THE FRESNO PARKS, RECREATION, AND ARTS COMMISSION WELCOMES YOU TO
CITY COUNCIL CHAMBER, LOCATED IN CITY HALL, 2ND FLOOR, 2600 FRESNO
STREET, FRESNO, CALIFORNIA 93721.
PUBLIC PARTICIPATION – Public participation during Commission meetings is always
encouraged and can occur in one of the two following ways:
1) Participate In Person: Council Chambers, City Hall, 2nd Floor, 2600 Fresno Street,
Fresno, CA 93721
a) To speak during a Commission meeting in person: fill out a speaker card
(available in the Council Chamber) and place it in the speaker card collection
basket at the front of the Council Chamber. You may also approach the speaker
podium upon the Commission Chair’s call for public comment.
2) Participate Remotely via Zoom: https://www.fresno.gov/prac-meeting
a) The above link will allow you to register in advance for remote participation in
the meeting via the Zoom platform. After registering, you will receive a
confirmation email containing additional details about joining the meeting.
b) To speak during a Commission meeting while attending remotely: while in the
Zoom application, click on the icon labeled “Participants” at the bottom of the
screen. Then select “RaiseHand” at the bottom of the Participants window. Your
digital hand will now be raised. You will be asked to “unmute” when your name is
called to speak. You will not be visible via video and there will be no opportunity to
share your screen.
All public speakers will have up to 3 minutes to address the Commission pursuant to Rule
No. 10 of the Rules of Procedure for the City Council of the City of Fresno (available in the
City Clerk’s Office).
SUBMIT DOCUMENTS / WRITTEN COMMENTS - Pursuant to Rule 11 (c) of the Rules of
Procedure, no documents shall be accepted for Commission review unless submitted to the
City Clerk at least 24 hours prior to the Commission Agenda item be heard. Documents /
written comments related to an agenda item can be submitted by one of the following
methods:
1) eComment – eComment allows the public to submit agenda related comments
through a website prior to the meeting. Submitted comments are limited to 1440
characters and will be a part of the official record.

The Parks, Recreation and Arts Commission (PRAC) met in regular session in the
Council Chamber at Fresno City Hall on the date and time above written.

6-A. Cultural Arts Plan:
Commissioner Ward reported members of the public are requesting printed
copies of the Cultural Arts Plan and the committee recommends they be
printed and available for the requestors; announced an open call for
panelists to review art grant applications and encouraged the public to
contact the Fresno Arts Council and apply to be on a panel; announced the
Fresno Arts Council's general grant workshops, and the current grant
application period.

There was no update from the Parks Master Plan.

COMMISSIONER BARRAZA REPORTS AND COMMENTS: was pleased to
see the park rangers wearing the new uniforms; acknowledged city staff and
the Police Chief for being accommodating and listening to the commission;
acknowledged the progress of the PARCS department informing residents of
information of the PARCS programs.
COMMISSIONER KUCHARSKI REPORTS AND COMMENTS: happy to be
the connecting point with the national parks and the resource conservation
district.
COMMISSIONER SOTO REPORTS AND COMMENTS: expressed interest
in being part of a sub-committee; attended the Maxi Parks community input
session meeting; expressed community concerns about the timeliness of the
notification, and possible barriers in participation and suggested future
notifications sent out in a timely manor.
8. City Administration and PARCS Staff Reports and Comments
PARCS DIRECTOR AGUIRRE REPORTS AND COMMENTS: announced
several past and future community meetings; announced the final design
meeting for the senior activities center at the senior outreach headquarters;
acknowledged PARCS staff; announced several community meetings at
various parks; announced the annual master fee schedule for the youth fee
was approved by council and updated; announced the Quigley Park rehab
project.
9. Unscheduled Communication: Members of the public may address the
Commission regarding items that are not listed on the agenda and within the subject
matter jurisdiction of the Commission. Each person will have up to three (3) minutes
to present.
Upon call, Lisa Flores addressed the Commission. There were no other
comments from the public.

