6.DISCUSSION: Subcommittee Reports:
Cultural Arts Plan:
Highest Needs Neighborhoods
Parks Master Plan:
Commissioner Vang gave an update on the Cultural Arts Plan. She stated the Adhoc
committee meet on October 18, 2021 to discuss the developing of the RFP for the
cultural arts plan. Commissioner Vang recommended the Commissioners send Lilia
Chavez an email if they are interested in being on the panel.
Commissioner Barraza asked when a policy will be coming before the commissioner
regarding grant program related to Measure P.
Commissioner Oputa, Commissioner Singh, and Chair McCoy thanked the Parks
Department, Projects Administrator Ramirez, and WRT for going above and beyond in
making the meeting happen with all the outreach they did before the meeting to obtain
more public input.
Commissioner Barraza and Commissioner Cummings gave an update on the on the
Parks Master Plan. They complemented the WRT efforts to promote community input
that will help make a different in the next phase in developing the master plan.
7.Members Reports and Comments
Commissioner Barraza stated the Latino Fiesta Community event was a success. He
thanked the PARCs Department and the Administration for providing the facility. He
mentioned there was a cultural presentation and wonderful entertainment.
Commissioner Cumming spoke regarding the successful event held at Sunset
Community Center on October 6, 2021 for clean air day and a community tree planting.
Commissioner Vang gave a shout out to the city of Fresno staff for having translation
available for the meeting.
Commissioner Oputa stated she is pleased to see the amount of participants
participating via zoom and in person for todays workshops.
Commissioner Parkes stated it is great to have members of the public participating in
person in the Council Chambers.
8.City Administration and PARCS Staff Reports and Comments
Projects Administrator Ramirez thanked to the PARCs Department, WRT, and the City
Clerk’s Office for helping with the translations services and outreach for the hearings.
She went over the procedures of the meeting. She requested members of the public
address their questions or concerns regarding accessibility to to the Office of the City
Clerk at clerk@fresno.gov.

Measure P Operating and Capital Projects in the PARCS and Public Works

Commissioner Barraza motioned to support the items as presented and to
recommend to the City Council that City staff address the issues with public
safety and homelessness and that the City Council fund the new PARCs
positions with General Fund dollars The motion dies for lack of second.
On motion of Chair McCoy, seconded by Commissioner Leon Barraza,
the above item be approved with the following recommendation to
address the pubic safety and the homelessness issues and fund
the requested positions with General Fund dollars instead of Measure P.
The motion carried by the following vote:
