Commissioner Parkes requested item 8A File ID 212296002 Workshop #2
Agreement between City and Wallace, Roberts and Todd, LLC (WRT);recommend WRT
provide professional services for planning, urban design, and development of parks and
open space to update the City’s existing Parks Master Plan be listed as a hearing.
Deputy City Attorney III Costa responded that the commission does not have the
authority to take action on the item because the funds were already budgeted in the past
budget and there is no change in the allocation.
Commissioner Barraza suggested a workshop on roles and responsibilities as outlined
in the ordinance.
On motion of Commissioner Vang, seconded by Vice Chair Dohlin, the above item
be approved as amended. The motion carried by the following vote:
Aye: Dohlin, Cummings, Vang, Leon Barraza, Singh, McCoy, Oputa
No: Parkes
Absent: Miller
Status: 7 – 1 – Pass
5.Approval of Minutes
5A ID 2123093 Approval of Minutes for July 12, 2021 and July 19, 2021
Commissioner Oputa recommended the July 19, 2021 minutes be amended to
reflect Commissioner Barraza was absent due to technical difficulties for File
ID 2123073 – Hearing – Approval of the Parks, Recreation and Arts
Commission meeting schedule through the end of 2021.
On motion of Vice Chair Dohlin, seconded by Commissioner Singh, the above
item be approved for the July 12, 2021 Minutes. The motion carried by the
following vote:
Aye: Dohlin, Cummings, Parkes, Vang, Leon Barraza, Singh, McCoy, Oputa
Status: 8 – 0 – Pass
On motion of Commissioner Singh, seconded by Commissioner Oputa, the above
item be approved as amended for the July 19, 2021 Minutes. The motion carried
by the following vote:
Aye: Dohlin, Cummings, Parkes, Vang, Leon Barraza, Singh, McCoy, Oputa
Absent: Miller

6.Members Reports and Comments
Commissioner Oputa recommended that a workshop on roles and responsibilities as
outlined in the ordinance be placed on the next agenda.
Vice Chair Dohlin asked about the parks tour schedule and if dates and times could be
resent.
Commissioner Vang congratulated Olympic Gold Medalist, Suni Lee.
Chair McCoy spoke regarding receiving direction from the City staff on adding items on
the agenda regarding allocation of funding from Measure P. City Manager Esqueda
responded that he will send out the Measure P Proposal form to the Commissioners.

and Todd, LLC (WRT); recommend WRT provide professional services for
planning, urban design, and development of parks and open space to update the
City’s existing Parks Master Plan.
The item was introduced to Council by City Manager Esqueda, Office of the
Mayor and City Mangers Office
Commissioner Parkes asked if there was a conflict of interest with Chair McCoy
regarding Building Healthy Communities (BHC). She asked about the timeline
of the scope of work, what the allocation of the contract was, and what the two
phases of work will look like. Director Miller responded. Commissioner Parkes
asked if the funding source would be from Measure P or the General Fund. City
Manager Esqueda responded.
Commissioner Barraza asked about the allocation for the outreach. City
Manager Esqueda responded.