The above hearing began at 5:52 P.M.
Upon call, Lisa Flores addressed the commission. There were no other
comments from the public.
Commission discussion included: nonprofits involved in the arts process;
the Fresno Arts Council's fiscal sponsor process; interest from organizations
outside the city; the FAQ on the Fresno Arts Council website.
The above hearing ended at 5:56 P.M.
12.-B.ID 24-284 Hearing to establish the San Joaquin River Conservancy Parkway
Committee, a subcommittee of the Parks, Recreation and Arts
Commission, and define committee roles, responsibilities, and
membership (Chairperson McCoy).
The above hearing began at 5:56 P.M.
Upon call, Sarah Parks addressed the commission. There were no other
comments from the public.
Commission discussion included: reviewing the resolution before voting;
visiting the parkway, creating the committee; brown act requirements
regarding the new committee; who introduced the agenda item; defining the
concept of the committee; obtaining a map of the conservancy area.
The above hearing ended at 6:11 P.M.
On motion of Chair McCoy, seconded by Vice Chair Dohlin, that the
above Action Item be TABELED to the March 18, 2024 meeting. The

11.25% of overall Measure P Revenue
•47% for acquisition, development, improvement, restoration, operations,
maintenance or rehabilitation projects including:
•Trail development as identified in the Active Transportation Plan (ATP)
•Urban greening along designated trails in the ATP
•Planning , designing, engineering, and permitting activities
•No more than 20% of the funds shall be made available for operations and
maintenance of trails
•No less than 25% of the funds shall be prioritized for Class I and Class IV pedestrian
and bicycle pathways along the “Priority Network” as identified in the ATP

RESOLUTION NO. ____________
A RESOLUTION OF THE CITY OF FRESNO, CALIFORNIA,
PARKS, RECREATION AND ARTS COMMISSION TO
CREATE THE HIGHEST NEEDS NEIGHBORHOODS
SUBCOMMITTEE
WHEREAS, the Parks, Recreation and Arts Commission (Commission) was
established pursuant to Fresno Municipal Code Chapter 7, Article 15, the “Fresno Clean
and Safe Neighborhood Parks Tax Ordinance” (the Ordinance); and
WHEREAS, the general purpose of the Commission is to provide fiscal
accountability and citizen oversight relating to the development of parks within the City of
Fresno; and
WHEREAS, the Commission shall review and make recommendations to the City
Council regarding the expenditure of the Clean and Safe Neighborhood Parks Account;
and
WHEREAS, the City, in conjunction with the Commission, shall adopt a new
definition of highest-needs neighborhoods, after conducting a public process, every three
years; and
WHEREAS, the Commission now desires to create an ad hoc subcommittee for
the purpose of updating the highest needs neighborhoods definition as created by the
Ordinance and Commission Bylaws.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Fresno as
follows:
1. The Highest Needs Neighborhoods Subcommittee of the Parks, Recreation

5. The Subcommittee shall dissolve upon adoption of the City of Fresno 2024
Highest Needs Neighborhood definition.

b. The Chairperson shall appoint the other member(s).
c. Term of Office. Members serve at the pleasure of the Chair.
d. Membership revisions will be effective upon filing a new
Organizational Form.
7. This resolution shall be effective upon final approval.

ORGANIZATIONAL FORM FOR CITY OF FRESNO
BOARDS, COMMISSIONS, COMMITTEES, AND SIMILAR BODIES
An Organizational Form shall be completed and filed with the City Clerk's Office when the
City Council, Mayor, individual Councilmember, or other legislative body creates a City
board, commission, committee, or similar body ("body"). The City Clerk shall complete
the form when the body is created by Council action. If the body is created by the Mayor,
an individual Councilmember, or legislative body other than the City Council, the Mayor,
Councilmember, or staff assisting the legislative body is responsible for ensuring the
Organizational Form is completed and filed with the City Clerk.

individual Councilmember, are not subject to the Brown Act. The ad hoc committee
exception to the Brown Act is rooted in a presumption that the committee will report
to the parent body in a forum allowing public input.
