PUBLIC PARTICIPATION – Public participation during the Parks, Recreation, and Arts Commission meetings is always encouraged and can occur in one of the two following ways: 1) Participate In Person: Council Chambers, City Hall, 2nd Floor, 2600 Fresno Street, Fresno, CA 93721 a) To speak during a Parks, Recreation, and Arts Commission meeting in person: fill out a speaker card (available in the Council Chamber) and place it in the speaker card collection basket at the front of the Council Chamber. You may also approach the speaker podium upon the Chair’s call for public comment. 2) Participate Remotely via Zoom: https://zoom.us/webinar/register/WN_7cWLsf1ZS2SOQPyTpwLP2g a) The above link will allow you to register in advance for remote participation in the meeting via the Zoom platform. After registering, you will receive a confirmation email containing additional details about joining the meeting. b) To speak during a Parks, Recreation, and Arts Commission meeting while attending remotely: while in the Zoom application, click on the icon labeled “Participants” at the bottom of the screen. Then select “RaiseHand” at the bottom of the Participants window. Your digital hand will now be raised. You will be asked to “unmute” when your name is called to speak. You will not be visible via video and there will be no opportunity to share your screen. All public speakers will have up to 3 minutes to address Parks, Recreation, and Arts Commission pursuant to Rule No. 10 of the Rules of Procedure for the City Council of the City of Fresno (available in the City Clerk’s Office). SUBMIT DOCUMENTS / WRITTEN COMMENTS - Pursuant to Rule 11 (c) of the Rules of Procedure, no documents shall be accepted for Council review unless submitted to the City Clerk at least 24 hours prior to the Commission Agenda item be heard. Documents / written comments related to an agenda item can be submitted by one of the following methods: 1) eComment – eComment allows the public to submit agenda related comments through a website prior to the meeting. Submitted comments are limited to 700 characters and will be a part of the official record. Her comments were not about gender differences, but about the PARCS Department eliminating redundancies in the softball program. On motion of Commissioner Oputa, seconded by Vice Chair Dohlin, the meeting was TABLED to February 27, 2023. Parks Master Plan: There was no update from the Parks Master Plan Subcommittee. 6-C. Outreach Committee: There was no update from the Outreach Subcommittee. Chair McCoy questioned the need for this subcommittee to continue. Commissioner Oputa and Commissioner Singh spoke in favor of continuing with the subcommittee. Members Reports and Comments Commissioner Oputa Reports and Comments. It was pleasant to see fellow commissioners out in the community and supporting the cultural events occurring in the city of Fresno. Commissioner Vang Reports and Comments. Recognized Maggie Navarro for all her excellent work for the City of Fresno and her connections with Fresno Unified School District. Commissioner Parkes Reports and Comments. Requested an update on the Park Ranger Program and Measure P funding for trails and parkways at a future meeting. Commissioner Barraza Reports and Comments. Announced a meeting hosted by the PARCS Department at Juan Felipe Herrera Elementary School to seek input on a new 8.5 million dollar park. Suggested PARCS provide information about safety and security at the meeting. Vice Chair Dohlin Reports and Comments. Requested discussion on returning to in person meetings. 8. City Administration and PARCS Staff Reports and Comments Assistant City Manager Miller Reports and Comments. Announced the warming centers at Maxie L Parks, Mosqueda and Ted C. Wills would be open through February 28, 2023. 9. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. (PARCS) The above hearing was called to order at 6:13 PM. Upon call, the following members of the public addressed the Commission: Oscar Rodriguez, Lisa Flores, and Clare Statham. Public comment was closed at 6:22 PM. There was no Commission discussion. 12-B.ID 23-244 Hearing - Actions Pertaining the Parks, Recreation and Art Commission’s Meetings for FY 23. 1. Discuss - in person meetings for future meetings. 2. Discuss - Updating the meeting schedule for FY 23 PRAC. 3. Action - Adopt meeting schedule for FY 23. The above hearing was called to order at 6:23 PM. Upon call, Lisa Flores and Clare Statham addressed the Commission. Public comment closed at 7:11 PM. Commission discussion of the above included: the end of California's emergency declaration regarding Covid-19 and the impact of meeting remotely; Assembly Bill 2449 rules and regulations; Brown Act rules and regulations; the ability for the public to continue participating through Zoom; whether or not staff will be required to attend the meetings in person; the requirements to call a special meeting and; the pros and cons of having fewer meetings. Following a motion by Chair McCoy to update the regular meeting schedule, she clarified the updated schedule should be placed on the next agenda for final approval by the Commission. On motion of Chair McCoy, seconded by Vice Chair Dohlin, that the regular meeting schedule be amended to every third Monday of the City of Fresno ***Subject to Mayoral Veto Page 4 February 6, 2023Parks, Recreation, and Arts Commission Meeting Minutes month at 5:30 PM instead of every first and third Monday. City Administration and PARCS Staff Reports and Comments Assistant Director Ramirez informed the Commission that Assistant City Manager Miller would not be in attendance, and there was no update from the City Administration. She mentioned no updates from the PARCS Department, except that Director Aguirre and Assistant Director Chinevere were attending different meetings and could not attend the PRAC meeting. 9. Review - Recommended Proposed Changes to the PARCS Department Master Fee Schedule including Riverside Municipal Golf Course-Green Fees, General Recreation, Neighborhood Center, Parks and Playground Facilities, General Recreation Fees, and Camp Fresno Fees. 2. Action - Recommend to City Council Adoption of the Proposed Changes to the PARCS Department Master Fee Schedule. The above hearing began at 6:07 P.M. Upon call, Lisa Flores addressed the Commission. City of Fresno ***Subject to Mayoral Veto Page 3 January 23, 2023Parks, Recreation, and Arts Commission Meeting Minutes Commissioner Oputa asked several questions regarding the cleaning deposit; if any of the 80% gets returned; why the significant increase in the tournament flat fee per day; the fee increase in the parking fee when there is a special event; if the recent fee increases were included in the 2023 budget, and if the cost for swimming is per session. Lastly, she gave praise to the PARCS Department for eliminating redundancies in the softball program. Commissioner Barraza asked if there is an option for individuals to rent facilities from the PARCS Department for a special event. He asked if the fees for the low-income residents were listed in the recommended Master Fee Schedule. Assistant Director Ramirez will provide the commission with a memo with a copy of the PARCS Department Master Fee Schedule. On motion of Commissioner Oputa, seconded by Commissioner Cummings, the above Action was APPROVED.
