PUBLIC PARTICIPATION – Public participation during Fresno City Council meetings is always encouraged and can occur in one of the two following ways: 1) Participate In Person: Council Chambers, City Hall, 2nd Floor, 2600 Fresno Street, Fresno, CA 93721 2) Participate Remotely via Zoom: https://zoom.us/webinar/register/WN_CGzuNm4eQnyuo6JKrwiQTg a) The above link will allow you to register in advance for remote participation in the meeting via the Zoom platform. After registering, you will receive a confirmation email containing additional details about joining the meeting. b) To speak during a City Council meeting while attending remotely: while in the Zoom application, click on the icon labeled “Participants” at the bottom of the screen. Then select “RaiseHand” at the bottom of the Participants window. Your digital hand will now be raised. You will be asked to “unmute” when your name is called to speak. You will not be visible via video and there will be no opportunity to share your screen. All public speakers will have up to 3 minutes to address Council pursuant to Rule No. 10 of the Rules of Procedure for the City Council of the City of Fresno (available in the City Clerk’s Office). SUBMIT DOCUMENTS / WRITTEN COMMENTS - Pursuant to Rule 11 (c) of the Rules of Procedure, no documents shall be accepted for Council review unless submitted to the City Clerk at least 24 hours prior to the Council Agenda item be heard. Roll Call Chair McCoy and Commissioners Vang and Miller were absent during roll call but joined the meeting shortly thereafter. Commissioner Vang joined the meeting at 5:36 P.M. Upon request of Commissioner Parkes, separate votes were taken to approve the minutes of January 23, 2023, and the minutes of February 6, 2023. On motion of Commissioner Cummings, seconded by Commissioner Oputa, the minutes of January 23, 2023, were APPROVED. Discussion: Subcommittee Reports: 6-A. Cultural Arts Plan: Commissioner Vang announced the Cultural Arts Plan Subcommittee would meet March 1, 2023, and that the draft Cultural Arts Plan would be released for public review and comment on March 20, 2023. 6-B. Parks Master Plan: There was no update from the Parks Master Plan Subcommittee. 6-C. Outreach Committee: Vice Chair Dohlin announced the Outreach Subcommittee had automatically dissolved as there was no longer a specific task to complete. The Outreach Subcommittee could be reformed in the future should the Commission identifiy a specific task for the body. 7. Members Reports and Comments Commissioner Barraza Comments. Expressed appreciation to the people that attended the workshop in Southeast Fresno at the Juan Felipe Herrera Elementary School. Commissioner Oputa Comments. Acknowledged the great local events, activities, lectures, and performances held in celebration of Black History Month. Commissioner Parkes Comments. Expressed disappointment that Executive Director Chavez of the Fresno Arts Council was not added to the agenda to discuss the organization's intended roll within Measure "P" despite the request coming from two Commissioners. Assistant City Manager Miller responded to Commissioner Parkes concern during City Administration Comments. Commissioner Cummings Comments. Vice Chair Dohlin Comments. Delighted to see his fellow Commissioners in person as well as the great public turn out. 8. City Administration and PARCS Staff Reports and Comments Assistant City Manager Miller Comments. Responded to Commissioner Parkes comments by noting the Fresno Arts Council presentation was not rejected as an agenda item but was deferred to a future agenda as some details were still being worked out. PARCS Director Aguirre Comments. Warming center hours had been extended through March 8, 2023, at 8:00 A.M. due to storms and cold temperatures in the forecast. A memorandum was sent to the Commissioners with updates on outreach efforts at the four highest needs parks: Frank H. Ball, Dickey, Holmes and Romain. The second community meeting regarding the Radio Park re-design would be held February 28, 2023, at 5:30 P.M. at the Fresno Art Museum. Assistant PARCS Director Ramirez Comments. A Senior Dance had been scheduled for March 18, 2023, at the Ted C. Wills Community Center from 1:00 P.M. to 4:00 P.M. Program Manager Drew Wilson was introduced as he was new to the PARCS Department and would be assisting with Measure "P" and attending Commission meetings. 9. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Workshops: 10.