Chair McCoy called the meeting to order at 5:32 P.M.

Interim City Clerk Parra announced the following changes to the agenda:
5A File ID 2123013 – Approval of Minutes for July 12, 2021 was continued to August 2,
2021 by the City Clerk’s Office.
7C File ID 212296001 – Hearing #2 – Agreement between City and Wallace, Roberts
and Todd, LLC (WRT); recommend WRT provide professional services for planning,
urban design, and development of parks and open space to update the City’s existing
Parks Master Plan was corrected to be a “Workshop” and not a “Hearing”.
Chair McCoy requested the Unscheduled Communications be moved up and placed
after Members Reports and Comments.
On motion of Vice Chair Dohlin, seconded by Commissioner Cummings, the
above item be approved as amended. The motion carried by the following vote:
Aye: Dohlin, Cummings, Parkes, Leon Barraza, Miller, Singh, McCoy, Oputa
Absent: Vang
Status: 8 – 0 – Pass

The above item was continued to August 2, 2021
6.Members Reports and Comments
Commissioner Parkes spoke regarding the bylaws for the Commission and stated the
individuals reporting out the Commission’s recommendations to City Council should be
the Parks Directors, the Chair person of the Commission, or a designee. She wanted to
ensure the Commission’s recommendation and concerns are being addressed to City
Council properly.
Commissioner Oputa stated she will be laving the meeting at 7:30 P.M.
7.New Matters and Workshops
7A ID 2123011 Workshop Final Fiscal Year 2021/2022 PARCS Budget as
approved by Council
The workshop was presented to Council by Budget Manager Fierro, Office of
the Mayor and City Manager.
7B ID 2123012 Workshop Final Fiscal Year 2021/2022 Measure P appropriations
for all of the “buckets” and how the appropriations match the percentage
requirements outlined in the ordinance
The workshop was presented to Council by Budget Manager Fierro, Office of
the Mayor and City Manager.
7C ID 212296001 Hearing #2– Agreement between City and Wallace, Roberts
and Todd, LLC (WRT); recommend WRT provide professional services for
planning, urban design, and development of parks and open space to update the
City’s existing Parks Master Plan.
The item was originally noticed as a Hearing but should have been a
Workshop. The commission will not be taking any action on the above item.
The workshop was presented to Council by Director Mozier, Public Works
Department, John Gibbs, Representative of Wallace, Roberts and Todd, LLC
(WRT).
Commissioner Barraza asked Deputy City Attorney III Costa, if Chair McCoy
has a conflict of Interest to the above item regarding Building Healthy
Communities. Deputy City Attorney III Costa, responded that the item is a
workshop and no action or recommendation will be brought before Council and
therefore no Conflict of Interest at this time.
Commissioner Parkes asked Representative Gibbs if there was a potential
funding allocation to Building Healthy Communities as a result of the contract.
Mr. Gibbs replied yes. Commissioner Parkes asked why the above item was a
workshop and not an action item and if it will be moving forward to Council.
Deputy City Attorney III Costa responded, the money is already allocated for
Fiscal Year 2021/2022.
Commissioner Barraza asked if there was a conflict on the action that was
taken by the Commissioners at the last meeting held on July 12, 2021 to
recommend the City Council remove the WRT contract item from the City
Council Agenda. Deputy City Attorney III Costa responded there was no conflict
to the recommendation to Council last week as it was a recommendation to
remove an item from the agenda and no action was taken on the contract
because the funding is already funded there is no conflict of interest on the
committee.
7D ID 2123072 Hearing – Commission ad hoc subcommittees, assignments and/or
appointments
The above item was introduced to the Commission by Chair McCoy.
Chair McCoy recommended the following ad hoc subcommittees be formed to
implement the tasks required by Measure P.
1. Working with the Arts Council to come up with the Cultural Arts Plan.
2. Working with the City to update the Master Parks Plan
3. Coming up with the definition of the highest needs neighborhoods
Deputy City Attorney III Costa reminded the Commission the ad hoc
subcommittee be limited to four or less Commissioners at a time in order to
comply with the Brown Act.
Commissioner Singh motioned to continue the matter to August 2, 2021 until
all Commissioners are present. There was no second to the motion. The
motion FAILED for lack of second.
Commissioner Barraza motioned to proceed with the formation of the ad hoc
subcommittees with further discussion on who will join the ad hoc
subcommittee and to have the flexibility to add or modify along the way
depending on the projects and challenges. There was no second to the motion.
The motion FAILED for lack of second.
APPROVED
On motion of Commissioner Parkes, seconded by Commissioner
Cummings, the above item be Approved. The motion carried by the
following vote:

subcommittee be limited to four or less Commissioners at a time in order to
comply with the Brown Act.
Commissioner Singh motioned to continue the matter to August 2, 2021 until
all Commissioners are present. There was no second to the motion. The
motion FAILED for lack of second.
Commissioner Barraza motioned to proceed with the formation of the ad hoc
subcommittees with further discussion on who will join the ad hoc
subcommittee and to have the flexibility to add or modify along the way
depending on the projects and challenges. There was no second to the motion.
