1.Call to Order
Chair McCoy called the meeting to order at 5:30 P.M.

Chair McCoy called the meeting to order at 5:31 P.M. Commissioner Oputa was absent.
3.Pledge of Allegiance
4.Approve of Agenda
Interim City Clerk announced the unscheduled communication was for informational
purposes only and that there was a correct to the item to read “49acres.”
On motion of Vice Chair Dohlin, seconded by Commissioner Cummings, the
above item be approved as amended. The motion carried by the following vote:
Aye: Dohlin, Cummings, Parkes, Vang, Leon Barraza, Miller, McCoy, Oputa
Absent: Singh
Status: 8 – 0 – Pass
5.Approval of Minutes
5A ID 2123317 Approval of minutes for August 16, 2021
On motion of Commissioner Parkes, seconded by Vice Chair Dohlin, the above
item be Approved. The motion carried by the following vote:
Aye: Dohlin, Cummings, Parkes, Vang, Leon Barraza, Miller, McCoy
Abstain: Oputa
Absent: Singh
Status: 7 – 0 – Pass
6.Members Reports and Comments
Commissioner Parkes acknowledged Mr. Leal and members of the community for
providing information on the 49acres soccer complex.
Commissioner Barraza expressed his appreciation for members of the north Fresno
Community Church for volunteering in the cleanup at 2155 South Beach Avenue.
Commissioner Oputa apologize for not attending the previous meeting.
Commissioner Vang reported out on the first Arts and Culture Committee meeting on
September 13, 2021.
Assistant City Manager Kanne agreed with Commissioner Vang regarding the Ad Hoc
Subcommittees making a report monthly and recommended Chair McCoy, City
Attorney’s Office, City Clerk, and Assistant City Manager Kanne hold an agenda
meeting weekly.
Chair McCoy reported she will be sending a doddle to meet regarding the Highest
Needs Assessment.
7.New Matters and Workshops
7A ID 2123316 Presentation by Civic Education Center regarding teen programs in
Community Centers in Fresno.
The above presentation was presented to the Commission by John Minkler
and Dr. Stephen Morris with Civic Education Center.

7B ID 2123319 Discussion regarding City Adoption of guidelines for competitive
Measure P grant programs
The above item was introduced to the Commission by Commissioner Barraza.
Commissioner Barraza requested a timetable be provided to the
commissioners at the next meeting to incorporation all the steps that are
coming up and taking into consideration that there will be actions take by the
commission and the timely development of the policies.
8.Unscheduled Communication
8A ID 2123400 Public comment received regarding the Southeast Fresno 49acre
soccer complex.
Upon call, there was no public comment.
