference- to the masculine gender shall also include the feminine gender. (b) The plural shall include the singular and the singular shall include the plural. (c) Section 2 of this Resolution: establishes four classifications of users. A person may fall within two or more of the classifications. In such cases, the fee for the last applicable classification shall prevail. Example: A member of the general public participating in a tournament held on Saturday must pay a $S q9 Green Pee, since "Tournament r participants" follows "General public" and no other classification applies. SECTION 7. Resolution No. 78-272 and all other resolutions which conflict with this Resolution are hereby repealed, effective April 1, a 1979, CLERK'S CERTIFICATION I, JACQUELINE L.
