You can also participate in the meeting on our City’s website click on the URL https://fresno.legistar.com/Calendar.aspx and click on the “In progress” link under “video” for the corresponding meeting. The Commission meeting can also be viewed live at 9:00 A.M. on Comcast Channel 96 and AT&T Channel 99. The City Council Chambers are open for public participation. However, members of the public are encouraged to participate electronically because of reduced capacity of seating in the Chambers to allow for social distancing, and masks will be required for the vaccinated and unvaccinated. PUBLIC COMMENT: The following options are available for members of the public who want to address the Commission: 1. eComment at https://fresno.legistar.com/Calendar.aspx. a) eComments is a tool for citizens to use to make comments on agenda items. It will be open during the Commission meeting and closed at the end of the meeting and will be a part of the official record. The User Agreement and Procedures document for eComment can be accessed by the URL https://www.fresno.gov/cityclerk/ b) eComments will be a maximum of 450 words. OR 2. Call to Order Chair McCoy called the meeting to order at 5:34 P.M. 2. 5:34 P.M. Roll Call Commissioner Vang was absent during roll call but joined the meeting at 5:43 P.M. Chair Kimberly McCoy, Vice Chair Jon Dohlin, Commissioner Maiyer Vang, Commissioner Francine Oputa, Commissioner Mona Cummings, Commissioner Jose Barraza, and Commissioner Sarah Parkes Present 7 - Commissioner Scott Miller, and Commissioner Harman SinghAbsent2 - 3. Pledge of Allegiance Chair McCoy led the Pledge of Allegiance. 4. Approve Agenda On motion of Vice Chair Dohlin, seconded by Commissioner Cummings,the Agenda was APPROVED. Discussion: Subcommittee Reports: 6.-A. Cultural Arts Plan: There was no update from the Cultural Arts Plan Subcommittee. Commissioner Parkes noted an update on the Cultural Arts Plan was the subject of the 10-A Workshop (ID 22-1607). 6.-B. Parks Master Plan: Commissioner Barraza announced there was an upcoming Parks Master Plan meeting which would lead to future action. 6.-C. Outreach Committee: There was no update from the Outreach Subcommittee. 7. Members Reports and Comments Commissioner Barraza made several comments. Requested a conversation or additional information regarding the scope of the Tower Theatre and Senior Center projects as portions of the projects utilized Measure "P" funds. Suggested fliers for Cultural Arts Program meetings include basic information instead of directing people to a website. Recommended staff publish a master schedule of events to help clarify the process for the public. Chair McCoy recognized the number of youth activities the PARCS Department was advertising for the month of October. 8. City Administration and PARCS Staff Reports and Comments PARCS Director Aguirre acknowledged the hard work by PARCS Department staff working on youth activities for October. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. Upon call, the following members of the public addressed the Commission: Lisa Flores, Cory Wyse and Brandi Nuse-Villegas. 10. Workshops: 10.-A.ID 22-1607 WORKSHOP - Parks, After School, Recreation & Community Services (PARCS) Department and Public Works Department Budget Preparation for Fiscal Year 2024. The above workshop was presented to the Commission by PARCS Director Aguirre and Public Works Assistant Director Morrison. Discussion on this item included: the items included in "Major Street Beautification;" whether or not cost increases had been factored into construction projects to be completed in 2024; the timeline for the completion of trails in southern Fresno; the status of a master plan for trails and the possibility of making updates; whether or not there were pending community centers; how to prioritize locations for additional community engagement; how projects within parks were prioritized; how community outreach was done for those interested in cricket and field hockey; the details behind the $2 million dollars for Beautify Fresno litter control; the need for a complete list of planned trails throughout Fresno; how often the Active Transportation Plan was updated and a if there was related community engagement; the status of the Western Reaches Access Activation Plan; the reason for allocation changes for benches at various parks; the difference between the City Council FY 23 budget motions list and the final adopted motions; the status of funding and projects related to Storyland Playland; pending San Joaquin River Parkway O&M projects and the use of consultants; water conservation upgrades; the percentages of attendees at Camp Fresno from the different Council Districts; funding for youth focused civic education; and, whether or not funding would be applied toward soccer or football. 11. Hearings: 12.-A.ID 22-1611 Hearing - To provide an update on the development of the Cultural Arts Plan. (PARCS) The above hearing began at 7:21 P.M. Senior Management Analyst Soliz presented the item to the Commission. Upon call, the following people addressed the Commission: Lisa Flores. The hearing was closed at 7:40 P.M. Commissioner Oputa had several questions regarding the in-depth artist interviews, including: how the artists were chosen; what were the demographics of the artists, beyond race and ethnicity; what were the areas of expertise of the artists; and the lack of African American heritage represented by the in-depth interviews. 12.-B.ID 22-1600 Hearing - To review and make recommendation to the Mayor and City Council on fees related to the Tower Theater. The above hearing began at 7:40 P.M. Assistant City Manager Quinto presented the item to the Commission. Upon call, the following people addressed the Commission: Lisa Flores. The hearing was closed at 8:07 P.M. Commission discussion of the above item included: how the rates were determined; if the fees would allow for capital improvements and repairs; the complicated hourly rate options; and the ability to review the rates annually. RECOMMENDATION APPROVED On motion of Commissioner Oputa, seconded by Commissioner Vang, that the above Action Item be APPROVED. (PARCS) The above hearing began at 8:07 P.M. Upon call, the following people addressed the Commission: Alan McCuen. Commissioner Vang motioned to recommend free entrance to city parks on National Parks Day and on a second, yet to be determined day. Chair McCoy seconded the motion which PASSED 6-0 by the following vote: Ayes (6): Parkes, Barraza, Cummings, Oputa, Vang, McCoy Absent (3): Singh, Miller, Dohlin Chair McCoy motioned to recommend allocating funds to develop programming and for improvements to courts and facilities for soccer and football. Commissioner Barraza seconded the motion which PASSED 6-0 by the following vote: Ayes (6): Parkes, Barraza, Cummings, Oputa, Vang, McCoy Absent (3): Singh, Miller, Dohlin Commissioner Cummings motioned to recommend $50,000 for a planning grant for the youth program focused on civic education, highlighted in southwest Fresno to develop a proposal for community centers and high needs areas. Commissioner Oputa seconded the motion with PASSED 6-0 by the following vote: Ayes (6): Parkes, Barraza, Cummings, Oputa, Vang, McCoy Absent (3): Singh, Miller, Dohlin 13.