-A.ID 23-309 Workshop - On the park classification of a pocket park as defined in the Parks Master Plan and the number of City of Fresno pocket parks (PARCS) Assistant PARCS Director Chinevere presented the workshop for the Commission. Commission discussion on this item included: restrooms at pocket parks; the difference between pocket park and a new development park; the criteria needed to update previous green space area with structures; policies on funding and how to encourage developers to create park projects; the percentage of park space dedicated to building pocket parks in the city; the park score for the City of Fresno, and; the disparity between North and South Fresno when it comes to pocket parks. WORKSHOP HELD 11. Discussion Items: There were no discussion items on the agenda. 12. Hearings: 12.-A.ID 23-310 HEARING - Actions Pertaining the Parks, Recreation and Art Commission’s Meetings for Calendar Year 2023. 1. Discuss - in person meetings for future meetings. 2. Discuss - Updating the meeting schedule for CY 23 PRAC. 3. Action - Adopt meeting schedule for CY 23. The above hearing began 7:23 P.M. (PARCS) City of Fresno Printed on 2/5/2024Page 1 of 1 powered by Legistar™ Workshop –Overview of Measure P Ordinance as it pertains to the Commission’s authority as outlined in Ordinance Section 7-1509 (e) Parks, Recreation and Arts Commission Primary Authority 2 1)Conduct hearings and receive public input on allocations related to this ordinance, updates to the Parks Master Plan and Cultural Arts Plan,and annual PARCS Department Budget and Capital Improvement Plans;make recommendations to the City Council; 2)Review City staff recommendations for budget allocations related to this ordinance to ensure consistency with the ordinance and Expenditure Plan;make recommendations to the City Council for adoption of expenditures in connection with annual budget process and any amendments thereto; •Section 7-1506: •The revenues generated by the retail transactions and use tax imposed by this ordinance shall be allocated by the City of Fresno on an annual basis with additional independent oversight provided by the Commission 3 3)Review and recommend for City adoption guidelines for competitive grant programs established with funds from this Measure; 4)Oversee development and recommend City Council adoption of the Cultural Arts Plan and subsequent updates; 5)Review and make recommendations to the Mayor and City Council on fees related to parks,trails,and open space; 6)Review the Controller's annual independent audit of the Clean and Safe Neighborhood Parks Account;ensure that a complete accounting of all expenditures each year is published and posted on a publicly accessible website; 7)Every five years,submit an evaluation of the program to the public and the City of Fresno ; 4 8)Provide input on an annual report prepared by City staff that includes: A.Update on the percentage of Fresnans that live within ½mile of a park; B.Update on the number and percentage of Fresnans accessing PARCS programs; C.Update on the implementation of the Parks Master Plan; D.Update on the implementation of the Active Transportation Plan; E.Update on the implementation of deferred maintenance and improvements to existing parks and recreational facilities in the City. SEC .7-1508.Program Implementation and Fiscal Controls. e)Identification of highest-needs neighborhoods: 1)Up to and including December 31,2021,the City,in conjunction with the Commission,shall define the highest- need neighborhoods as those areas that are located within census tracts that rank within the top twenty-five percent (25%)of Fresno census tracts as identified in the State's CalEnviroScreen 3.0;and whose nearest park is identified as being in poor condition,according to the Plan,or is located within a priority zone for new parks,as defined by the Plan; 5 2)No later than January 1,2022,the City,in conjunction with the Commission,shall adopt a new definition of highest-needs neighborhoods,after conducting a public process,to be updated every three years and included in subsequent updates to the Plan.The City and Commission shall create a weighted index incorporating the following data in developing the definition: A.Existing conditions of parks and facilities based on needs assessment data in the Plan; B.The proportion of the population that lives within walking distance (1/2 mile)to a park; C.Park acreage per 1,000 residents; D.Population density; E.Neighborhood youth and senior population; F.Neighborhood safety ; G.Neighborhoods of concentrated poverty; H.Pollution burden,as defined by CalEnviroScreens 3.0,or subsequent updates; I.Pre-term birth rates; J.Years of potential life lost; K.Neighborhood composite mortality rate. Status Updates 6 Primary Authority Status Update 1)Conduct hearings and receive public input on allocations related to this ordinance,updates to the Parks Master Plan and Cultural Arts Plan,and annual PARCS Department Budget and Capital Improvement Plans;make recommendations to the City Council; •The Parks, Recreation and Arts Commission meetings have included a hearing to receive public input on allocations related to Measure P and the annual PARCS Department Budget and Capital Improvement Plans starting on the May 2, 2022 meeting –21 hearings have been held to date. 7 Primary Authority Status Update 2)Review City staff recommendations for budget allocations related to this ordinance to ensure consistency with the ordinance and Expenditure Plan;make recommendations to the City Council for adoption of expenditures in connection with annual budget process and any amendments thereto ; •Section 7-1506: •The revenues generated by the retail transactions and use tax imposed by this ordinance shall be allocated by the City of Fresno on an annual basis with additional independent oversight provided by the Commission; •The Parks, Recreation and Arts Commission held Workshops and Hearings through the development of the Fiscal Years 2022, 2023, and 2024 PARCS Department Budget and Capital Improvement Plans as it related to expenditures of Measure P funding. •The Parks, Recreation and Arts Commission made motions recommending City Council to fund specific programs and improvements each of those Fiscal Years 8 Primary Authority Status Update 3)Review and recommend for City adoption guidelines for competitive grant programs established with funds from this Measure; •Guidelines for competitive grant programs have yet to be developed. 9 Primary Authority Status Update 4)Oversee development and recommend City Council adoption of the Cultural Arts Plan and subsequent updates; •Cultural Arts Plan Sub-Committee has been established and have worked with staff throughout the development of the Cultural Arts Plan to date. 10 Primary Authority Status Update 5)Review and make recommendations to the Mayor and City Council on fees related to parks,trails,and open space; •The Parks, Recreation and Arts Commission has held several Workshops and Hearings on the Master Fee Schedule on fees related to parks, trails, and open space. •The Parks, Recreation and Arts Commission made motions recommending City Council to fund The Youth Fee Waiver during the Fiscal Year 2023 budget hearings. 11 Primary Authority Status Update 6)Review the Controller's annual independent audit of the Clean and Safe Neighborhood Parks Account; ensure that a complete accounting of all expenditures each year is published and posted on a publicly accessible website; •The Parks, Recreation and Arts Commission received a memorandum to communicate the Submission and Acceptance of the Fiscal Year 2022 Measure P Audit Report on December 27, 2022. 12 Primary Authority Status Update 7)Every five years,submit an evaluation of the program to the public and the City of Fresno; •Measure P became effective in July 2021. The evaluation will need to be submitted after June 2026. 13 Primary Authority Status Update 8)Provide input on an annual report prepared by City staff that includes: A.Update on the percentage of Fresnans that live within ½mile of a park; B.Update on the number and percentage of Fresnans accessing PARCS programs; C.Update on the implementation of the Parks Master Plan; D.Update on the implementation of the Active Transportation Plan; E.Update on the implementation of deferred maintenance and improvements to existing parks and recreational facilities in the City. •The PARCS Department is currently developing the Measure P Annual Report for Fiscal Year 2022 (July 1, 2021, through June 30, 2022). •PRAC will have an opportunity to provide input when the Annual Report is reviewed at a future PRAC meeting – staff is targeting the April or May meeting. 14 Primary Authority Status Update e)Identification of highest-needs neighborhoods •The PARCS Department, in conjunction with the Commission, developed an updated definition of the area of Highest Needs through a public process that was adopted by City Council on December 9, 2021. •The definition will need to be updated in December 2024.
