PUBLIC PARTICIPATION – Public participation during PRAC meetings is always encouraged and can occur in one of the two following ways: 1) Participate In Person: Council Chambers, City Hall, 2nd Floor, 2600 Fresno Street, Fresno, CA 93721 a) To speak during a City Council meeting in person: fill out a speaker card (available in the Council Chamber) and place it in the speaker card collection basket at the front of the Council Chamber. You may also approach the speaker podium upon the Council President’s call for public comment. 2) Participate Remotely via Zoom: https://fresno-gov.zoom.us/webinar/register/WN_Xba-ChTsRGenO2B4DorPGw a) The above link will allow you to register in advance for remote participation in the meeting via the Zoom platform. After registering, you will receive a confirmation email containing additional details about joining the meeting. b) To speak during a City Council meeting while attending remotely: while in the Zoom application, click on the icon labeled “Participants” at the bottom of the screen. Then select “RaiseHand” at the bottom of the Participants window. Your digital hand will now be raised. You will be asked to “unmute” when your name is called to speak. You will not be visible via video and there will be no opportunity to share your screen. All public speakers will have up to 3 minutes to address Council pursuant to Rule No. 10 of the Rules of Procedure for the City Council of the City of Fresno (available in the City Clerk’s Office). SUBMIT DOCUMENTS / WRITTEN COMMENTS - Pursuant to Rule 11 (c) of the Rules of Procedure, no documents shall be accepted for Council review unless submitted to the City Clerk at least 24 hours prior to the Council Agenda item be heard. Documents / written comments related to an agenda item can be submitted by one of the following methods: 1) eComment – eComment allows the public to submit agenda related comments through a website prior to the meeting. Submitted comments are limited to 1440 characters and will be a part of the official record. Call to Order Vice Chair Dohlin called the meeting to order at 5:37 PM. 2. 5:30 P.M. Discussion: Subcommittee Reports: 6-A. Cultural Arts Plan: There was no update from the Cultural Arts Plan Subcommittee. 6-B. Parks Master Plan: Parks Master Plan Subcommittee reported there would be a meeting scheduled in May. 6-C. Outreach Committee: There was no report from the Outreach Subcommittee. This body was dissolved as reported during March 27, 2023, PRAC meeting. 7. Members Reports and Comments Commissioner Barazza Reports and Comments. Acknowledge the increase demand for parks and thanked PARCS staff for keeping them beautiful. Commissioner Cummings Comments. Reported there would be many local events for Earth Day during the week, including at Inspiration Park. City Administration and PARCS Staff Reports and Comments PARCS Director Aguirre Reports and Comments. Reported Woodward and Roeding Parks reached full capacity during the Easter weekend. The Director and Assistant Director were at the parks on Easter to inform attendees of recent upgrades. Mentioned training for Park Rangers had begun and the first Rangers were expected to be in the parks this June. Reported the PARCS department and administration were reviewing the Cultural Arts Subcommittee notes and would have an update shortly for the Commission. In response to Commissioner Barazza, reported the department was working on the Cultural Arts plan and expected it to be available soon - PARCS department would send a tray memo in the next week with an updated timeline. Deputy City Manager Ruiz Reports and Comments. Announced she was attending her first meeting and introduced herself to the Commission. 9. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. Upon call, the following members of the public addressed the Commission: Liz Looney. 10. Workshops: 10-A.ID 23-597 Workshop - On Pocket Parks in Community Facilities Districts (Public Works). Public Works Director Scott Mozier presented the workshop. Commission discussion on this item included: the new development funding pocket parks through Home Owners Association and CFD; the requirements of developers for the park equipment and amenities; multi-family rental property green space policies or incentives; discussed the vacancy at Orangewood and Church, and; aside from Measure P, discussed what tools would be available to bring parks to existing neighborhoods. City of Fresno ***Subject to Mayoral Veto Page 3 April 17, 2023Parks, Recreation, and Arts Commission Meeting Minutes 10-B.ID 23-598 Workshop - Update on Fiscal Year 2023 Measure P funds for Expenditure Category 5: Safe Walking and Biking Trails, Street Beautification, Litter Removal, and the San Joaquin River Parkway (Public Works). Public Works Director Mozier presented the workshop. Commission discussion on the item included: recognized the impressive nature of the project; funding to increasing city capacity to working with non-profit organizations or community groups to increase city capacity to manage Measure "P;" the Jensen restroom and trail maintenance improvements; timeline of projects moving forward; discussed downstream reaches; meetings with the San Joaquin River Parkway and Conservation Trust; the possibility for a position to manage details specific to the project; allocations of resources within Districts and the City, and; updates regarding Project Labor Agreements. 11. Discussion Items: 12. Hearings: 12-A.ID 23-600 Hearing - Receive public input on allocations related to Measure P, updates to the Parks Master Plan and Cultural Arts Plan, and annual PARCS Department Budget and Capital Improvement Plans. (PARCS) The above hearing began at 7:02 P.M. Upon call, Heather Kuyper addressed the Commission. The hearing closed 7:05 P.M. 12-B.ID 23-624 Review and recommend establishment of four Parks, After School, Recreation, and Community Services (PARCS) positions utilizing FY23 Measure P funds: one full time Projects Administrator; one full time Program Manager; and two full time Senior Management Analysts. The above item was presented to the Commission by Personnel Manager Nelson. Upon call, there was no public comment. Commissioner Parkes inquired how the Senior Management Analyst position would be funded and what percentage would come from specific City of Fresno ***Subject to Mayoral Veto Page 4 April 17, 2023Parks, Recreation, and Arts Commission Meeting Minutes funding buckets. On motion of Commissioner Barraza, seconded by Commissioner Oputa, the above Action Item hereby be APPROVED.
