5.Approval of Minutes
5A ID 2122855 Approval of Minutes for June 21, 2021
On motion of Commissioner Parkes, seconded by Vice Chair Dohlin, the
above item be Approved. The motion carried by the following vote:

6.Members Reports and Comments
Commission Parkes made comments regarding the need for the Commission to fulfil
their obligations as outlined in the Measure P Ordinance to address the parks and
neighborhoods with the most needs.
Commissioner Barraza made comments regarding a procedural matter related to
backup material being provided to the Commission in a timely matter.
Commissioner Vang asked for clarification regarding the best practice in addressing the
media, who the Commissioners should be contacting regarding the agenda, the best
practice link, or media requests. Commissioner Cummings concurred.
7.New Matters and Workshops
7A ID 2122957 Workshop – Status of in progress projects funded by Measure P
funds.
The above workshop was presented to the Commission by Director Miller,
PARCs Department.
Commissioners recommended the Community Center be diverse in culture
and outreach, and to ensure the community centers are inclusive and have
easy access for the underserved families. Commissioners requested staff to
provide more information on the recently allocated $250,000 to PARCs and if
that include administrative cost.
7B ID 2122958 Workshop – Parks Tour Schedule for Commission Members
The workshop was presented to the Commission by Director Miller, PARCS
Department.
Commissioners requested staff to provide a map of all the parks in the City of
Fresno and staff will send out a schedule to all Commissioners to sign up to the
parks tour.
7C ID 2122959 Workshop – Presentation of the CalEnviroScreen 3.0,
Neighborhoods of Concentrated Poverty, and overlay of the location of proposed
Measure P spending on existing and new parks projects.
The workshop was presented to the Commission by City Manager Esqueda,
City Manager’s Office.
7D ID 2122960 Hearing – Agreement between City and Wallace, Roberts and
Todd, LLC (WRT); recommend WRT provide professional services for planning,
urban design, and development of parks and open space to update the City’s
existing Parks Master Plan.
The above item was introduced to Council by Director Mozier, Public Works
Department.
Upon call, the following members of the public addressed Council: Sharon
Weaver and John Leal.
Commissioner Parkes motioned to recommend to Council to remove File ID
2122975 (1Y) – approve an agreement with Wallace, Roberts and Todd, Inc.,
in the amount of $552,090 with a $50,000 contingency for Planning Services
related to Measure P Implementation, including an update of the Parks Master
Plan from the City Council agenda and bring the item to the Commission for
discussion and recommendation before City Council approval. Commissioner
Cummings seconded the motion. Motion PASSED 81, Chair McCoy voted
no.
On motion of Commissioner Parkes, seconded by Commissioner
Cummings, the above item be continued to July 19, 2021. The motion
carried by the following vote:
Aye: Dohlin, Cummings, Parkes, Vang, Leon Barraza, Miller, Singh, Oputa
No: McCoy

7E ID 2122961 Hearing – Agreement between the City and the Fresno Arts
Council; recommend Fresno Arts Council serve as a Community Arts Consultant,
and conduct a Request for Qualifications to select a consultant to research and
develop a Cultural Arts Plan.
The above item was introduced to Council by City Manager Esqueda, City
Manager’s Office and Lilia Chavez with the Arts Council.
Upon call, there was no public comment.

Barraza, the above item be Approved. The motion carried by the following

7F ID 2122854 Hearing – to consider adopting a guiding principle or statement
regarding the role that water infrastructure, water management, and water
conservation play in Commission recommendations on Measure P expenditures.
The above item was introduced to the Commission by Commissioner
Cummings.
Upon call, the following member of the public addressed the Commission:
John Shelton and Laura Gromis.
Commissioner Barraza pointed out that there is a reference in the ordinance
that stated “shall attempt to provide multiple benefits including water
conservation, air quality improvements, climate pollution reductions, habitat
protections, and community health improvements that result reduced health
burdens.”
Deputy City Attorney Costa stated that the Commission could not adopt a
change in the ordinance but can recommend for consideration to the City
Council for approval.
APPROVED

Parkes, the above item be Approved as recommended. The motion
carried by the following vote:

Commissioner Cummings concurred. 7.New Matters and Workshops7A ID 2122957 Workshop – Status of in progress projects funded by Measure Pfunds.The above workshop was presented to the Commission by Director Miller,PARCs Department.Commissioners recommended the Community Center be diverse in cultureand outreach, and to ensure the community centers are inclusive and haveeasy access for the underserved families. Commissioners requested staff toprovide more information on the recently allocated $250,000 to PARCs and ifthat include administrative cost.7B ID 2122958 Workshop – Parks Tour Schedule for Commission MembersThe workshop was presented to the Commission by Director Miller, PARCSDepartment.Commissioners requested staff to provide a map of all the parks in the City ofFresno and staff will send out a schedule to all Commissioners to sign up to theparks tour. 7C ID 2122959 Workshop – Presentation of the CalEnviroScreen 3.0,Neighborhoods of Concentrated Poverty, and overlay of the location of proposedMeasure P spending on existing and new parks projects.The workshop was presented to the Commission by City Manager Esqueda,City Manager’s Office.7D ID 2122960 Hearing – Agreement between City and Wallace, Roberts andTodd, LLC (WRT); recommend WRT provide professional services for planning,urban design, and development of parks and open space to update the City’sexisting Parks Master Plan.The above item was introduced to Council by Director Mozier, Public WorksDepartment. Upon call, the following members of the public addressed Council: SharonWeaver and John Leal.Commissioner Parkes motioned to recommend to Council to remove File ID2122975 (1Y) – approve an agreement with Wallace, Roberts and Todd, Inc.,in the amount of $552,090 with a $50,000 contingency for Planning Servicesrelated to Measure P Implementation, including an update of the Parks MasterPlan from the City Council agenda and bring the item to the Commission fordiscussion and recommendation before City Council approval. regarding the role that water infrastructure, water management, and water
conservation play in Commission recommendations on Measure P expenditures.

John Shelton and Laura Gromis.
Commissioner Barraza pointed out that there is a reference in the ordinance
that stated “shall attempt to provide multiple benefits including water
conservation, air quality improvements, climate pollution reductions, habitat
protections, and community health improvements that result reduced health
burdens.”
Deputy City Attorney Costa stated that the Commission could not adopt a
change in the ordinance but can recommend for consideration to the City
Council for approval.

On motion of Commissioner Leon Barraza, seconded by Commissioner
Parkes, the above item be Approved as recommended. The motion
carried by the following vote:
