wYJEREAs, the der of the City of Fresno and the Fresno Municipal
Code establish procedures for resolution of employee appeals
through the Civil Service Board, or other formal system for
hearing and determination; and

employee organizations provide additional review processes
for employees to seek redress or remedy of their complaints; and
an employee may cause certain employment issues and disputes

review, and determination by agencies of the State and Federal

have been createed to provide equitable and orderly avenues for
resolution or adjustment of disputes and omplaints arising
from the employment relationship.
NOW r THEREFORE, BE IT RESOLVED that it is the policy of the City of Fresno
that the established ad1mini.strative and judicial methods,
procedures, and avenues of appeal arO resolution must be exhausted
by the employee prior to presentation to the City Council, through
public appearance or any other method, of commnication, seeking
redress or intervention in an issue, complaint or request arising
from the anployment relationship.
