You can also participate in the meeting on our City’s website click on the URL https://fresno.legistar.com/Calendar.aspx and click on the “In progress” link under “video” for the corresponding meeting. The Commission meeting can also be viewed live at 9:00 A.M. on Comcast Channel 96 and AT&T Channel 99. The City Council Chambers are open for public participation. However, members of the public are encouraged to participate electronically because of reduced capacity of seating in the Chambers to allow for social distancing, and masks will be required for the vaccinated and unvaccinated. PUBLIC COMMENT: The following options are available for members of the public who want to address the Commission: 1. eComment at https://fresno.legistar.com/Calendar.aspx. a) eComments is a tool for citizens to use to make comments on agenda items. It will be open during the Commission meeting and closed at the end of the meeting and will be a part of the official record. The User Agreement and Procedures document for eComment can be accessed by the URL https://www.fresno.gov/cityclerk/ b) eComments will be a maximum of 450 words. OR 2. Your digital hand will now be raised. d) Those addressing the Commission must state their name for the record. e) To facilitate electronic access, no person shall speak until recognized by the Presiding Officer. Call to Order Chair McCoy called the meeting to order at 5:33 P.M. 2. 5:30 P.M. Roll Call Commissioner Singh was absent during roll call but joined the meeting at 5:34 P.M. Chair Kimberly McCoy, Vice Chair Jon Dohlin, Commissioner Maiyer Vang, Commissioner Francine Oputa, Commissioner Scott Miller, Commissioner Mona Cummings, Commissioner Harman Singh, and Commissioner Jose Barraza Present 8 - Commissioner Sarah ParkesAbsent1 - 3. Pledge of Allegiance Chair McCoy led the Pledge of Allegiance. 4. Approve Agenda On motion of Vice Chair Dohlin, seconded by Commissioner Cummings, the agenda was APPROVED. Discussion: Subcommittee Reports: 6-A. Cultural Arts Plan: There was no update from the Cultural Arts Plan Subcommittee. 6-B. Parks Master Plan: Commissioner Barraza reported to the Parks Master Plan Subcommittee met last Friday to review Chapter 2 and Chapter 3 of the Master Plan and noted a draft will be completed in May or June. 6-C. Outreach Committee: There was no update from the Outreach Subcommittee. 7. Members Reports and Comments Commissioner Oputa Comments. Acknowledged and sends support to the Asian community in response to the recent Lunar New Year mass shooting in Monterey. Commissioner Vang Comments: Thanked Commissioner Oputa for recognizing the recent tragedy at the Lunar New Year in Monterey and supporting the Asian Community. Chair McCoy Comments: Thanked Commissioner Oputa for recognizing the tragedy at the Lunar New Year in Monterey and supporting the Asian Community. 8. City Administration and PARCS Staff Reports and Comments Assistant Director Ramirez informed the Commission that Assistant City Manager Miller would not be in attendance, and there was no update from the City Administration. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. Hearings: 12-A.ID 23-29 Hearing - Actions Pertaining to Proposed Changes to the PARCS Department Master Fee Schedule (PARCS) 1. Review - Recommended Proposed Changes to the PARCS Department Master Fee Schedule including Riverside Municipal Golf Course-Green Fees, General Recreation, Neighborhood Center, Parks and Playground Facilities, General Recreation Fees, and Camp Fresno Fees. 2. Action - Recommend to City Council Adoption of the Proposed Changes to the PARCS Department Master Fee Schedule. The above hearing began at 6:07 P.M. Upon call, Lisa Flores addressed the Commission. Commissioner Oputa asked several questions regarding the cleaning deposit; if any of the 80% gets returned; why the significant increase in the tournament flat fee per day; the fee increase in the parking fee when there is a special event; if the recent fee increases were included in the 2023 budget, and if the cost for swimming is per session. Lastly, she gave praise to the PARCS department for recognizing gender differences. Commissioner Barraza asked if there is an option for individuals to rent facilities from the PARCS Department for a special event. He asked if the fees for the low-income residents were listed in the recommended Master Fee Schedule.
