Chair McCoy called the meeting to order at 5:35 P.M.
2.Roll Call
Commissioner Oputa and Commissioner Singh were absent during roll call and joined
the meeting at 5:40 P.M.

4.Approve of Agenda
On motion of Vice Chair Dohlin, seconded by Commissioner Vang, the above item
be Adopted as Amended. The motion carried by the following vote:
Aye: Dohlin, Cummings, Parkes, Vang, Leon Barraza, Miller, McCoy
Abstain: Singh, Oputa
Status: 7 – 0 – Pass
Interim City Clerk Parra announced the following changes to the Agenda: File ID 21
22775 (7D) – PARCS Budget Presentation by the Measure P Subcommittee was
removed from the agenda by the Measure P Subcommittee.

On motion of Commissioner Parkes, seconded by Vice Chair Dohlin, the
above item be Approved. The motion carried by the following vote:

Budget Process
The above workshop was presented to the Commissioners by Deputy City
AttorneyIII Costa, City Attorney’s Office.
7C ID 2122762 Workshop PARCS Projects: Bulldog & 6th and Pilibos Park
Improvements
The workshop was presented to the Commissioners by Director Miller, PARCS
Department.
7D ID 2122775 PARCS Budget Presentation by the Measure P Subcommittee
The above item was removed from the agenda by the Measure P Subcommittee.
7E ID 2122755 HEARING #2 – Regarding proposed PARCS Department Budget
and Capital Improvement Plans and Proposed 20212022 Fresno Clean and Safe
Neighborhood Parks Tax Expenditure Plan and Commission recommendation to
City Council.
The above item was introduced to Council by City Manager Esqueda, Office of
Mayor & City Manager’s Office.
Upon call, the following members of the public addressed Council: Gabriel
Lozano, Patricia Briwn, Pedro Navarro Cruz, and Sue Farmer.
Commissioner Oputa motioned that the commission recommend to the City
Council that there be a pause on allocating any Measure P funds and are allowed
time to do the necessary research, planning, and put in place the items that have
been mentioned, and that are in the ordinance so that the commission can make
some recommendation in good faith for the city and the residents of Fresno; while
putting a pause on allocating any funds of Measure P, would also like to create
the equity plan and be able to review the active transportation plan so they can
allocate the funds properly to the highest needs neighborhoods. Chair McCoy
seconded the motion. The motion FAILED 63, Commissioner Parkes, Leon
Barraza, Cummings, Miller, Vang, and Vice Chair Dohlin, voted no.
The Commission recessed at 8:47 P.M. and returned at 8:51 P.M.
Commissioner Miller motioned to recommend supporting City Council’s budget
proposal as submitted and recommend that all the steps expedited before the
end of the Fiscal Year. Commissioner LeonBarraza seconded the motion. The
motion PASSED 81, Chair McCoy voted no.
8.Unscheduled Communication
Upon call, the following members of public addressed Council: Sandra Celedon and
Lilia Gonzales Chavez.
