PUBLIC PARTICIPATION – Public participation during Fresno City Council meetings is always encouraged and can occur in one of the two following ways: 1) Participate In Person: Council Chambers, City Hall, 2nd Floor, 2600 Fresno Street, Fresno, CA 93721 a) To speak during a City Council meeting in person: fill out a speaker card (available in the Council Chamber) and place it in the speaker card collection basket at the front of the Council Chamber. You may also approach the speaker podium upon the Council President’s call for public comment. 2) Participate Remotely via Zoom: https://zoom.us/webinar/register/WN_GndChuYHR6WiJkK68oVnEA a) The above link will allow you to register in advance for remote participation in the meeting via the Zoom platform. After registering, you will receive a confirmation email containing additional details about joining the meeting. b) To speak during a City Council meeting while attending remotely: while in the Zoom application, click on the icon labeled “Participants” at the bottom of the screen. Then select “RaiseHand” at the bottom of the Participants window. Your digital hand will now be raised. You will be asked to “unmute” when your name is called to speak. You will not be visible via video and there will be no opportunity to share your screen. All public speakers will have up to 3 minutes to address Council pursuant to Rule No. 10 of the Rules of Procedure for the City Council of the City of Fresno (available in the City Clerk’s Office). Requested staff schedule a meeting for the Parks Master Plan Subcommittee so there would be no delays in the Parks Master Plan process. Commissioner Oputa Comments. Recognized March as Women's History Month. Congratulated Professor Lee Herrick of Fresno City College for his appointment as California's Poet Laureate. Commissioner Cummings Comments. Announced Tree Fresno, in partnership with the City of Fresno and the Fresno Chaffee Zoo, planted 79 trees on March 24, 2023. The event utilized volunteers from Golden Charter Academy, the Green Team Youth Ambassador Program and Advance Peace. 8. City Administration and PARCS Staff Reports and Comments PARCS Director Aguirre Comments. Thanked PARCS Department staff and others for working late nights and weekends to keep the warming centers open continuously from December 21, 2022, thru March 21, 2023. The PARCS Department hosted four well attended community meetings in March to discuss "high needs parks" with community members. 9. Workshops: 9-A.ID 23-245 Workshop - Status of in progress projects funded by Measure P funds. (PARCS) Assistant PARCS Director Chinevere presented the workshop. Commission discussion on this item included: improvements at the Hinton Community Center not including the building; why some parks have Measure "P" signs but not others; how multi-year projects are budgeted within the PARCS Department; providing invitations to Commissioners for ribbon cutting and grand opening ceremonies; utilizing the full names of parks with culturally significant names instead of the park initials; which courts at Vinland Park were being resurfaced; the amount of community input received prior to creating new parks and the possibility of utilizing the existing PRAC survey's; priority for groups that reserve park amenities over those groups that do not make reservations; the possibility of Measure "P" City of Fresno ***Subject to Mayoral Veto Page 3 March 27, 2023Parks, Recreation, and Arts Commission Meeting Minutes Cultural Arts related projects being part of larger capital projects for the economy of scale. (PARCS) PARCS Director Aguirre presented the workshop. Commission discussion on this item included: the PARCS Department focus on preparing the grant opportunities and guidelines for the Cultural Arts Plan for Commission review; the possibility of Commissioners recommending grant guidelines beyond the Cultural Arts Plan during upcoming budget hearings. Implement a standard of at least three acres of public parkland per 1,000 residents for Pocket, Neighborhood, and Community parks throughout the city, while striving for five acres per 1,000 residents for all parks throughout the city, subject to identifying additional funding for Regional Parks, Open Space/Natural Areas, and Special Use Parks/Facilities. • Types of parks for the goal of 3 acres per 1,000 residents: • Pocket (under 2 acres) • Neighborhood (2 to 10 acres) • Community (10 to 40 acres) CFD Pocket Parks Implementation on New Developments BACKGROUND •Citywide Park Facilities Impact Fee and Quimby Parkland Dedication Fee •Both of these park Impact Fees fund neighborhood and community parks only •The Impact Fees are based upon 2.4 acres of neighborhood and community parks per 1,000 new residents. POCKET PARKS •Were included in the Park Impact Fee Program prior to 2016, when the Citywide goal was 3.0 acres per 1,000 residents for all types of open space. •Were removed from the Park Impact Fee Program in 2016 to align with the adopted General Plan Goals and Policies. •Required on all residential subdivisions of more than 50 parcels, at a ratio of 0.6 acres per 1,000 new residents, specifically 0.001884 acres per single-family residential unit.
