Chair McCoy called the meeting to order at 5:32 P.M.

4.Approve of Agenda
Senior Deputy City Clerk Martinez announced the following changes to the agenda: The
approval of the minutes for September 13, 2021 were continued to October 4, 2021.
On motion of Vice Chair Dohlin, seconded by Commissioner Leon Barraza, the
above item be Adopted as Amended. The motion carried by the following vote:
Aye: Dohlin, Cummings, Parkes, Vang, Leon Barraza, Miller, Singh, McCoy, Oputa
Status: 9 – 0 – Pass
5.Approval of Minutes
5A ID 2123430 Approval of Minutes for September 13, 2021 Regular Meeting
The above minutes were continued to October 4, 2021.
6.Members Reports and Comments
Commissioner Parkes requested staff to provide the commission with the parks’ tours schedule. Director
Miller responded the new schedule will be sent out on Monday.
Commissioner Singh spoke regarding his park tour and what he learned about park’s infrastructure.
7.Hearings:
7A ID 2123427 ACTION ITEM: Hearing to discuss expenditure of Measure P
money for use of interpreters for Commission meetings (City Administration)
The above item was introduced to Council by Assistant City Manager Kanne,
Office of the Mayor & City Manager.
Commissioner Barraza asked why the rates for Spanish interpreters were less
than the Hmong and Punjabi translators.
Commissioner Oputa recommended to have interpreters available at each
meeting.
Commissioner Singh asked if the video can be translated into different
languages.
Commissioner Vang spoke regarding her experience with interpreters and
supports having the availability of interpretations services for each meeting.
Commissioner Parks asked if the agendas could be translated and if other
commissions are providing translation services.
Commissioner Cummings agreed and recommended there be interpreters at
each meeting.
Chair McCoy agreed with the recommendation and stated it will help bring
more public participation.
Commissioner Barraza requested information be provided to the Commission
regarding empirical data regarding availability interpretation services and
public participation and if having interpreters will encourage public
participation.
On motion of Chair McCoy, seconded by Commissioner Vang, the above
item be approved to recommend the meetings include interpreters. The
motion carried by the following vote:
