LOCATED IN CITY HALL, 2ND FLOOR, 2600 FRESNO STREET, FRESNO,
CALIFORNIA 93721.
You can also participate in the meeting on our City’s website click on the URL
https://fresno.legistar.com/Calendar.aspx and click on the “In progress” link
under “video” for the corresponding meeting. The Commission meeting can also
be viewed live at 9:00 A.M. on Comcast Channel 96 and AT&T Channel 99.
The City Council Chambers are open for public participation. However, members
of the public are encouraged to participate electronically because of reduced
capacity of seating in the Chambers to allow for social distancing, and masks
will be required for the vaccinated and unvaccinated.
PUBLIC COMMENT: The following options are available for members of the
public who want to address the Commission:
1. eComment at https://fresno.legistar.com/Calendar.aspx.
a) eComments is a tool for citizens to use to make comments on agenda items. It
will be open during the Commission meeting and closed at the end of the
meeting and will be a part of the official record. The User Agreement and
Procedures document for eComment can be accessed by the URL
https://www.fresno.gov/cityclerk/
b) eComments will be a maximum of 450 words.

c) If you wish to address the Commission during the public comment portion of
the agenda, click on the icon labeled “Participants” at the bottom center of your
PC or Mac screen. At the bottom of the window on the right side of the screen,
click the icon labeled “RaiseHand”. Your digital hand will now be raised.
d) Those addressing the Commission must state their name for the record.
e) To facilitate electronic access, no person shall speak until recognized by the
Presiding Officer.

Regular Meeting
The Parks, Recreation and Arts Commission (PRAC) met in regular session in the
Council Chamber at Fresno City Hall and remotely via Zoom, on December 19, 2022,
at 5:30 P.M.
1. Call to Order
Chair McCoy called the meeting to order at 5:36 P.M.

Commissioner Miller was absent during roll call but joined the meeting at
6:00 P.M.

Commission Secretary Stermer announced the following change to the
agenda:
Hearing item 12-A (ID 22-1884), regarding the PARCS Department Master
Fee Schedule, had been removed from the agenda by staff and would return
on the January 9, 2023, agenda.
On motion of Commissioner Cummings, seconded by Commissioner
Oputa, the agenda was APPROVED AS AMENDED. The motion carried
by the following vote:

6. Discussion: Subcommittee Reports:
6-A. Cultural Arts Plan:
There was no update from the Cultural Arts Plan Subcommittee.
6-B. Parks Master Plan:
Commissioner Cummings and Barraza reported that a Parks Master Plan
Subcommittee meeting was scheduled for early January to begin working on
chapters two and three.

6-C. Outreach Committee:
There was no update from the Outreach Subcommittee.
7. Members Reports and Comments
Commissioner Barraza Comments. Complimented the PARCS Department
for a job well done on the Christmas event at Romain Park the previous
Friday.
Commissioner Cummings Comments. Recognized the PARCS Department
for several recent holiday events and for raising Measure "P" awareness.
Announced Tree Fresno was about to complete the planting of one hundred
trees at a park in Malaga.
Commissioner Oputa Comments. Received comments from a member of
the public concerned that programming at the Sunset Community Center
had been negatively impacted after losing a partnership with the Fresno
Economic Opportunities Commission Street Saints.
Commissioner Vang Comments. Announced the Hmong Cultural New Year
Celebration would be held at the Fresno Fairgrounds from December 29,
2022, through January 1, 2023. Reported the Hmong Story Legacy Project
had completed the Hmong Refugee Experience, "Vinai," which could be
viewed until January 1, 2023, in the Commerce Building at the Fairgrounds.
8. City Administration and PARCS Staff Reports and Comments
Assistant City Manager Miller Comments. Updated the Commission on the
administration's preparation for the FY 2024 budget. Expressed the
administration's appreciation for the dedicated work of the Commissions as
well as for the members of the public that show up at the meetings to make
their voices heard.
PARCS Director Aguirre Comments. Announced the Commissioners would
receive a copy of the annual audit that had been submitted to the Fresno
City Council during the December 15, 2022, City Council meeting.
Discussed the success of the warming centers which were activated

December 13, 2022. Reported that Edward Chinevere had been promoted
and was now the second Assistant Director in the PARCS Department.
9. Unscheduled Communication: Members of the public may address the
Commission regarding items that are not listed on the agenda and within the subject
matter jurisdiction of the Commission. Each person will have up to three (3) minutes
to present.
Upon call for unscheduled communication, the following people addressed
the Commission: Brandi N., Latanya Beamon and Dr. Carolina Simunovic.

12-A.ID 22-1884 Hearing - Actions Pertaining to Proposed Changes to the PARCS
Department Master Fee Schedule (PARCS)
1. Review - Recommended Proposed Changes to the PARCS Department
Master Fee Schedule including Riverside Municipal Golf Course-Green
Fees, General Recreation, Neighborhood Center, Parks and Playground
Facilities, General Recreation Fees, and Camp Fresno Fees.
2. Action - Recommend to City Council Adoption of the Proposed Changes
to the PARCS Department Master Fee Schedule.
TABLED TO JANUARY 9, 2023.
12-B.ID 22-1909 Hearing - To provide an update on the development of the Cultural Arts
Plan. (PARCS)
The above hearing began at 6:02 P.M.
Senior Management Analyst Soliz presented the above item to the
Commission.
Upon call the following people addressed the Commission: Dr. Carolina
Simunovic, Latanya Beamon and Brandi N.
Public comment was closed at 6:32 P.M.
Commissioner discussion on this item included whether there would be a

focus on certain aspects of arts and culture and how best to represent the
diverse community of Fresno.
12-C.ID 22-1886 Hearing - Receive public input on allocations related to Measure P, updates to
the Parks Master Plan and Cultural Arts Plan, and annual PARCS Department
Budget and Capital Improvement Plans. (PARCS)
The above hearing began at 6:38 P.M.
Upon call, the following people addressed the Commission: Brandi N.,
Latanya Beamon and Dr. Carolina Simunovic.
Public comment was closed at 6:48 P.M.
Commission discussion on this item included: the status of the Sunset
Community Center and the changes to programming at the facility; the lack
of restrooms at the pocket park on West Almy; funding sources for activities
at Sunset Community Center and how the Hands On group was involved.
Chair McCoy desired a further discussion on pocket parks and stated she
would place the topic on a future agenda to Brown Act complications.
Commissioner Vang requested the PARCS Department provide additional
details about the agreement with Hands On at a future meeting.
