PUBLIC PARTICIPATION – Public participation during Commission meetings is always encouraged and can occur in one of the two following ways: 1) Participate In Person: Council Chambers, City Hall, 2nd Floor, 2600 Fresno Street, Fresno, CA 93721 a) To speak during a Commission meeting in person: fill out a speaker card (available in the Council Chamber) and place it in the speaker card collection basket at the front of the Council Chamber. You may also approach the speaker podium upon the Commission Chair’s call for public comment. 2) Participate Remotely via Zoom: https://fresno-gov.zoom.us/webinar/register/WN_RgpeIcaHTseJtHAuXn5aNw a) The above link will allow you to register in advance for remote participation in the meeting via the Zoom platform. After registering, you will receive a confirmation email containing additional details about joining the meeting. b) To speak during a Commission meeting while attending remotely: while in the Zoom application, click on the icon labeled “Participants” at the bottom of the screen. Then select “RaiseHand” at the bottom of the Participants window. Your digital hand will now be raised. You will be asked to “unmute” when your name is called to speak. You will not be visible via video and there will be no opportunity to share your screen. All public speakers will have up to 3 minutes to address the Commission pursuant to Rule No. 10 of the Rules of Procedure for the City Council of the City of Fresno (available in the City Clerk’s Office). SUBMIT DOCUMENTS / WRITTEN COMMENTS - Pursuant to Rule 11 (c) of the Rules of Procedure, no documents shall be accepted for Commission review unless submitted to the City Clerk at least 24 hours prior to the Commission Agenda item be heard. Documents / written comments related to an agenda item can be submitted by one of the following methods: 1) eComment – eComment allows the public to submit agenda related comments through a website prior to the meeting. Submitted comments are limited to 1440 characters and will be a part of the official record. Commission meetings will only be paused to address verifiable technical difficulties for all users participating via Zoom or in the Council Chamber. The City of Fresno’s goal is to comply with the Americans with Disabilities Act (ADA). Anyone requiring reasonable ADA accommodations, including sign language interpreters, or other reasonable accommodations such as language translation, should contact the office of the City Clerk at (559) 621-7650 or clerk@fresno.gov. Call to Order Chair McCoy called the meeting to order at 5:39 P.M. 2. 5:30 P.M. Parks Master Plan: There was no update from the Parks Master Plan. 7. Members Reports and Comments COMMISSIONER SINGH REPORTS AND COMMENTS: invited the community to the block party at Jaswant Singh Khalra park. CHAIR MCCOY REPORTS AND COMMENTS: expressed gratitude to the PARCS Department for the Halloween activities throughout city parks. 8. City Administration and PARCS Staff Reports and Comments PARCS DIRECTOR AGUIRRE REPORTS AND COMMENTS: announced the PARCS Department held several events; thanked Maxie Parks and the City of Fresno ***Subject to Mayoral Veto Page 2 November 6, 2023Parks, Recreation, and Arts Commission Meeting Minutes CBO West Fresno Family Resource for their partnership; reminded the commission the City Council approved a professional services agreement for engineering and architectural for the West Fresno Community Center rehab planning project for four community centers, and announced the start of the senior outreach phase two and invited community to join. 9. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. Upon call, Sarah Parkes addressed the Commission. There were no other comments from the public. 10. Workshops: 10.-A.ID 23-1615 Workshop- Overview of FY 2024 Landscape, Trails, Beautification, & San Joaquin River Parkway to inform the FY 2025 budget. The Public Utilities/Beautify Fresno Department, and Public Works Departments presented the workshop. Commission discussion included: Dumping fees for trash cleanup; Beautify Fresno's impact on the reduction of trash on the streets; number of people involved in the program; neighborhoods the trash cleanup's were in; the online environmental education curriculum; fleet services; Measure "P" funding for Beautify Fresno; irrigation system vandalism; an urban forester for the city; number of certified arborists working for the city; the visionary for the implementation of new trees for the city; park maintenance budget; landscape design and conservation; Measure "P" investment into the San Joaquin River Parkway Project; general fund and Measure "P" funds spent; beautification around the West Fresno Community College area, and plans to repave Jensen Ave. 11. The above hearing began at 6:51 P.M. The PARCS department presented the hearing Upon call, no members of the public addressed the Commission. Commission discussion included: funding for nonprofits and community organizations. On Motion of Commissioner Cummings to APPROVE two million dollars ($2,000,000) for non profits and other community organizations who provide after school recreation and community services and workforce development programming through our parks system so they may apply for Measure "P" grant support, seconded by Commissioner Singh, the motion carried by the following vote: Ayes: 6 - Chair McCoy, Vice Chair Dohlin, Commissioner Cummings, Commissioner Miller, Commissioner Singh, Commissioner Kucharski, and Commissioner Ward Absent: 1- Commissioner Barraza On Motion of Commissioner Cummings to APPROVE Public Works to be allocated two hundred thousand dollars ($200,000) to establish a new Urban Forester Position, seconded by Chair McCoy, the motion carried by the following vote: Ayes: 6 - Chair McCoy, Vice Chair Dohlin, Commissioner Cummings, Commissioner Miller, Commissioner Singh, Commissioner Kucharski, and City of Fresno ***Subject to Mayoral Veto Page 4 November 6, 2023Parks, Recreation, and Arts Commission Meeting Minutes Commissioner Ward Absent: 1- Commissioner Barraza On Motion of Commissioner Ward to APPROVE fifty thousand dollars ($50,000) for translating Measure "P" information into other languages, seconded by Commissioner Singh, the motion carried by the following vote: Ayes: 6 - Chair McCoy, Vice Chair Dohlin, Commissioner Cummings, Commissioner Miller, Commissioner Singh, Commissioner Kucharski, and Commissioner Ward Absent: 1- Commissioner Barraza The above hearing ended at 7:04 P.M. 12.-B.ID 23-1617 Hearing - Receive public input on allocations related to Measure P, updates to the Parks Master Plan and Cultural Arts Plan, and annual PARCS Department Budget and Capital Improvement Plans.
