HomeMy WebLinkAboutResolution - City Council - 79-068 - 1979-02-20Finance a RESOLUTION NO.9 r A RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO ESTABLISHING PARKING CHARGES FOR PARK- ING LOTS IN PARKING DISTRICT NO. 1. WHEREAS, the Council has adopted Resolution Nos. 75J-263, 77-150 and 78--188 relating to parking charges within Parking District No. l; and WHEREAS, the Council desires to amend said resolutions, and WHEREAS, it is the policy of the Council to encourage short-term parking during regular working hours and to promote business activity in the area served by Parking District: No. 1 Now, THEREFORE, BE IT RESOLVED, by the Council of the City of Fresno r California, as follows SECTION 1. BASIC DAILY CHARGES IN LOTS 3, 4 AND 5. The daily parking charges for parking in Parking Lot Nos, 3, 4 and 5, other than permit parking areas, shall be the aF,plicable charges set forth in subsections (a) And (b) of this section. (a) On Monday through Friday, excluding holidays, between the hours of 8:00 a.m. and. 6:00 p.m., the parking charges shall be as follows- Hours Parked Parking Charge 0-3 no charge 3-4 $0.50 4-5 1.50 5-1.0 4.00 If the hours parked falls exactly on 3 4 or 5 hours, the lower charge shall apply. (b) Except as provided in subsection (a) of this section, there shall be no parking charge. SECTION 2. BASIC DAILY CHARGES IN LOTS 2, 6, 6a, 7, 8 AND 9, The daily parking charges .for parking in Parking Lot Nos. 2, 6, 6a, 7, 8 and 9, other than in permit parking areas, shall- be the applicable charges set forth in subsections (a) and (b) of this section. (a) On Monday through Friday, excluding holidays, between the hours of 8:00 a.m. and 6:00 p.m., the parking charges shall be as follows: Hours Parked Parking Charge 0_3 no charge 3r-4 $0.50 4-5 1.00 5-6 1.50 6-10 2.00 If the hours parked falls exactly on 3. 4p 5 or 6, the lower charge shall apply. (b) Except as provided.in subsection (a) of this section, there shall be no parking charge SECTION 3. TACKING. Inn. computing the "hours parked" in accordance with subsection (a) of Section 1 and subsection (a) of Section 2 of this Resolution, the hours parked, in any of the subject lots shall be tacked on to ` the hours parked in any other lot or combination of lots up to three hours. SECTION 4. PARKING "WITHOUT PERMIT IN PERMIT PARKING AREA... The daily parking charge for parking in Parking Lot Nos lb r 2, 3r 4, 4a,'4b, 5, 5a, 6, 6a, 7, 8 and 9 in permit parking areas for persons not having or properly displaying a permit therefor shall, be the applicable charges set forth in subsections (a) and (b) of this section. The Traffic Engzneer shall promulgate rules and regulations regarding the proper display of permits and shall notify permittees and prospective pormittees of same. (a) on Monday through Friday, excluding holidays, between the hours of 8 00 a.m. and 6.00- p.m., the parking charges shall be as follows Hours Parked Parking Charge 0-10 $6.00 (b) Except as provided in subsection (a) of this section, there shall be no charge SECTION 5. LATE CHARGE. In addition to any charge imposed by subsection (a) of Section l r subsection (a) of Section 2 or subsection (a) of Section 3, a late charge of $300 shall be imposed for any payment which is not made within 15 days after the charge has been incurred. If payment is made by mail, the -2 payment is deemed to be made on the date that such payment is postmarked by the United States Postal Service SECTION 6 DESIGNATION OF PERMIT PARKING AREAS. The Chief Administrative officer is authorized to designate a portion or all of any parking lot in Parking District No. 1 as a permit parking area, provided a parking charge has been established by the Council in Section: 6, which section may be modified by the Council from time to time SECTION 7. PERMIT PARKING CHARGES. The charge for a parking permit in an area designated by the Chief Administra- tive Officer or the Council as a. permit parking area shall be as follows (a) Lot No lb. The charge for a parking permit in Lot No. lb shall be $12 per month. (b) Lot No. 2. The Charge for a'parking permit in Lot No. 2 shall be $10 per month. (c ) Lot No 4a. The charge for a parking permit in. Lot No. 4a shall be $12 per month, except the charge for a car issued a car-pool permit in accordance with rules and regulations promulgated by the City Traffic Engineer shall be $10 per month. (d) Lot No. 4b The charge for a parking permit in Lot No. 4b shall be $10 per month. (e) Lot No. 5a The charge for a parking permit in Lot No. 5a shall be $10 per month. (f) Lot No. 7 The charge for a parking permit in Lot No 7 shall be as follows: (1) $20 per month for parking on the Mezzanine; (2) $14 per month for parking on the Covered Area; and 3) $12 per month for parking on. the Top Floor. (g) Lot No. s. The charge: for a parking permit in Lot No. 8 shall be $16 for parking can the Bottom Level. (h) Lot No. 9. The charge for a parking permit in. Lot No. 9 shall be as follows: (1), $1.7 per month for parking on the Ground Floor; (2) $14 per month for parking on the Covered Area; and r x (3) $12 per month for parking on. the Top Floor. SECTION 8. PARKING CONTRACTS. Notwithstanding the pro- visions of this Resolution, the City may contract with any person or governmental entity to provide parking at a cast fixed by contract, including, but not limited to contract with the County of Fresno to provide parking for members of any board or commission of the County of Fresno SECTION 9. HOLIDAYS DEFINED. For purposes of this Resolution, holidays during the calendar year shall be thane holidays enumerated in the Fresno Municipal Code governing holidays for City employees (a) Holidays are presently enumerated in Section 2-1513 of the Fresno Municipal Code as follows. (1) January 1. (2) February 12 (3) The third Monday in February. (4) The last Monday in May. (5) July 4 (6) The first Monday in September. (7) September 9 (8) The second Monday in October. (9 ) November 11. (10) December 25 (11) Thanksgiving Day in November. (12) Any day or part of a day declared by the Council, by ordinance, or resolution to be a holiday. (b) If January 1st, February 12th, July 4th, September 9th, or December 25th falls upon a Sunday, the Monday following is a holiday. (a) Any amendment to the applicable Fresno Municipal Code shall constitute an automatic amendment to this Resolution effective as of the effective date of the City ordinance. SECTION 10. REPEAT,. OF PRIOR RESOLUTIONS;. On the effective date of this Resolution, Resolution 75-263 Resolution 77-150 and Resolution 78-188 and all other resolutions which conflict with this Resolution shall be repealed without further action by the Council SECTION 11.
