PUBLIC PARTICIPATION – Public participation during Commission meetings is always encouraged and can occur in one of the two following ways: 1) Participate In Person: Council Chambers, City Hall, 2nd Floor, 2600 Fresno Street, Fresno, CA 93721 a) To speak during a Commission meeting in person: fill out a speaker card (available in the Council Chamber) and place it in the speaker card collection basket at the front of the Council Chamber. You may also approach the speaker podium upon the Commission Chair’s call for public comment. 2) Participate Remotely via Zoom: https://fresno-gov.zoom.us/webinar/register/WN_d4BZsP7UTquaTlU5-PjVRA a) The above link will allow you to register in advance for remote participation in the meeting via the Zoom platform. After registering, you will receive a confirmation email containing additional details about joining the meeting. b) To speak during a Commission meeting while attending remotely: while in the Zoom application, click on the icon labeled “Participants” at the bottom of the screen. Then select “RaiseHand” at the bottom of the Participants window. Your digital hand will now be raised. You will be asked to “unmute” when your name is called to speak. You will not be visible via video and there will be no opportunity to share your screen. All public speakers will have up to 3 minutes to address the Commission pursuant to Rule No. 10 of the Rules of Procedure for the City Council of the City of Fresno (available in the City Clerk’s Office). SUBMIT DOCUMENTS / WRITTEN COMMENTS - Pursuant to Rule 11 (c) of the Rules of Procedure, no documents shall be accepted for Commission review unless submitted to the City Clerk at least 24 hours prior to the Commission Agenda item be heard. Documents / written comments related to an agenda item can be submitted by one of the following methods: 1) eComment – eComment allows the public to submit agenda related comments through a website prior to the meeting. Submitted comments are limited to 1440 characters and will be a part of the official record. Parks Master Plan: Vice Chair Dohlin reported the parks master plan subcommittee met with staff and consultant over chapter six; will regroup in two weeks for the next steps 7. Members Reports and Comments CHAIR MCCOY REPORTS AND COMMENTS: commended the PARCS Department for the Halloween and other activities, keeping the commission informed and using social media as a tool to reach it’s audience. 8. City Administration and PARCS Staff Reports and Comments PARCS DIRECTOR AGUIRRE REPORTS AND COMMENTS: announced City of Fresno ***Subject to Mayoral Veto Page 2 October 16, 2023Parks, Recreation, and Arts Commission Meeting Minutes the ribbon cutting at Roeding Park where the dog park was relocated, the move addressed ADA path of travel, added solar lighting, added picnic tables, added waste receptacles and it was funded by Measure P; announced an upcoming community meeting Wednesday October 24, 2023, 5:30 to 7:00 p.m. for another dog park at Al Radka Park, welcomed the Community and the commission to give input in the review of design concept. 9. The above hearing began at 6:30 P.M. Director Chavez of the Fresno Arts Council presented. Upon call, Camilla Southerland and Thomas Ellis addressed the Commission. There were no other comments from the public. There was no Commission discussion on this Hearing. Attachment: PR Power Point Presentation Oct 27 City of Fresno Printed on 2/6/2024Page 1 of 1 powered by Legistar™ FRESNO POLICE DEPARTMENT PARK RANGER PROGRAM Staffing Update: •Throughout 2023, over 100 candidates were interviewed for the Park Ranger position. Several individuals were not selected due to disqualifying factors discovered during the background process. Some individuals removed themselves from the hiring process and others declined a final job offer. •Currently •6 Park Rangers are fully trained and assigned to a Policing District. •10 additional Conditional Offers of Employment (COE) have been extended. (Pending) •Additional interviews are taking place November 8, 2023. •Anticipate full staffing of 20 Park Rangers by January 2024. Training: Eight-Ten Weeks Park Rangers are assigned to a FPD policing district and work under the direction of a Police Sergeant. Park Rangers are trained in a manner consistent with a Community Services Officer, which most resembles their job duties. They also receive training from other various entities structured towards what they may encounter in a City park or trail. The Park Ranger training program (400hrs) consists of: •One Week - Orientation: Driving, AXON CAD system, (CPR) and basic first aide. •Six Weeks - Field Training with a Senior Community Services Officer (CSO) •One week - Field Training with Police Corporal (Safety) •Two days - Basic Bicycle Training •Two days - Homeless Assistance Response Team (HART) •One day - Polaris Utility Terrain Vehicle (UTV) •One day - Ride along with PARCS managers •Four hours - Crime Prevention Through Environmental Design (CEPTED) (newly added) •Community Engagement training (being developed) Park Ranger Duties Duties of a Park Ranger include: •Visibility - Patrols assigned to the neighborhood and regional parks, trails, and public recreation areas on foot, electric bicycle, and/or in an all-terrain or motor vehicle •Identification/Reporting of Crimes - Performing visual surveillance and assessments in city park facilities and responding to calls for service to determine if correction or intervention is needed •Writing of Citations - Providing information to the public on parks and recreational facilities operated by the City of Fresno •Community Engagement - Awareness and education on the proper use of park recreational facilities. Assisting with City-wide special events, public events, and organized sporting groups; responding to nonemergency incidents; and observing and reporting instances that require assistance from a sworn law enforcement officer Fresno Police Policy 1049 Park Rangers are NOT Sworn Law Enforcement Officers. They are prohibited from engaging in anything that may cause undue harm to themselves or the public. •1049.3 PROHIBITED ACTIVITIES •PRs shall not: •(a) Be dispatched to or assigned to perform any police service when there is a likelihood that •the PR may encounter the perpetrator of the crime or any other hazardous situation; •(b) Be responsible for or assigned tasks relative to the immediate apprehension of suspects •or known criminals; •(c) Confront or pursue subjects when the incident may lead to a physical encounter between •the subject and the PR; •(d) Take any enforcement or prevention action to in-progress incidents. PRs shall immediately •report the location and nature of the incident while assuming the role of a witness. Monthly Check-In To enhance communication across the two departments, monthly check-in meetings have been established. Bicycle & Pedestrian Safety Operation Woodward Park BMX racetrack operates from Feb to Nov in 2023 on Thurs nights and Sat & Sun mornings, while Bike Jumps and Trails are accessible year-round. Activities Action sports: mountain biking and BMX competitions. OTS offers educational workshops, safety courses, and helmet inspections for all ages. Education Distribution of safety gear follows educational presentations. CAMP FRESNO •A historic family-oriented facility nestled in the Sierra Nevada Mountains, offering 51 cabins with modern amenities for public rental since the 1920s. •The PARCS Department emphasizes community outreach by providing therapeutic recreational activities, including hiking, fishing, art, and workforce development, with a focus on serving disadvantaged youth and young adults at Camp Fresno. NEIGHBORHOOD SAFETY AND COMMUNITY ENGAGEMENT (ONSCE) •Collaborates with over 100 local service providers to reduce community violence through programs like job training and outreach. •Offers a wide range of essential services for youth and young adults, including substance abuse intervention, mental health support, education, and housing. SCIENCE •The Highway City Community Science Center provides hands-on workshops, teen science nights, and mobile science workshops to spark youth interest in science. •Featuring 50+ exhibits and NGSS lesson plans, the program enhances community knowledge in various scientific fields through engaging events. SENIORS •Fresno's Senior Recreation Program offers specialized activities to enhance the quality of life for seniors, fostering community and enjoyment in a safe environment.
