On motion of Vice Chair Dohlin, seconded by Commissioner Cummings, the
above item be Adopted. The motion carried by the following vote:

Status: 9 – 0 – Pass
5.Approval of Minutes
5A ID 2123604 Approval of minutes for October 4, 2021
On motion of Commissioner Parkes, seconded by Vice Chair Dohlin, the
above item be Adopted. The motion carried by the following vote:
Aye: Dohlin, Cummings, Parkes, Vang, Leon Barraza, Miller, Singh, McCoy,
Oputa
Status: 9 – 0 – Pass
6.Subcommittee Reports: (CONTINUED TO OCTOBER 25, 2021)
Cultural Arts Plan:
Highest Needs Neighborhoods
Parks Master Plan:
The above item was continued to October 25, 2021
7.Members Reports and Comments
Commissioner Singh expressed his concerns with the WRT flyer, stating the Punjabi
translation was incorrect.
Commissioner Oputa spoke regarding the subcommittees reports and recommended
the commissioners have the ability to discuss as a full commission when reporting out.
Commissioner Barraza invited the Commissioners to attend the Latino Fiesta
Community event on Friday October 22, 2021
8.City Administration and PARCS Staff Reports and Comments
Upon call, there were no reports and comments.
9.Unscheduled Communication
Members of the public may address the Commission regarding items that are not listed
on the agenda and within the subject matter jurisdiction of the Commission. Each
person will have up to three (3) minutes to present.
Upon call, the following members of the public address the commission: Brandi Villegas
and Baldev Birk.
10.Workshops:
There were no workshop matters

12A ID 2123605 HEARING – Community Hearing by WRT Regarding Highest Needs
Definition (WRT)
Sponsors:Parks, After School and Recreation, and Community Services
Department
The above hearing was introduced to the Commission by WRT Consultant
John Gibbs, and Cristina Bejarano.
Commissioners expressed their concerns with not being able to participate in
the polling questions for those who attended the meeting in person and the lack
of community participation. They recommended the presentation be redone at
the next Commission meeting on Monday, October 25, 2021 to include more
outreach, translation services, a clearer presentation for members of the public
to understand. Commissioners recommended Councilmembers and/or their
staff attend the future meetings to provide their input to the Commission. The
Commissioners directed staff to provide hard copies of the polling questions
for those who are participating in person and that the polling questions be
provided to the community in advance of the meeting.
