Chair McCoy called the meeting to order at 5:30 P.M. Commissioner Miller and Vice
Chair Dohlin were absent during roll call and joined the meeting at 5:33 P.M.

5.Approval of Minutes
5A ID 2123503 Approval of Minutes for September 13, 2021 and September 20,
2021
On motion of Commissioner Vang, seconded by Commissioner
Cummings, the above item be Approved. The motion carried by the
following vote:
Aye: Cummings, Parkes, Vang, Leon Barraza, Miller, Singh, McCoy, Oputa
Absent: Dohlin
Status: 8 – 0 – Pass
6.Members Reports and Comments
Commissioner Oputa requested the commission be cognoscente in finding a balance
with the commissions responsibilities and to not move quicky.
Vice Chair Dohlin addressed his concerns with community funding recommendations
and suggested having a meeting with all community groups to hear them at once and
make funding recommendations at that time instead of having them on the agenda
throughout this fiscal year.
7.New Matters and Workshops
7A ID 2123518 WORKSHOP ‐‐ Kickoff Presentation by WRT Regarding Scope of Work
and Deliverables (WRT)
The above workshop was presented to the Commission by John Gibbs and
Peter Winch, WRT.

7B ID 2123441 DISCUSSION ITEM Proposed Process for Receiving Public Input
(PARCS)
The above item was introduced to the Commission by Project Administrator
Ramirez, PARCs Department.
Commissioner Oputa requested that when the time comes for the community
groups to present to the commission, that they are given enough time for each
group and not narrow it down to a specific time.
Commissioner Barraza requested there be a policy and procedure when
addressing funding opportunities.

7C ID 2123508 CONTINUED HEARING Regarding the expenditure of Measure P
money for use of interpreters for Commission meetings (City Administration)
The above item was introduced to the Commission by Assistant City Manager
Kanne, Office of the Mayor and City Manager.
Upon call, there was no public comment.
Upon consensus of the commission, it was directed to staff to start the RFP
process on interpreters for future meetings and it was requested that the next
meeting on Monday, October 18, 2021 there be interpreters present.
